Yes. Wind turbines can interfere with radar because their towers and moving blades reflect radar energy. The effects vary by radar mission, turbine placement, and line of sight: they can range from clutter that complicates target or weather detection to blocked radar coverage in close, unfavorable geometries. A turbine does not automatically disable every radar nearby.
How turbines create radar interference
A radar sends out electromagnetic energy and interprets the reflections that return. A turbine’s tower and blades can reflect that energy; because the blades rotate, their reflections can also appear to move. The U.S. Department of Energy describes this mechanism in its wind-turbine radar mitigation overview.

That moving return matters because radar systems try to separate relevant targets from unwanted reflections. In surveillance radar, turbine returns can complicate identification and tracking. Weather radar filters are designed to suppress stationary clutter, but rotating blades can resemble moving weather and interfere with precipitation and atmospheric-motion measurements.
What interference means for different radar missions
| Radar mission | Potential effect | What the guidance establishes |
|---|---|---|
| Air traffic surveillance | Clutter or reduced detection of some aircraft returns | FAA guidance distinguishes search radar tracking aircraft without transponder or ADS-B Out from surveillance of aircraft equipped with those systems. |
| Weather radar (NEXRAD/WSR-88D) | Contaminated base measurements, affected algorithms and derived products, or beam blockage | NOAA describes impacts to reflectivity, velocity, spectrum width, dual-polarization variables, precipitation estimates, and tornado/rotation detection. |
| Defense, homeland security, and coastal surveillance | Returns that can complicate target identification or tracking | The federal strategy includes these radar missions among those requiring consideration; specific effects depend on the radar and site. |
These are not interchangeable problems: a filtering or mitigation measure suited to one radar mission is not automatically effective for another. The U.S. agencies’ broader overview is the 2023 federal interagency strategy.

Why the impact varies from site to site
Interference depends on where turbines sit relative to a radar, whether they are in its line of sight, the terrain and geometry, and how that radar processes returns. NOAA notes that accurate radar line-of-sight and impact-distance determinations require detailed site-by-site analysis in its NEXRAD impact guidance.
NOAA says that, in a very close placement, a turbine may block the radar beam or return enough energy to risk receiver damage. Complete down-range blockage can prevent detection beyond the obstruction to the radar’s maximum detection range: NOAA lists 460 km for reflectivity and 300 km for Doppler and dual-polarization detection. Those figures describe WSR-88D maximum detection distances in the context of complete blockage; they are not typical interference distances or a prediction of how far a turbine affects radar.

What FAA guidance says about aviation radar
The FAA’s U.S. Aeronautical Information Publication says wind turbines generally do not affect the quality of air-traffic surveillance radar returns for aircraft equipped with transponders and ADS-B Out. Its stated concern is search radar and aircraft without those systems. The FAA says one or two turbines generally do not cause significant radar reception loss, and uses three or more as a rule of thumb for a wind turbine farm that negatively affects the search-radar product. Neither figure is a universal threshold for every radar or site.

The same FAA guidance warns that detection loss can be substantial in extreme circumstances and may extend more than 1.0 nautical mile horizontally from the nearest turbine, at all altitudes above the farm. This is a possible extreme extent, not a typical or guaranteed radius. The FAA advises non-transponder/non-ADS-B Out aircraft to avoid flying within 1.0 NM horizontally of wind turbine farms at all altitudes. Because this is operational U.S. guidance that can change, check the current FAA AIP, Chapter 4, Section 5 before relying on flight procedures.

How weather-radar effects can reach forecasts and warnings
NOAA says turbine returns in the radar’s line of sight can affect NEXRAD base data, the algorithms that process it, and products derived from those measurements. Affected base variables include reflectivity, velocity, spectrum width, and dual-polarization measurements. Since precipitation estimates and tornado or rotation detection depend on radar data, interference can affect those products too; it does not mean every forecast or warning near a wind farm is wrong.
NOAA’s NEXRAD wind-farm guidance explains the operational issue and the limits of filtering: moving blades can look like weather to a system designed to remove stationary clutter. The extent of an effect is site-specific, not a standard distance that applies to all wind farms.

How proposed projects are reviewed and mitigated
Early siting review
For proposed turbines near U.S. weather radars, NOAA uses weather-radar impact zones categorized as No Build, Mitigation, Consultation, and Notification. Its zone approach considers terrain, distance, and how many radar elevation angles are affected; the requested consultation level varies by zone. The zones are a screening and review aid, not a substitute for site-specific impact analysis. See NOAA’s Weather Radar Impact Zones dataset and project analysis guidance.
The Department of Energy recommends early coordination and describes siting review and radar software optimization among the mitigation approaches. Developers and radar operators can use review to identify conflicts while project locations and designs can still be considered; it cannot guarantee that every impact can be eliminated. See DOE’s WINDExchange radar-interference guidance.

Radar processing and operational measures
Mitigation depends on the radar and the project. DOE describes software optimization and interagency work to test and deploy mitigation options. NOAA also discusses research into automatically removing turbine signatures. Stopping turbines can allow the NEXRAD clutter filter to eliminate turbine clutter, and some project-specific agreements may call for stopping turbines or reducing rotation speed below 1 rpm during significant weather situations. That is an example of a possible agreement, not a general requirement for all wind farms.
The 2023 federal strategy recounts interagency field-test campaigns from 2012–2014 and says the working group’s objective timeline was extended to 2035 based on technology available and tested at that time. That is a strategy milestone, not a promise that all turbine-related radar interference will be eliminated by 2035.
What to take away
Wind turbines can interfere with radar, but the practical effect is specific to the radar’s job and the turbine-radar geometry. Aviation search radar may face challenges with some unequipped aircraft, while weather radar can experience clutter, distorted measurements, affected derived products, or—in close placements—blocked coverage. U.S. agencies address the risk through project review, siting and coordination, radar-processing approaches, and, in some cases, operational agreements.
