Not as a supported pre-boot setup. Ventoy can boot Windows VHD/VHDX files with its separate VHD boot plugin, but VeraCrypt says it does not support pre-boot authentication for an operating system installed inside a VHD/VHDX file, except when it is booted with appropriate virtual-machine software. Ventoy is not named as an exception, so its VHD plugin should not be treated as a way to make VeraCrypt’s password prompt appear.
Why Ventoy’s VHD support does not guarantee VeraCrypt support
These are two separate parts of the boot process. Ventoy’s plugin can load a Windows VHD/VHDX; VeraCrypt system encryption relies on pre-boot authentication handled by the VeraCrypt Boot Loader. VeraCrypt documents that its pre-boot authentication is unsupported for an operating system installed within a VHD/VHDX, except when booted using appropriate virtual-machine software such as Microsoft Virtual PC. Its documentation does not identify Ventoy as such an exception. Applying that limitation to Ventoy’s VHD boot path is an inference from the projects’ stated behavior, not a Ventoy-specific statement from VeraCrypt.

In practical terms, a working Ventoy VHD boot path does not establish that the VeraCrypt boot loader will run or prompt for a password. If Windows fails before a VeraCrypt prompt appears, that symptom is consistent with the documented limitation; it does not, by itself, identify the cause of a particular machine’s failure.
What Ventoy’s Windows VHD plugin can do
Ventoy documents its separate Windows VHD boot plugin for VHD/VHDX files containing Windows 7 or later. It supports Legacy BIOS and UEFI, as well as fixed and dynamically expanding VHD/VHDX files. The plugin image, ventoy_vhdboot.img, belongs in a manually created ventoy directory on Ventoy’s large data partition—not on the small VTOYEFI partition. See the Ventoy Windows VHD boot plugin instructions.

Ventoy also warns about boot manager version compatibility and provides different plugin image versions to test. It recommends first confirming that the VHD boots using the traditional method. Passing that test only checks the basic VHD boot route; it does not demonstrate VeraCrypt pre-boot authentication support.
How to test the ordinary Ventoy VHD boot path
- Confirm the image’s intended use. Determine whether it is a Windows operating system installed inside a VHD/VHDX, rather than a VHD file used as data by an already-running Windows installation.
- Test traditional boot first. Follow Ventoy’s recommendation and confirm that the Windows VHD boots by the traditional method before troubleshooting its Ventoy boot path.
- Install the plugin image in the correct location. Use the plugin instructions to place
ventoy_vhdboot.imgin a manually createdventoydirectory on the large Ventoy data partition. - Test the VHD boot without treating it as an encryption test. If the basic VHD path fails, Ventoy notes that boot manager compatibility may matter and offers plugin image versions to try. If it succeeds, that still does not establish that VeraCrypt’s password prompt will appear for system encryption.
Do not confuse system encryption with an encrypted data VHD
VeraCrypt’s stated limitation concerns pre-boot authentication for an operating system installed inside a VHD/VHDX. It does not establish that every VHD file is unsupported. For example, a VHD used as ordinary data inside an already booted, VeraCrypt-encrypted Windows system is a different situation: the OS is not relying on VeraCrypt to authenticate before booting that VHD-hosted installation.

Which Windows versions are relevant?
Ventoy’s plugin documentation states Windows 7 or later for the VHD boot feature. VeraCrypt’s current system-encryption support documentation lists Windows 10 version 1809 or later (x64) and Windows 11 (x64); it says Windows ARM64 is supported for non-system volumes only and that system encryption is not currently supported on Windows ARM64. These OS requirements do not remove VeraCrypt’s separate VHD/VHDX pre-boot limitation. See VeraCrypt system encryption support and its known issues and limitations.
What to use if pre-boot authentication is essential
VeraCrypt names appropriate virtual-machine software as the exception to its VHD/VHDX pre-boot limitation. That is not a claim that every virtual machine configuration will work, nor does it establish Ventoy as a supported substitute. If you need VeraCrypt to authenticate before Windows starts, do not plan on Ventoy’s native VHD plugin to provide that behavior.

A Ventoy forum thread includes one user report of not reaching a VeraCrypt password prompt while trying the VHD plugin. That is an anecdote, not a compatibility test across configurations; the documented VeraCrypt limitation is the stronger basis for setting expectations. See the Ventoy forum discussion.
