Can You Prototype Three AI Agents for Free? Tool Use, RAG, and Code Execution

Free tiers can make an AI-agent prototype possible, but tool calls, retrieval, execution environments, quotas, and model pricing define the real $0 boundary.

Yes, you may be able to start prototyping three AI agents without paying for API usage—but “$0” is a limited, conditional starting point, not a dependable cost for every component or level of use. Free access depends on the model, account eligibility, quotas, and terms. Tools also need an execution environment, and retrieval-augmented generation (RAG) needs a corpus and retrieval pipeline. The available details do not establish which three agents were built, how they were configured, or what they cost, so this article separates what provider documentation supports from what a real build report would need to show.

What does “three AI agents on a $0 budget” actually mean?

It means testing whether you can get a prototype working within available free access—not that a complete agent system is universally free to build, run, or maintain. A credible $0 claim needs a boundary: the date, account and regional eligibility, selected model and tier, quota used, whether billing was enabled, and what costs were excluded. Existing hardware, electricity, storage, and subscriptions can matter even when no new API charge appears.

There is an important limit to what can be claimed about the three builds in this headline: the available account does not specify their tasks, models, tool schemas, retrieval setup, execution environment, results, or actual spend. It therefore cannot support first-person claims about what those particular agents accomplished. The provider documentation does, however, show how to evaluate whether a three-agent prototype can stay free and where costs can enter.

How tool use works in an agent

A model does not perform an external action merely because it can describe one. Tool use is a loop: the model receives a request and tool definitions, may return a structured call, and an application or managed runtime validates and executes it. The tool result then returns to the model, which can answer or request another action.

  1. Define the tool. Specify its purpose, accepted inputs, and expected output. Validate inputs before acting on them.
  2. Choose who executes it. The tool might run in your application, on infrastructure you manage, or in a provider-hosted environment.
  3. Handle the result. Return a predictable result to the model, and account for errors, timeouts, invalid data, or permission failures.
  4. Distinguish a request from a success. A model asking to call a tool does not prove that the call ran or produced a useful result.

OpenAI’s Agents API documentation describes a managed option this way: “OpenAI manages sessions, orchestration, context compaction, and recovery while your application provides tools and chooses your execution environment.” The application still supplies the tools and selects where they run.

Where does the agent workflow run?

Choosing an agent approach is partly a decision about how much workflow and execution responsibility your application owns. OpenAI’s documentation distinguishes three approaches; the descriptions below are architectural distinctions, not a ranking of quality.

Approach Documented responsibility split Budget implication
Agents API OpenAI manages sessions and orchestration; your application provides tools and chooses the execution environment. Applicable model, tool, and hosted-sandbox rates may apply. The documentation does not establish a universal $0 price.
Agents SDK The SDK runs in your application, giving your application a direct role in the agent workflow. Execution responsibility shifts toward your application; the cited documentation does not establish a total project cost.
Direct model/API use You call the model directly and manage more of the workflow yourself. More workflow control also means more application work. A total cost cannot be inferred without the model, tools, execution setup, and usage.

These approaches clarify who manages orchestration and execution; they do not establish which one is best for a particular prototype. Your tool requirements, deployment boundary, and willingness to manage workflow determine which split makes sense.

Can free model access cover the prototype?

Free access is model- and service-specific. Google’s Gemini Developer API pricing page lists a free tier for Gemini 3.7 Flash, but that does not establish that every model, component, account, or usage level is free. Check the current quota and the applicable data terms for the exact model and account before relying on a free tier.

The same page lists Gemini 3.7 Flash input pricing at $0.75 per million tokens through December 31, 2026, changing to $1.50 per million tokens beginning January 1, 2027. These are listed rates for input tokens, not an estimate of what a project will cost. The scheduled change also makes the page’s date boundary material: a prototype that moves beyond free access should be costed using the rate applicable to its usage date.

No comparable total for three agents follows from those figures. A cost estimate needs actual model use, the tools called, execution and hosting choices, and the applicable quotas and rates. Do not treat a free-tier listing as proof that the whole system—or continued use—will remain free.

What would a useful RAG account need to show?

RAG gives a model retrieved material from a chosen corpus to use as context. Saying an agent “uses RAG” is not enough to explain what it can answer or whether retrieval helped. The available details do not establish a corpus, document-processing method, embedding model, retrieval method, evaluation set, or measured result for these three agents. No retrieval success rate or performance improvement can responsibly be attributed to them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A reproducible account of a RAG agent should identify:

  • Corpus and permissions: what documents it searches and whether they may be used for this purpose.
  • Ingestion: how files are parsed and divided into retrievable passages.
  • Retrieval: how relevant passages are selected and supplied to the model.
  • Evidence handling: how answers show which retrieved passages support them.
  • Evaluation: a small set of questions that includes both successful retrieval and misses or irrelevant selections.

A useful example would show a representative retrieved passage, where it came from, and how the agent used it. RAG does not by itself establish that an answer is correct or eliminate hallucinations; its contribution has to be assessed against the corpus and test questions.

When is code execution free, and where are the boundaries?

Code execution is a capability with an execution environment and pricing conditions, not a synonym for “free.” Anthropic documents a tool that can run Python and Bash in a sandboxed container and manipulate files: “Run Python and bash code in a sandboxed container to analyze data, generate files, and iterate on solutions.” Its statement that execution has no additional charge applies when specified web-search or web-fetch tools are used in the same request; otherwise, standard execution pricing applies. Standard token costs still apply to that request.

OpenAI’s Agents API documentation likewise says applicable model rates, standard tool rates, and hosted-sandbox container rates apply. These examples show why a free model tier alone cannot establish a free agent: a call may incur a separate tool or execution charge, depending on the provider and configuration.

Before running code through an agent, decide which environment is permitted to execute it and what files or data it can access. For a cost claim, record the actual execution service and its applicable terms rather than generalizing from one conditional free-execution case.

What to record for each of the three agents

A defensible comparison should describe the actual implementations rather than assume three agents are comparable just because they share a model or interface. Record the following for each one:

  • Task and success criterion: what the agent is meant to do and what counts as a successful outcome.
  • Model and access: provider, exact model, free or paid tier, account eligibility, and date of use.
  • Tool behavior: exposed tools, input validation, returned outputs, and handling of invalid results or failures.
  • Execution boundary: whether each tool runs in the application, on self-managed infrastructure, or in a provider-hosted environment.
  • Retrieval, if used: corpus, retrieval method, citation behavior, and examples of both useful and poor retrieval.
  • Operational limits: quotas, latency, failure handling, and applicable data terms.
  • Cost boundary: actual charges, billing status, free-tier usage, and excluded costs.

Without those implementation details and real cost records, the evidence supports a feasibility guide—not a measured report of three agents or a comparative quality verdict.
