Can AI Text Watermarks Be Reliably Detected? A Practical FAQ

AI text-watermark detectors can find scheme-specific signals in some conditions, but neither a positive nor a negative result proves who wrote a text.

Sometimes—but only under defined conditions. A watermark detector looks for a signal deliberately embedded by a particular text-generation method. It is not a universal AI detector: unwatermarked AI text has no such signal, and a positive result is evidence about the tested watermark, not proof of who wrote the text.

What does a text-watermark detector actually detect?

Many text-watermark schemes subtly alter token-generation probabilities so generated text contains a statistical pattern. A compatible detector tests for that pattern. Its result depends on the watermark scheme, detector, text length, decision threshold and edits made after generation.

This is different from an AI-text classifier, which estimates whether writing resembles AI-generated text. A watermark detector checks for a deliberately embedded signal; a classifier does not. NIST’s 2025 text-to-text evaluation concerns discriminator systems, not watermark verification, and says performance varies significantly depending on the systems used. NIST AI 700-1 (2025) therefore does not provide a watermark-accuracy figure.

When can detection be reliable?

Detection can work well when the text is long enough, the source used a known scheme, the detector is matched to it, and the text has not been substantially altered. Reliability is not one universal percentage: it must be evaluated for a particular scheme and operating threshold.

In a 2024 ICLR study, researchers reported detecting studied watermarks after human and machine paraphrasing in the settings they tested. After strong human paraphrasing, their reported average was 800 observed tokens at a false-positive rate of 1e-5. That is a result for those schemes and conditions, not a general minimum length or guarantee for other detectors. ICLR 2024 study

Why do short or predictable passages cause problems?

Some passages offer few plausible word choices: a short formulaic notice, a fixed legal clause, or text constrained by a prompt. Such low-entropy text gives a watermark less room to create a detectable statistical pattern. NIST’s 2024 overview says text watermarks generally cannot be embedded or detected reliably when text has low entropy. NIST AI 100-4 (2024)

The same overview summarizes cited evidence that recursive paraphrasing can reduce detection rates to 20% for short texts of about 225 words. In the practical settings it discusses, paraphrasing had a smaller effect on texts longer than about 400 words. These are approximate findings from cited work, not universal cutoffs: length alone does not establish whether a specific sample is detectable.

Does paraphrasing remove a watermark?

It can weaken or remove a detectable signal, but the outcome depends on the watermark and the kind of editing. Some signals survived paraphrasing in the ICLR study’s tested conditions; other work demonstrates that several evaluated schemes can be vulnerable to targeted changes.

A 2025 ICML paper on SIRA reported nearly 100% attack success across seven recent watermarking methods in its experiments, using targeted token rewrites. The paper also estimated an attack cost of $0.88 per million tokens in its evaluated setting. Those figures describe that paper’s attack and tested methods, not the likely success or cost of attacking every watermark. SIRA, Proceedings of Machine Learning Research (2025)

An EMNLP 2024 study reported that limited access to outputs could help reverse engineer a proposed paraphrase-robust scheme and improve attacks. This is evidence that some schemes may be attacked, not proof that every watermark can always be removed. EMNLP 2024 study

What does a positive or negative result establish?

If a detector reports a watermark

It indicates that the detector found evidence for the scheme it tests, according to its threshold. It does not, by itself, prove that AI wrote the entire document, identify a particular author, or show that the text was not edited. The cited research does not establish a universal forensic standard for attributing text to a specific person.

For a result to be interpretable, report the scheme and detector, sample length, threshold or false-positive rate, and known edit history. A threshold matters because it sets the conditions under which the detector may flag text without the tested signal.

If a detector finds no watermark

That does not prove a human wrote the text. The text could come from an AI system that did not use the tested watermark, be too short or predictable for reliable detection, or have been changed enough to weaken the signal.

How should you compare watermark detectors?

Do not compare a detector’s headline result without checking what it was tested on and how its threshold was set. A meaningful comparison should include:

  • False-positive rate and threshold: What rate of false alarms does the detector permit at the reported operating point?
  • Detection rate at that threshold: How often does it find the watermark under the same conditions?
  • Text length: What minimum sample length was evaluated, and how does the detector handle short or partial passages?
  • Editing resilience: Was performance measured after ordinary editing, human paraphrasing, model paraphrasing and targeted attacks?
  • Required information: Does verification require a particular key, model or provenance data?

These dimensions reflect evaluation issues discussed in the ICLR study and NIST’s overview; a score measured on one scheme or dataset should not be generalized to another.

Can an AI-text detector score substitute for watermark verification?

No. A classifier score and a watermark result answer different questions. A classifier estimates whether text resembles AI output; a watermark detector checks for a specific embedded signal. NIST’s text-to-text pilot evaluates the former, and its reported results are not accuracy measurements for watermarks. NIST AI 700-1 (2025)
