The key question is whether the account represents you as an individual or a business or other organization. Google says personal accounts are for personal use, with students, hobbyists and amateur developers as examples. Both account types have the same functionality, including monetization, but their eligibility and verification requirements differ. Choosing a personal account is not a workaround if Google requires an organization account for your publisher or app category.
Do personal Google Play accounts need a D‑U‑N‑S number?

When does an organization need a D‑U‑N‑S number?
Google says, “To create a developer account for an organization, you must have a D-U-N-S number.” The number identifies the organization and should correspond to the entity whose name and address are associated with the Google payments profile. Google’s required-information guidance describes a D‑U‑N‑S number as a unique nine-digit identifier.
If the organization’s payments profile is unverified, Google also requires an authorized representative’s official government identity document and an official organization document. The business name on that document must match the name on the Dun & Bradstreet profile. Check Google’s verification requirements for the current evidence requested.

What to do if your organization does not have a number
Check whether the organization already has one
Before applying, search Dun & Bradstreet’s official website for an existing D‑U‑N‑S number. Large organizations may have more than one, so use the number for the entity whose details should be linked to the developer account.
Apply early if you need to register
Google says applying for a D‑U‑N‑S number through Dun & Bradstreet is free and can take up to 30 days. That is an estimate, not a guaranteed completion time. Ask Google about the limited no-number routes
Google says an organization whose region is not supported by Dun & Bradstreet can request an alternative verification method from Google support. The request must be complete; Google says incomplete requests are not considered. Its guidance also warns that it will not grant exemptions or extensions to organizations that fail to provide a number. Government organizations and agencies can contact support to complete verification without one. These routes are limited, and support approval is not guaranteed.
