Yes—Starlink’s published policy allows it to suspend or terminate service for copyright-related violations, and it says repeat copyright infringers may have their accounts terminated in appropriate circumstances. That does not mean one copyright notice automatically cuts off your connection: Starlink’s policy gives no fixed notice count or guaranteed penalty.

What Starlink’s policy says

Starlink’s Acceptable Use Policy bars storing material or using its service or kit in a way that infringes another party’s intellectual property, including copyright. It also says that failure to follow the policy may lead to action ranging from a warning to suspension or termination of service. Starlink reserves the right to act immediately and without notice in specified circumstances. Starlink Acceptable Use Policy

The policy specifically states: “Pursuant to Section 512 of the Digital Millennium Copyright Act, it is SpaceX’s policy to terminate the account of repeat copyright infringers in appropriate circumstances.” It does not define a set number of notices that makes a customer a repeat infringer.

One notice is not an automatic cutoff

A copyright notice reports an allegation; it is not, by itself, proof that the subscriber infringed copyright. The policy describes a range of possible responses, but the reviewed terms do not say that receiving any single notice automatically triggers a warning, suspension, or termination. They also do not publish Starlink’s account-by-account review process or predict what will happen in a particular case.

Starlink’s Terms of Service say it may suspend or terminate an account for violations of the Terms, including the Acceptable Use Policy. Starlink Terms of Service The applicable terms can vary by region, so check the current version for your account rather than treating a notice as a predetermined “strike.”

What the DMCA does—and does not—require

In the United States, the DMCA’s repeat-infringer policy is tied to eligibility for a copyright safe harbor. The U.S. Copyright Office says providers seeking the relevant safe harbor must adopt and reasonably implement a policy for terminating repeat infringers. It notes that repeat infringement may be identified through repeated takedown notices or “red flag” knowledge; a court judgment is not always required first. This is not a universal “three strikes” rule. The law does not prescribe one notice count or identical procedures for every provider. The Copyright Office explains that providers’ terms generally establish their grounds and procedures, and that multiple takedown notices may result in account termination. A safe harbor limits certain monetary liability for eligible providers; it is distinct from a claim that a provider must automatically disconnect a customer after one report. What a copyright notice tells you

Starlink’s copyright-notice instructions ask rights holders or their agents to provide identifying details such as the copyrighted work and its owner, the IP address, port, protocol, and time of the alleged infringement. Starlink describes itself as a passive internet-access provider and says copyrighted material does not reside on its system or network. Starlink legal information

Those instructions explain what a rights holder should include in a report; they do not establish what content Starlink inspects or how it decides each case. If you receive a notice, read the allegation and the instructions it provides, preserve relevant records, and use the contact or dispute process stated in the notice. Do not assume that a notice alone establishes infringement or that ignoring it will have no account consequences.

Copyright depends on the facts and the law that applies

Whether a particular use infringes copyright depends on the circumstances and applicable jurisdiction. In the United States, fair use is assessed using four statutory factors: the purpose and character of the use, the nature of the copyrighted work, the amount and substantiality used, and the effect on the work’s potential market. No single factor automatically decides every case. U.S. Copyright Office: Fair Use

That legal analysis is separate from Starlink’s contract terms. A subscriber’s location and regional Starlink terms matter, and the U.S. DMCA framework should not be assumed to describe the law everywhere.
