Yes—but only for supported PC games that are installed on the handheld, allow offline play, and have a valid license prepared while you are online. Xbox Cloud Gaming is streaming and therefore requires an internet connection. The Xbox PC app is supported on Windows 11 gaming handhelds, but that does not make every Xbox console game playable as PC software.
Which Xbox games can you play offline?
On a Windows handheld, the relevant games are PC versions available through the Xbox PC app or Microsoft Store, including participating Xbox Play Anywhere titles. A game’s presence in the Xbox console catalog does not by itself mean its PC version is included with your purchase. Check the game’s PC availability and license before downloading; Microsoft’s Xbox PC overview describes PC play, while its digital-goods usage rules explain that access is governed by the applicable license.

Offline readiness also depends on the individual game. Multiplayer, server-side authentication, a separate launcher, or an online-only feature may prevent a game from starting or functioning without a connection even if it is installed and the device is configured for offline play.

- A Windows gaming handheld that meets the Xbox app and game requirements. Xbox PC guidance lists Windows 10 or 11, version 22H2 or higher, for the app; an individual game may require more capable hardware or a different configuration.
- The PC version of the game installed locally. Cloud-streamed games are not downloaded game files.
- A license or subscription entitlement that is valid for the account and device. A subscription title can still depend on the subscription remaining active; owning a game does not remove licensing checks.
- An online launch and any required offline-permission or device setup completed before travel.

Set up offline play on a ROG Ally
ASUS documents the following process for the ROG Ally family. Menu wording and behavior can vary by device or software version, so follow the current on-screen labels if they differ.
- Connect the handheld to the internet and sign in to the Windows account and game account you intend to use.
- Open Microsoft Store settings and turn on Offline Permissions.
- Download and install the games you want to play offline.
- While still online, launch each relevant game at least once. This lets the game complete any initial setup or license checks it requires.
- Disconnect from the internet and test the games before relying on them during a trip.
ASUS says that, in the documented setup, games can be played offline on one logged-in Windows handheld if they were launched within the previous 14 days. Treat that as ASUS guidance for this setup—not a universal guarantee for every title, account, subscription, or licensing route. ASUS also describes a designated offline device as a separate option. How Microsoft’s offline-device licensing works
Offline permissions do not mean unlimited, permanent access. Microsoft’s Xbox Game Development Kit documentation describes an “Offline PC” as a Windows device designated for limited offline play. The game’s license must first be acquired and downloaded while online, and the license must be renewed periodically. Microsoft does not specify one refresh interval that applies to every title.

Game Pass, owned games, and cloud gaming
Game Pass games
PC Game Pass applies across compatible Windows devices, but offline access still follows the game’s license and the subscription entitlement. Download a PC version, complete the required online setup, and do not assume that a subscription game will remain accessible if the subscription is no longer valid. “Can I play Xbox Game Pass games offline on a handheld?”—sometimes, when the title and license support it; Game Pass membership alone does not make every game playable offline.
Games you own
An owned digital title can still require periodic license checks, and the console version is not automatically a PC license. Confirm that the PC edition is included in your entitlement or that you have separately acquired it.

Xbox Cloud Gaming
Cloud Gaming streams the game instead of running a locally installed PC copy, so it cannot be used offline. If the handheld has no internet connection, a cloud session cannot start or continue. For offline play, use a locally installed, offline-capable PC game instead.

If a game will not launch offline
- The game is not installed locally: download the PC version before disconnecting. A cloud play option is not an offline installation.
- It asks you to sign in or verify a license: reconnect, confirm the correct account and entitlement, enable the relevant offline permission, and launch the game online before trying again.
- The license has expired or needs renewal: connect to the internet so the game can refresh its license. Microsoft does not publish a single interval that applies to all titles.
- The title opens but a mode does not work: check whether that mode relies on multiplayer servers, authentication, or another online service. Offline setup cannot make an online-only feature available.
- The app or game is unsupported: verify Windows version and the title’s PC requirements; app support does not guarantee that every handheld can run every game smoothly.
