Yes—if an AI agent has the tools and account permissions to do it, it can potentially place an order or send a message without asking you again. Whether it actually proceeds depends on the product’s safeguards and how the agent is configured. “AI agent” does not describe one universal approval policy, so check whether a service pauses before the final action or merely reports what it did afterward.
How an agent can act without a fresh approval
An agent needs both an action channel and authority to use it. A browser, email integration, or other connected tool provides a way to act; access to an account, payment method, or contact list determines what it can attempt. If those permissions are in place and no approval gate interrupts the workflow, the agent may be able to complete the action.

OpenAI’s Operator System Card describes a browser agent that can handle tasks such as ordering groceries and purchasing event tickets under user direction and oversight. It identifies financial transactions and email sending as actions where visibility and control matter, and describes human oversight at key steps and explicit confirmation for some actions.

OpenAI says its Computer-Using Agent is trained to seek confirmation before finalizing tasks with external side effects, including submitting an order or sending an email. The same page says Operator requires active user supervision on particularly sensitive websites, such as email, and declines some higher-risk tasks. These are descriptions of that product family, not a guarantee about other agents.
OpenAI’s developer guidance for MCP tools
For developers using the documented Agent Builder/MCP workflow, OpenAI’s Safety in building agents guidance says: “When using MCP tools, always enable tool approvals so end users can review and confirm every operation, including reads and writes.” That is guidance for this developer context, not a law or a guarantee that approval controls cannot fail. The page states that Agent Builder is scheduled to shut down on November 30, 2026, so its setup instructions are time-sensitive.

What confirmation figures do—and do not—tell you
OpenAI’s 2025 ChatGPT Agent System Card reports 91.0% overall confirmation recall in a defined evaluation and notes that limitations make the value an underestimate of the true confirmation rate. For the evaluation’s critical-confirmation category of completing financial transactions, it reports 100.0% confirmation recall.
These are results for that system and test setup. They are not a promise that every real-world transaction, product, or future interaction will trigger a prompt correctly.

How to check an agent before trusting it with a purchase or message
Look beyond whether a service says it supports “approval.” Check where the decision point sits and what you can inspect before the action is committed.
- Action authority: Can the agent submit orders or send messages, or can it only prepare a draft?
- Approval timing: Does it stop before final submission, ask only for selected actions, or notify you after acting?
- Approval scope: Is confirmation required for every tool operation or only for actions the product defines as consequential?
- Sensitive contexts: Does the service require active supervision or restrict particular websites or tasks?
- Account permissions: Which payment methods, accounts, contacts, and data can the agent reach?
- Review and correction: Can you see the actual item, amount, recipient, or message before confirming, and can the action be reversed?
For a purchase, inspect the item and total. For a message, inspect the recipient and final text. Keep consequential approval gates enabled and grant only the access needed for the task. A confirmation prompt is useful only if you understand what it covers; also check whether another connected tool could carry out the same action without that gate.

Why an approval prompt is not a complete safety guarantee
An agent can misunderstand an instruction, select the wrong item, or send an erroneous message. It can also be influenced by malicious instructions embedded in third-party content, a risk often called prompt injection. OpenAI’s product and developer materials describe these risks and warn that mitigations do not eliminate mistakes or manipulation.
Is there a rule requiring approval for every AI purchase or message?
The sources cited here do not establish a single worldwide rule that every AI-agent purchase or message must receive human sign-off. In the EU, the European Commission AI Act Service Desk explains that agents are not a separate category under the AI Act, although existing rules for AI systems and general-purpose AI models may apply. It describes transparency requirements from 2 August 2026 in specified circumstances and further high-risk obligations on later dates depending on classification and transition provisions. That EU-specific, conditional guidance does not say every transaction or message needs approval.
NIST’s February 2026 announcement of its AI Agent Standards Initiative identifies agent standards, open protocols, security, and identity as areas of work. It signals an evolving standards landscape, not a completed universal approval standard.
