Sometimes. Office paper with a sticky note attached may go in a mixed-paper recycling stream, but it may be rejected by a program that collects high-grade office paper. Follow your workplace or local recycler’s instructions; there is no universal rule.
Why the answer depends on the paper stream
Paper recycling programs can collect different grades of paper. The U.S. Environmental Protection Agency (EPA) says sticky notes are usually recyclable when a program accepts mixed paper, but not always. EPA also notes that some mills can remove sticky-note adhesive while processing mixed paper. That capability does not mean every local collection program accepts sticky notes.
High-grade office-paper programs may apply tighter specifications. EPA’s office-paper manual, published in 1990, lists colored sticky notes among items generally unacceptable in that grade. Treat that manual as an explanation of how paper grades can differ, not as a current rule for your municipality or workplace.
What to do with a sticky note on office paper
- Check the bin label or collection instructions. Look for whether the stream accepts mixed paper or is limited to office paper, and whether sticky notes or adhesive-backed paper are specifically addressed.
- Follow the local rule. If the instructions do not say, ask your workplace recycling contact or local program whether paper with sticky notes attached is accepted.
- Use the designated alternative if it is excluded. Do not put it in a paper bin simply because the sheet underneath is recyclable; use the disposal route your program specifies.
EPA’s paper-recycling FAQ frames the issue as “Are staples, sticky notes and paper clips okay to recycle?” Its answer is qualified: sticky notes are usually recyclable in mixed paper, but not always. The local acceptance list takes precedence for your bin.

EPA identifies most tapes and glues, along with some adhesives such as sticky notes and self-stick labels, as potential contaminants in recovered paper. Contamination can interfere with processing, and too much contamination may lead a mill to discard a bale. Whether a small adhesive item is acceptable depends on the collected paper grade and the processor’s system.
Set up office bins to prevent mistakes
Convenient desk-side collection and clear bin labels can help employees sort paper before it reaches the trash. EPA recommends both practices for office recycling. A desk-side paper bin can make collection easier, but the bin itself does not determine whether sticky notes are accepted: the collection specification does.
Shredded paper is a separate question
Shredding breaks paper fibers down. EPA’s office guidance categorizes shredded office paper as low grade, so do not assume it belongs in the same stream as intact high-grade office paper. Check with the recycler about both security requirements and the accepted collection method before shredding documents for recycling.

What the national figures do—and do not—say
EPA reports that paper accounted for 23 percent of U.S. municipal solid waste in 2018, that about 68 percent of the paper Americans used was recycled that year, and that 3.97 million U.S. tons of office-type paper were generated. EPA also notes that individual office-paper recovery data are limited. These are dated national figures, not a current recycling rate for a particular workplace or community, and they do not establish whether a local program accepts sticky notes.
