That can include deferring execution beyond the ordinary timeframe. The policy describes a contingency, not a verified current delay or reserve-transfer failure.
What triggers a possible delay?
Circle calls the condition a “Stress Event.” Its MiCA Redemption Policy, last updated September 15, 2026, defines it as “A period during which the rebalancing of the USDC Reserves between Circle France and Circle LLC cannot be completed, and which precedes any activation of the Recovery Plan or the Redemption Plan.” Read Circle’s MiCA Redemption Policy.

The trigger is the inability to complete reserve rebalancing between the two issuers. The policy does not define it as insolvency or a reserve shortfall. During a Stress Event, Circle may temporarily adjust the processing and order of redemption requests, including deferring execution beyond the timeframe otherwise set out in the policy.

Does a delay cancel redemption at par?
No. The policy states a right to redeem at par, subject to its conditions, and separately permits temporary processing adjustments during a Stress Event. In other words, the stated value and the timing of execution are distinct: a temporary deferral does not, by itself, mean Circle has removed the at-par redemption right.

If rebalancing is not restored, the policy says redemptions are managed under Circle’s Recovery Plan or Redemption Plan. Circle’s USDC White Paper describes possible recovery-plan measures including liquidity fees, working-day limits and suspension as a last resort. These are disclosed contingencies, not statements that those measures are active now.
Which Circle entity handles redemption?
Circle allocates redemption by the holder’s location. Circle France handles USDC redemption for holders established in the EEA; Circle LLC handles redemption for holders established outside the EEA. USDC is co-issued by Circle France in the EEA and Circle LLC outside it. EURC, by contrast, is issued solely by Circle France. The policy covers redemptions of USDC and EURC within the EU/EEA and identifies Circle France as a French electronic-money institution and AMF-licensed crypto-asset service provider.

How can an EEA holder apply directly?
Circle says holders may also buy or sell Circle Coins through retail exchanges that accept them. If an exchange has denied a holder redemption, or the holder wants to redeem directly with Circle France, the direct application route depends on whether the holder is retail or non-retail.

What adjustments can Circle make during a Stress Event?
- For EEA-authorized crypto-asset service providers: Circle may temporarily limit the amount of USDC they can redeem and defer requests above the limit until the event is resolved.
- For other holders: Circle may take measures intended to limit cross-border arbitrage.
Circle describes these adjustments as temporary and non-discriminatory. Its policy does not give a fixed duration for a Stress Event or a numerical cap for any temporary limit.
Do Circle’s reserve figures show that cross-border transfers will work on time?
No. Circle’s transparency page reported $75.2 billion of USDC in circulation and $75.5 billion in total reserves as of September 24, 2026. Circle says it discloses USDC reserve holdings weekly and receives monthly third-party assurance that reserves exceed USDC in circulation. See Circle’s Transparency & Stability page.

Those figures describe aggregate reserves and circulation; they do not establish whether a transfer between Circle France and Circle LLC can always be completed on time, or quantify the legal and operational constraints on moving reserves. The same page reported €404.3 million of EURC in circulation and €407.1 million in total reserves as of September 24, 2026; those EURC totals are not evidence of USDC reserve mobility between issuers.

The cited policy and Circle reserve disclosures do not report a current failure to rebalance USDC reserves between Circle France and Circle LLC, or active European redemption deferrals caused by one. The policy establishes what Circle may do if its defined Stress Event occurs; it does not establish that the condition has occurred.

Routine settlement timing is a separate matter. Circle’s Circle Mint help page says its fee structure changed beginning March 15, 2026, while processing and settlement mechanics did not change; timing can vary by transaction method and banking rails.
