Its guide describes streaming a valid MP4 as live with a Loop video option, but that is a single-file workflow—not proof of a playlist control or of current direct YouTube delivery. Verify YouTube destination support in your account before building around it.
What Wowza Video can loop
Wowza Video’s current guide explains how to stream a valid prerecorded MP4 as live and optionally select Loop video. The file continues playing until you stop the stream or a schedule stops it. The documented control applies to a source file; the guide does not establish that Wowza Video can loop multiple separate files as a playlist. See Wowza’s guide to streaming a video as live.
Wowza also documents an advanced transcoder property called Play source file on a loop, whose default is false. Its guide warns that enabling it overrides the idle timeout: the transcoder keeps running and accruing charges until you stop it manually or a schedule stops it. Review the file-streaming and transcoder-property documentation and set a stop schedule if you use this option.
Does that mean it can send a playlist to YouTube?
No such workflow is established by the current Wowza Video guides cited here. They document looping a source file, but do not verify either a multi-file playlist control in Wowza Video or the current direct destination configuration from Wowza Video to YouTube Live. Check Wowza’s current destination support and your account’s configuration before relying on this combination; do not assume that the single-file loop instructions confirm YouTube delivery.

How Wowza Streaming Engine differs
Wowza Streaming Engine is a separate product from Wowza Video. Its documentation describes publishing a video file or an M3U8 playlist as live and configuring playlist repetition. That establishes a playlist capability for Streaming Engine, not for Wowza Video, and it does not by itself confirm the destination setup you need for YouTube. Workarounds if you have several clips
Combine the clips into one MP4
A Wowza Community response suggests combining multiple videos into a single MP4 to get a playlist-like result in Wowza Video. Treat this as community guidance, not as an officially documented multi-file playlist feature. Prepare and check the combined file before using it, then verify the current Wowza Video-to-YouTube destination workflow separately. See the community discussion.

Use Streaming Engine only if its workflow fits
If your requirement is specifically a repeating M3U8 playlist, consult the Streaming Engine documentation and confirm that its setup, destination support, and operational requirements fit your use case. Do not transfer Streaming Engine instructions or capabilities to Wowza Video.
