Captured carbon dioxide can be used as a chemical feedstock to make some plastics and plastic precursors. In one route, CO₂ is chemically incorporated into polypropylene carbonate; in others, it is converted into ingredients for polyurethane or polycarbonate. But “recycling CO₂” here means reusing captured carbon as a feedstock—not turning discarded plastic into new plastic. The projects reported so far range from a scale-up batch to pilot work, field-testing and early development, and they do not by themselves prove lower lifecycle emissions or broad commercial availability.
What does “recycling CO₂ to make plastic” mean?
It means using captured carbon dioxide as a raw material in a chemical process. Depending on the route, some carbon may become part of a polymer chain, or the CO₂ may be converted into a precursor used to make a polymer. This is different from mechanical or chemical recycling of plastic waste: the input is CO₂, not a discarded plastic item.

It also does not mean that all plastics made this way have the same composition or properties. Polypropylene carbonate (PPC), polycarbonate, polyurethane and Fortum’s PHA material INGA are distinct materials or material families, made by different processes.

Polypropylene carbonate: CO₂ copolymerized with an epoxide
One process combines CO₂ and an epoxide using a catalyst to make PPC. The U.S. Department of Energy reported in 2013 that Novomer and Albemarle produced seven tons of PPC in a scale-up run. The reported polymer contained more than 40% CO₂ by weight. Those figures describe that particular run and material, not current industry production or a typical percentage for all CO₂-based plastics.

DOE said the catalyst was not consumed in the reaction and that polymer characteristics could be adjusted by changing the polymer-chain size. The run was intended to help accelerate product qualification. DOE listed potential uses such as packaging foams, thermoplastics, adhesives, sealants and coatings; the report does not establish that all those uses are now available at commercial scale.
Polyurethane: CO₂ used to make a polyol precursor
In RWE’s Dream Production project, CO₂ from power-station flue gas was captured, purified and liquefied, then used in a pilot facility to make polyether polycarbonate polyols. Bayer MaterialScience processed those polyols into polyurethane polymers. This is an indirect route: the CO₂ is used to make a precursor rather than simply serving as energy for the process.

RWE identifies building insulation, vehicle lightweighting components, mattresses and upholstered furniture as relevant polyurethane applications. The project description documents pilot work; it does not show that products across those categories generally contain CO₂-derived polyols.
Polycarbonate: feedstock development and field-testing
Mitsubishi Gas Chemical (MGC) described work to produce diphenyl carbonate from CO₂ and alcohol with a consortium that included Tosoh and research institutions. In its July 2024 account, MGC said a pilot plant at its Tokyo Research Laboratory had been completed in November 2023 and described further pilot development, licensing and alliances as future steps at that time. Those plans should not be read as confirmation that later milestones have been completed.

Taiwan’s Ministry of Economic Affairs, Department of Industrial Technology, describes ITRI’s FCO₂PC process as using CO₂ captured from factory flue gas to produce polycarbonate through esterification and transesterification. Its technology page says the process was being field-tested with Chi Mei and lists potential uses including safety helmets, phone cases, headlamp covers and eye protection. The same page reports a projected emissions reduction of 17%, or 178,500 metric tons annually, for the partnership. That is a projection on the page, not a measured result established there.
PHA: Fortum’s INGA material
Fortum announced in November 2024 that it had produced a first sample of INGA, a PHA plastic made from CO₂, and was seeking partners to commercialize it. The company said industrial production was expected by the end of the decade. That is a company announcement and target, not confirmation of current production or a verified schedule. Fortum representative Tony Rehn described INGA as having the same properties as virgin plastics; this is a company claim, not an independent test conclusion in the available account.

How mature are the different approaches?
The milestones below are not interchangeable: a scale-up batch does not establish ongoing sales, and a pilot or field test is not the same as commercial production. The status descriptions reflect what the cited organizations reported, not independent confirmation of present-day availability.
| Material or route | Reported milestone | Examples of uses described |
|---|---|---|
| PPC made by copolymerizing CO₂ and epoxides | DOE reported a seven-ton scale-up run by Novomer and Albemarle in 2013. | Packaging foams, thermoplastics, adhesives, sealants and coatings were listed as potential applications. |
| Polyurethane made with CO₂-derived polyols | RWE’s Dream Production project used a pilot facility to make polyols that Bayer MaterialScience processed into polyurethane. | Building insulation, vehicle components, mattresses and upholstered furniture were identified as relevant uses. |
| CO₂-based polycarbonate feedstock (MGC) | MGC reported completing a pilot plant in November 2023; its July 2024 account described further development and licensing as future steps. | The account focuses on producing diphenyl carbonate from CO₂ and alcohol; it does not establish market availability for a specific end product. |
| FCO₂PC polycarbonate | Taiwan’s Department of Industrial Technology said the process was being field-tested with Chi Mei. | Potential uses listed include safety helmets, phone cases, headlamp covers and eye protection. |
| Fortum’s INGA PHA | Fortum said a first sample was produced in October 2024 and industrial production was expected by the end of the decade. | Fortum described a range of possible packaging and other plastic applications; the announcement does not establish their availability at scale. |
Does plastic made from CO₂ reduce emissions?
Not necessarily. Using captured CO₂ as a feedstock, or retaining some of its carbon in a product, is not enough to show that a plastic has a lower climate impact over its full lifecycle. A sound comparison needs to account for where the CO₂ came from, the energy used for capture and conversion, process emissions, the product’s useful life and what happens at end of life.

- 3 Pounds Plastic Pellets Rock Tumbling Media Plastic Filler
- Non-toxic, non-static and non-residue pellets are dryable
- easy to reuse – float to the top for easy cleaning.
- Packaged in durable, re-closable seal bags to prevent messy spills and to safely store
- The composition of the product is impact-resistant polypropylene, which can cushion the impact of stones on the machine.
The project accounts described here do not provide a comparable independent lifecycle assessment across these routes. They therefore do not establish that CO₂-derived plastic is carbon-negative or climate-neutral, or that it outperforms a named conventional plastic. A projected emissions reduction for one partnership should likewise be treated as a projection, not a measured lifecycle result.
Is CO₂-based plastic biodegradable or recyclable?
The carbon source alone does not determine whether a plastic is biodegradable or recyclable. Those properties depend on the specific polymer, product formulation and, for biodegradation, the conditions under which it is tested or disposed of. The cited accounts identify materials and intended uses, but do not provide enough evidence to conclude that every CO₂-based plastic is biodegradable, recyclable, or accepted by local waste systems. Fortum identifies INGA as a PHA material, but its announcement alone does not establish how a particular INGA product behaves in a specified disposal environment.
What should a buyer or product designer check?
For a real product decision, ask for evidence about the material and its performance rather than relying on the phrase “made from CO₂.” Useful questions include:

- What role does CO₂ play? Find out whether it is chemically incorporated into the polymer or used to make a precursor, and whether the supplier reports the amount retained.
- What stage has been demonstrated? Distinguish laboratory work, a scale-up batch, a pilot, field-testing, commercial production and verified sales.
- Does it meet the application’s requirements? Check relevant performance evidence, such as strength, flexibility, barrier properties and heat tolerance, for the specific product.
- What supports the environmental claim? Look for a route-specific lifecycle assessment that states its system boundary, energy assumptions, CO₂ source and end-of-life scenario.
- What happens after use? Confirm whether the actual product can be reused, recycled or composted through systems available where it will be sold. A material claim alone does not establish local collection or processing.
Can consumers buy plastic made from captured CO₂ today?
The cited sources document industrial development, pilot work, field-testing and a first material sample, but they do not identify a specific consumer product that can be confidently recommended as made from these routes and currently available to buy. The evidence supports saying that CO₂-based plastics are being developed and evaluated—not that the entire category is already sold at scale.
