A fraud check can accept submitted evidence without proving that the remote participant is the person they claim to be—or even that the image or video came from a live camera capture. Passing means the system accepted evidence under its particular checks and conditions; it is not conclusive proof of identity.
What does passing a fraud check actually establish?
Remote identity proofing is a chain of separate tasks, not one yes-or-no test. NIST’s Digital Identity Guidelines, SP 800-63A-4 (2025), distinguish resolving an applicant’s identity, validating the evidence offered, and verifying that the applicant is linked to the validated identity. A result at one stage does not automatically establish the others.

A system may find that a document looks valid, that a face resembles the document photo, or that a video appears to show a live subject. Each result answers a limited question. None alone proves that the person is the rightful owner of the identity or that the media was captured from the scene it appears to show.

Three questions that are easy to conflate
- Is the media authentic? Was the submitted image or video altered, synthesized, or injected into the process?
- Is someone live and present? Does the evidence indicate a live subject, rather than a replay or other presentation attack?
- Is this the claimed person? Does the person being verified correspond to a validated identity?
Evidence supporting one answer should not be treated as proof of the other two.

How can a deepfake or injected media pass?
Generative AI can create or alter applicant images, identity documents, and other media. NIST SP 800-63A-4 describes attacks aimed at document validation, biometric operations, and visual comparisons. In an injection attack, manipulated media can enter the process between the camera or capture point and the system or reviewer making the comparison. A plausible image on screen may therefore not be trustworthy evidence of what was physically in front of a camera.
This is why a liveness result is not an identity result. NIST cautions: “A biometric comparison performed with a captured sample does not prevent these attacks.” That warning does not mean biometrics are useless; it means a comparison against a captured sample cannot, by itself, rule out forged or injected media. NIST says all types of remote identity proofing are vulnerable in some way to these attacks.

Government alerts document the concern without establishing a universal failure rate. On December 3, 2024, the FBI’s Internet Crime Complaint Center warned that criminals use generative AI to make fraud more believable, including fraudulent identification documents and AI-generated photos used for impersonation. On November 13, 2024, the U.S. Treasury’s Financial Crimes Enforcement Network reported increased suspicious-activity reporting about suspected deepfake media, particularly fraudulent identity documents used to circumvent identity verification and authentication. These are dated agency observations, not evidence that every check is compromised or that deepfakes routinely defeat every liveness system.

Which controls address different parts of the problem?
No single measure is a guarantee. NIST guidance points to layered controls, with each one assessed against the attack path it is meant to address.
Rank #3
| Control approach | What it is intended to address | What to evaluate |
|---|---|---|
| Document capture and presence checks | Whether the process establishes physical presence of a document rather than accepting an image alone. | Whether capture is live and whether passive or active checks can detect document-presence attacks. |
| Media analysis | Signs of manipulation, synthesis, or known forgery artifacts in submitted images and video. | Performance on relevant attack artifacts and genuine samples, including false positives and false negatives. |
| Protected channels and sensor or device checks | Interception or injection between the capture point and the verifier. | Whether channels are authenticated and whether the capture sensor or device can be authenticated or attested. |
| Human review and prompted cues | Manipulation indicators or unexpected behavior during an attended remote session. | Staff training, use of random human-in-the-loop cues, and a clear escalation path. |
| Fraud monitoring | Patterns and events that emerge after an individual proofing decision. | Ongoing monitoring, response procedures, and communication of suspected or confirmed fraud to relying parties. |
These approaches are not interchangeable. A document-presence check does not by itself secure the media channel; a media detector does not establish the person’s identity; and device attestation does not prove that a claimed identity belongs to the person using the device.

Ask for evidence about the actual system, threat model, and operating conditions rather than relying on a general claim that a service uses AI, biometrics, or liveness detection.

- Map the proofing steps. Identify how the service resolves an identity, validates the evidence, and links the applicant to the validated identity. Ask what a “pass” means at each stage.
- Trace the capture path. Determine how documents and biometrics are captured, whether the process checks document presence, and whether digitally injected media could reach the verifier.
- Review attack testing. Ask which genuine samples and attack artifacts were used, under what operating conditions, and how false accepts and false rejects were measured and documented. Detector performance depends on the artifacts and conditions tested.
- Check the human fallback. For attended sessions, assess staff training, any random cues, escalation criteria, and how a legitimate applicant can appeal or use an accessible alternative.
- Connect proofing to ongoing response. Confirm how suspected or confirmed fraud is monitored, handled, and communicated to organizations that rely on the proofing result.
Privacy and accessibility belong in the same assessment as detection performance. A more intrusive check is not automatically a more reliable one, and a process needs a practical fallback for applicants it cannot confidently verify.
Does detecting a deepfake prove who someone is?
No. Media authenticity, content provenance, labeling, and synthetic-media detection can help assess whether a file may have been altered or generated. They do not independently show that the person depicted is the person named in an identity claim. NIST’s November 20, 2024 report, Reducing Risks Posed by Synthetic Content, treats content authentication and provenance, labeling, detection, testing, and auditing as distinct approaches.
Face morphs illustrate the boundary: NIST’s August 18, 2025 guidance item explains that morphs combining two people’s faces can deceive face-recognition systems, and that operational morph detection and follow-up are addressed in NISTIR 8584. This is a specific risk, not evidence that every face comparison fails. The practical question is whether a control has been tested against the relevant attack and is combined with checks that establish the claimed identity through other evidence.
