Not as an unconditional guarantee. You can keep geofence definitions, transition rules, and evaluation on the device, but an offline engine still needs location fixes—and Android does not guarantee that every device can produce useful fixes without network connectivity. Android’s native Geofencing API explicitly warns that unreliable data connectivity can prevent alerts. Treat “100% offline” as a requirement to test on your target devices, not a property Android promises.
What “offline geofencing” can—and cannot—mean
A geofence is a circular region defined by latitude, longitude, and radius. A local engine can store those definitions on-device, compare available device locations against them, and keep transition state locally. That can avoid sending location history or geofence decisions to a server.

But evaluation and location acquisition are separate jobs. Local code can decide whether a received fix falls inside a circle; it cannot force Android, a sensor, or a location provider to produce a fresh, accurate fix. Android’s location guidance describes a fused provider that uses currently available sources such as Wi-Fi and GPS, with accuracy dependent on provider availability, permissions, and request configuration. The documentation does not establish that useful fixes are always available with all network connectivity absent.

Should you use Android’s native Geofencing API or evaluate locally?
The native API registers geofences and delivers transition intents. It is a power-conscious, event-driven option, but it is not proof of offline operation: Android warns that if reliable data connectivity is unavailable, alerts might not be generated because network location requires a data connection.
| Design choice | What it does | Offline and operational trade-off |
|---|---|---|
| Android Geofencing API | Registers circular geofences and reports enter, exit, and dwell transitions. | Android documents a network-connectivity caveat, background latency, a registration limit, and a reboot re-registration requirement. It does not provide an offline guarantee. |
| Custom local evaluator | Keeps geofence data, transition policy, and evaluation on-device; evaluates location fixes supplied by the chosen acquisition path. | It can keep decision-making local, but still depends on fixes being available. The reviewed Android guidance does not establish comparative performance, battery use, timing, or offline behavior for a custom implementation. |
A custom evaluator is not automatically the better privacy or reliability choice. Prefer event-driven monitoring when it meets the product need; a custom high-frequency polling loop adds battery and background-execution concerns, and does not remove uncertainty in the underlying fix.

How to divide a local engine into responsibilities
1. Keep definitions and policy local
Store each circle’s center, radius, requested transitions, and any dwell policy on the device. Keep the user’s configuration and transition history local if the product does not need server processing. The privacy benefit comes from what the product actually stores and transmits, not merely from choosing a custom evaluator.

Choose and validate a location source for the Android versions and device models you support. Track whether a fix is available and its reported quality; a missing or poor fix is an unknown state, not evidence that the user is outside a geofence. Do not claim that a particular location source works offline across devices unless you have verified that behavior on those devices.

3. Evaluate fixes without inventing certainty
For each usable fix, compare its position with the circle’s center and radius, then apply the requested enter, exit, or dwell policy. Real fixes vary in accuracy, so define how the application handles uncertain positions and repeated boundary crossings. Android’s permission documentation characterizes approximate estimates as potentially covering about 3 square kilometers, while precise estimates are usually within about 50 meters and can sometimes be within a few meters. These are broad documentation characterizations, not guarantees for a particular phone, environment, or fix.
4. Persist enough state to recover
Record the last known transition state and the information needed to resume monitoring. Make updates idempotent so a repeated fix or process restart does not accidentally produce duplicate user actions. If the chosen design uses Android’s native geofencing service, handle delivery through its transition intent and receiver, remove registrations that are no longer needed, and re-register still-needed geofences after device reboot.

What permissions and user experience does background geofencing require?
Android treats geofencing as a background-location use case. For apps targeting Android 10/API 29 and later, requesting background access requires declaring ACCESS_BACKGROUND_LOCATION in the manifest. Permission availability and the user’s choice still govern what the app can do.
- Request foreground location when the user first uses a location-dependent feature. Explain what the feature needs rather than asking for location at launch without context.
- Request background access only when the user reaches a feature that needs monitoring while the app is not visible. Explain the benefit and the fact that monitoring continues in the background.
- Respect approximate access. Android says approximate permission also constrains background location. Do not silently treat an approximate fix as precise or promise boundary-level accuracy.
For apps targeting Android 11/API 30 or higher, Android enforces this staged request: requesting foreground and background location together results in neither being granted. Background access should be clearly tied to a core feature and understandable to the user.

How quickly will Android deliver a transition?
Do not promise an immediate alert. Android’s Geofencing guide describes alerts as usually arriving in under two minutes, with latency potentially reaching about six minutes when a device has been stationary for a significant period. These are documented typical and possible behaviors, not a service-level guarantee.
Background location is rate-limited on Android 8.0/API 26 and later. Android’s background-location guidance says updates may arrive only a few times each hour; the same guidance characterizes average geofence responsiveness as every couple of minutes. Those constraints make continuous, rapid tracking a poor default for a background feature. If the product needs tighter timing, validate that requirement on supported devices rather than inferring it from a successful foreground test.
What limits and recovery work belong in the design?
- Registration capacity: Android’s documented Geofencing API supports up to 100 active geofences per app per device user.
- Reboot: Re-register any still-needed native geofences after device reboot; do not assume registrations survive it.
- Permission and settings changes: Treat loss of location permission or disabled location services as a recoverable unavailable state. Explain what the user needs to change before monitoring can resume.
- Provider and fix failures: Distinguish “no usable fix” from “outside the region.” Otherwise the app may present a false exit simply because location was unavailable.
- Power and background execution: Prefer event-driven monitoring when it satisfies the feature. Any custom polling frequency should be checked against battery cost and Android background limits.
How should you test an offline claim?
Test the complete behavior, not just whether the evaluator can calculate distance from a sample coordinate. A useful matrix includes:
- Mobile data and Wi-Fi absent, with location services both enabled and disabled.
- Different Wi-Fi scanning configurations, since location sources can affect available fixes.
- Approximate and precise permission choices.
- Screen-off and background operation, including stationary and moving devices.
- Reboot, permission changes, and location-settings changes, followed by recovery.
- Multiple device vendors and Android versions within the product’s support range.
Record whether a fix arrived, its reported accuracy, the observed transition, and the elapsed time. Repeat scenarios rather than treating a single successful run as proof. Android’s documentation describes platform constraints; it does not certify offline results for a particular device fleet or custom engine.
