But a dark screen, a closed lid, or sleep mode does not necessarily mean the computer is off. If you want to be sure, use Shut down rather than relying on the screen or lid, and consider a compatible physical camera shutter for an extra barrier.
What counts as “off”?
Computers can look inactive while remaining in a low-power state. Windows defines S0 as working, S1–S4 as sleep states that preserve enough context to resume, and S5 as shutdown or off. A dark display or closed lid alone does not tell you which state the computer entered; the result depends on its power settings and implementation. Apple also documents that some Mac configurations can wake for network access while asleep. That does not mean the webcam is operating, but it is another reason not to treat sleep as equivalent to a full shutdown. Apple’s sleep and wake settings describe those options.

Can the webcam run during sleep or shutdown?
Microsoft’s Windows camera-power guidance describes camera components as powered down when they are not actively streaming. Its camera overview says Windows makes no provision for camera use during Modern Standby and expects camera components to be powered down then. These are platform design statements for Windows, not a guarantee covering every computer, firmware configuration, external camera, or operating system. For a built-in camera on a computer that has genuinely reached full shutdown, ordinary software cannot stream video from hardware that is unpowered. If you are unsure whether the computer is shut down, use the system’s Shut down command and wait for it to power down rather than judging by the screen or lid.
How to check whether an app is using the camera
Windows
Review camera access under Settings > Privacy & security > Camera. Microsoft says a camera light illuminates when the camera is active on devices that have one; where there is no light, Windows displays a notification when the camera turns on or off. Treat these as useful signals, not a complete audit of every possible access method: Windows Hello can use the camera even when general app access is off, and some desktop apps may not appear in the app list or may interact through Windows components. Mac
Open System Settings > Privacy & Security > Camera to review which apps can access the camera. Apple says a green indicator appears beside the camera while it is on and turns off after all camera-using apps are closed or quit. Built-in apps such as FaceTime and Photo Booth have camera access. Apple’s camera privacy guidance covers the indicator and permissions.

Would a webcam cover help?
A physical shutter or lens cover blocks the optical path, independently of app permissions. Microsoft’s engineering guidance describes camera privacy shutters designed to require hardware interaction rather than software control. A cover only addresses the camera lens; it does not prevent microphone capture or other forms of device compromise. Microsoft’s camera privacy-shutter design guidance explains the hardware approach.

Microsoft’s security guidance recommends covering a built-in camera when it is not in use. Microsoft’s device-security guidance includes that recommendation. Before attaching anything, check the computer maker’s model-specific advice. Apple warns that a cover can damage the display on some Mac laptops because of tight clearance and may interfere with the ambient-light sensor, automatic brightness, or True Tone. Options include a built-in shutter, a thin stick-on slider, a removable cover, or no added cover when the maker advises against one. Check fit and lid clearance, confirm the cover fully blocks the lens, and make sure it does not obstruct nearby sensors. If the device already has a shutter, use that rather than adding an incompatible accessory.
