Yes. You can use a phone on Wi-Fi without a cellular data plan, as long as the Wi-Fi network has an internet connection and lets you connect. Wi-Fi and mobile data are separate ways for your phone to reach the internet.
What Wi-Fi can do without cellular data
When your phone joins Wi-Fi, its online traffic can travel through the Wi-Fi network instead of the carrier’s mobile data network. The path is phone → Wi-Fi router or hotspot → internet connection. You can browse, use compatible apps, and download or stream over Wi-Fi without using a mobile data allowance.

The distinction is that Wi-Fi is the local wireless connection; it is not itself internet service. A router can create a Wi-Fi network, but that network needs an upstream internet connection—often home broadband—to reach websites and online services. A network owner may also require a password, portal login, payment, or agreement before allowing access.

Where you can connect—and what to check
- Home: Connect to your existing Wi-Fi network. If you need to create a private network, a router must be connected to broadband or another internet source; a router alone does not provide internet service.
- Work, school, or someone else’s home: Ask for the network credentials and follow any access rules.
- Public Wi-Fi: Check whether access requires a portal, fee, or other terms. Availability, speed, reliability, and privacy vary by network, so do not assume public Wi-Fi is free or secure.
If you can join Wi-Fi but online services do not load, the network may have no working internet connection, may require a portal sign-in, or may restrict the service you are trying to use.

Apps, texts, and phone calls are not all the same
Internet-based apps
Apps such as Skype, WhatsApp, and Google Voice can make calls or send messages over Wi-Fi, subject to the app’s account and service requirements. The app provider—not your cellular data plan—sets those requirements and any applicable charges. T‑Mobile describes these apps as working over Wi-Fi or cellular data in its Wi-Fi Calling guidance.
Carrier Wi-Fi Calling
Carrier Wi-Fi Calling uses your phone number and carrier service to place supported calls or send messages through Wi-Fi. It is different from calling inside an internet app. Support, setup, and eligibility depend on the carrier, account, device, and location. Google notes that not all carriers support it and that some carriers may allow it without service; check Google’s Wi-Fi Calling help and your carrier’s current requirements.

For example, T‑Mobile lists an active account, supported device, usable Wi-Fi internet, and an E911 address among its requirements. Those are T‑Mobile rules, not universal requirements. If you have no active carrier service, do not assume your phone’s carrier Wi-Fi Calling feature will work; an internet calling app may be a separate option.

Wi-Fi data traffic does not use your mobile data allowance, but that does not make every Wi-Fi call or connection free. The Wi-Fi provider may charge an access fee. Carrier Wi-Fi Calling may count against plan limits or incur charges depending on the carrier, destination, and plan. Verizon, for example, says its U.S. Wi-Fi calls and texts do not count against its mobile data allowance, while international calling may incur charges and the Wi-Fi provider may charge for access. Emergency calls over Wi-Fi have limits
When cellular service is unavailable and Wi-Fi Calling is enabled, a supported phone may place an emergency call over Wi-Fi. The carrier may use the emergency address registered to the account to help route it. Keep that address accurate, and do not treat Wi-Fi Calling as guaranteed emergency access: an internet outage, congestion, or incorrect location information can affect connection, call quality, or routing. Apple explains emergency calls over Wi-Fi in its Wi-Fi Calling guidance; Verizon also describes location and network limitations in its FAQ.

If avoiding mobile data charges matters, make sure the phone is actually using Wi-Fi and check for settings that can fall back to cellular data when Wi-Fi is weak. On supported iPhones, Apple’s Wi-Fi Assist feature can use cellular data when Wi-Fi connectivity is poor. Apple provides steps to turn it off in its Wi-Fi Assist instructions. Menu names and settings can vary by device and software version; Android phones may have different network-switching options.

- Join the intended Wi-Fi network and complete any sign-in page.
- Check that the Wi-Fi network itself has internet access.
- Review your phone’s cellular-data and Wi-Fi-assist or automatic-switching settings.
- If you use carrier Wi-Fi Calling, verify the feature is enabled and check your carrier’s account, device, emergency-address, and billing requirements.
