Yes, some Copilot features in Outlook process email content, but not as a blanket scan of every message. What Copilot can use depends on the feature you invoke, whether you sign in with a personal or a work or school account, your license, and the permissions you already hold. Microsoft also says work prompts and Microsoft Graph data are not used to train its foundation models. That is a different claim from saying nothing is stored, and the difference matters.
What “read” can mean
The question covers three different things, and Microsoft documents each separately:

- Processing one email you act on. Outlook documents email summarization and drafting replies with the context of the thread.
- Answering questions across supported mailbox content. With a work or school account, Copilot Chat in Outlook can answer prompts such as “Summarize my emails from the last week related to Project Alpine” or “Which unread emails are most important?” (examples from Microsoft Learn’s Copilot Chat overview).
- Broader work grounding. A licensed Microsoft 365 Copilot experience grounds answers across more of Microsoft 365 than Outlook Chat’s limited set.
Microsoft describes work Copilot as grounding responses in organizational data through Microsoft Graph (emails, calendar items, chats, meetings, contacts and other content), combined with your working context. That is access in service of a request you make. Microsoft’s documentation does not say every feature continuously scans every message in every mailbox.

Microsoft’s pages note that Microsoft 365 Copilot Chat is now named Microsoft Copilot Chat, while some capability and license references still use older labels. Expect wording in your own menus to differ.

Permissions: what Copilot cannot reach
Microsoft Support states it plainly: “Copilot respects your existing Microsoft 365 permissions.” Copilot references only organizational content you are already authorized to access. It does not create new access to a colleague’s private mail.
Mailbox limits
Microsoft’s Outlook FAQ (last updated February 2026) says Copilot scenarios work only on your primary mailbox. Archive, group, shared and delegate mailboxes are not supported, and supported scenarios require an Exchange Online-hosted mailbox.

Protected messages
Microsoft lists S/MIME and Double Key Encryption content as inaccessible. Features are not supported on signed or encrypted emails, messages with IRM, and some emails carrying MIP sensitivity labels. So Copilot does not process every message regardless of protection.
Privacy and data use
Work or school accounts
Microsoft says prompts, responses and data accessed through Microsoft Graph are not used to train foundation models. It also says interaction data (your prompts and Copilot’s responses) is kept as activity history, processed and stored under your organization’s Microsoft 365 contractual commitments. Administrators can find this data with Content Search or Microsoft Purview and apply retention policies.

For Copilot Chat, Microsoft says prompts and responses receive enterprise data protection when you sign in with a work or school account. Its support documentation says prompts, Bing queries and responses are logged, and IT administrators can view them with search and audit tools. Practically, your employer may be able to see what you asked Copilot.
Personal accounts and Microsoft 365 apps for home
Microsoft’s home privacy page says Copilot uses only the content of the file you are working in, or another file you ask it to inspect. It says prompts, responses and file contents in these apps are not used to train foundation models. Enterprise details such as Graph grounding and organizational retention belong to the work experience and should not be assumed for a personal account.

Web search is a separate flow
Copilot may use Bing for web grounding. Microsoft says web queries sent to Bing are separate from Microsoft Graph queries and follow different data handling. For work Copilot Chat, it says generated Bing queries are a few words informed by your prompt and are not linked to your account or organization. The no-training statement should not be stretched to web queries or to agents, which Microsoft says can carry their own privacy terms.
Controls you can use
- Work IQ control (work users). Microsoft says this can be switched on or off in the Copilot app. Availability and defaults can depend on license and organizational configuration.
- Administrator controls. Enterprise data protection inherits identity, permissions, sensitivity labels, retention, audit and admin settings, with specifics varying by subscription. Microsoft also documents configurable Purview DLP restrictions for certain sensitive labeled files and email.
- Home app privacy settings. In consumer Microsoft 365 apps, turning off either “Experiences that analyze content” or “All connected experiences” disables Copilot features in Outlook and the other listed apps.
Check the output
Microsoft’s Outlook guidance tells users to review, edit and verify generated content. Treat a summary as a pointer, and confirm dates, amounts and commitments against the original email before acting on them.

How to phrase it accurately
- Not accurate: “Copilot reads all your emails.” Certain features process the email or supported mailbox content needed for your action or prompt.
- Not accurate: “Copilot cannot read email.” Summaries, thread-based drafts and Outlook Chat all use mailbox content.
- Not accurate: “Microsoft never stores it.” Work prompts and responses can be stored as activity history under organizational retention.
- Not guaranteed: every feature on every account. Eligibility depends on account, client, license and administrator settings, so check what your own Outlook offers.
