In the UK Employer Skills Survey 2024, 48% of skilled-trades vacancies were skill-shortage vacancies, compared with 27% of vacancies across all occupations. That means employers said applicants lacked the skills, qualifications or experience needed; it does not mean 48% of trades jobs were unfilled.
What the skilled-trades vacancy figures actually measure
A skill-shortage vacancy is a hard-to-fill vacancy that an employer attributes to applicants lacking the required skills, qualifications or experience. The 48% figure is the share of skilled-trades vacancies classed this way in the UK Employer Skills Survey 2024—not a share of all jobs, workers or vacancies. This distinction matters: the statistic points to a mismatch between what employers need for particular vacancies and what applicants bring. It does not establish that a general lack of awareness caused those vacancies to be difficult to fill.

Vacancies and skills gaps are different problems
A vacancy is a job an employer is trying to fill. A skills gap concerns an existing employee whom their employer judges not fully proficient in their current role. The Department for Education estimated that 1.26 million UK employees had an employer-assessed skills gap in 2024, equal to 4.0% of employees. In 2022, the estimate was 1.72 million employees, or 5.7%. These figures describe current workers, not unfilled vacancies, and should not be added to or substituted for skill-shortage vacancy measures. Department for Education, Employer Skills Survey 2024

What employers say makes recruitment difficult
In the 2024 Department for Work and Pensions employer survey, among employers who had recruited or tried to recruit, 58% cited too few applicants with the required skills, 45% cited too few with the required attitude or motivation, and 38% cited too few people interested in that kind of job. These are all-sector responses, not results specific to skilled trades. They show that employers report both candidate-fit problems and a shortage of interested applicants, but they do not identify why people are uninterested or demonstrate that publicity would change that. What “visibility” can mean for a career in the trades
Visibility is not one intervention. It can mean that people encounter skilled-trades careers at all, can see what particular jobs involve, can find a credible route into training or employment, and can understand what progression after entry might look like. Each addresses a different information problem.

- Career discoverability: Do prospective workers know which trades and roles exist?
- Job clarity: Can they tell what the work involves and what skills or qualifications employers require?
- Route clarity: Are entry requirements, training and apprenticeship options easy to find and understand?
- Progression visibility: Can workers see whether experience or further training can lead to more responsibility or higher-paid work?
Skills England’s 2026 report says employers report more than a quarter of job vacancies are hard to fill because of skills shortages. It also describes skills-needs assessments as a way to identify priority jobs and common pathways into them. That supports connecting information about careers to specific local job needs and workable routes—not treating awareness as a substitute for training places or hiring opportunities. The 2024 DWP employer survey found that 92% of employers had heard of apprenticeships. Among employers who had heard of them, 25% had recruited through an apprenticeship. The first figure measures awareness; the second measures reported recruitment among that aware group. Neither, on its own, shows how many people can access an apprenticeship, whether a particular route suits a particular trade, or how effective an apprenticeship is at reducing shortages. For visibility to translate into a plausible route into work, a prospective applicant needs more than a general message that apprenticeships exist. They need information that matches their location and intended occupation, clear entry requirements, and an available training and employment pathway. Employers and training providers must make those opportunities real and navigable.
Progression needs to be visible after entry, too
In the same DWP survey, 36% of employers said their organisation had a transparent progression pathway. The survey asked whether entry-level work was a stepping stone to higher-paid work. This is a measure of reported employer practice, not proof that a pathway is available in every trade or that workers will advance. Still, it highlights a part of career visibility that can be overlooked: a job description can explain how to start without showing what a worker might do next.

Employers and educators can make progression easier to assess by describing the skills, experience or qualifications associated with later roles and explaining whether those steps lead to greater responsibility or higher pay. Such information is useful to applicants, but the available figures do not establish that publishing it causes recruitment to improve.
What employers and educators can make clearer
When presenting a skilled-trades opportunity, check whether a prospective applicant can answer these questions without having to guess:

- What does the role involve, and what skills, qualifications or experience are required?

- Are there available places or vacancies in the relevant location and occupation?
- What does an apprentice or new starter need to do, and what support is provided?
- What roles could follow entry-level work, and what requirements or pay changes are associated with progression?
These questions connect career awareness to actionable opportunities. They are practical checks, not a proven formula for eliminating vacancies: the cited surveys measure employer-reported recruitment conditions, scheme awareness and progression practices, not the causal effect of visibility campaigns.
Does better visibility close the workforce gap?
It may help address one part of the problem by making careers, entry routes and progression easier to discover and evaluate. The evidence here establishes substantial reported skill-shortage vacancies in UK skilled trades and identifies a reported lack of interested applicants across sectors. It does not establish that advertising, representation or awareness campaigns alone reduce skilled-trades shortages. Visibility is most useful when it leads to clear, available training and apprenticeship routes and credible hiring and progression opportunities.
