AI could reduce some administrative work in Flemish public services, but official sources do not establish that it has delivered net savings. For now, cost saving is a hypothesis to test—not a proven result. A credible approach is to pilot bounded uses, count the full cost of running them, and expand only when measured savings and service quality justify it.
What the official evidence says—and does not say
The Flemish AI strategy gives Flemish and local authorities a framework for considering AI in public processes and services, with responsible use and safeguards as part of the aim. Audit Vlaanderen sees potential for more efficient internal processes, but its June 2023 thematic audit examined the conditions for mature AI management and cross-entity strategy. It was not a financial impact evaluation.
Audit Vlaanderen writes: “Based on these smart and real-time links, the Flemish government can offer solutions to a range of challenges, while making internal processes more efficient.” That is a statement of potential, not evidence that a particular deployment reduced expenditure.
The official sources reviewed provide no project-level figure for net savings from Flemish government AI deployments. Without deployment-specific data on the starting workload, all implementation and operating costs, and measured outcomes over time, a claim of realized savings is not established.

Why policy budgets are not savings
The renewed Flanders AI Policy Plan reports roughly €36 million in annual investment in 2024 across research, implementation and digitalisation, and accompanying measures. The plan page, accessed in 2026, separately reports an annual implementation component of approximately €9.5 million and an annual SME digitalisation component of approximately €12 million. These are investment figures, not estimates of money saved by government AI; the SME digitalisation component should not be treated as funding solely for internal government deployments. To determine whether a specific project saves money, an authority must compare its measured benefits with its full costs. Staff time freed up may be valuable, for example, but it is not automatically a cash saving if staffing, service capacity, or budgets do not change.

Choose a bounded process with a clear baseline
Start with a repetitive administrative process and a defined service problem—not a target to buy or deploy AI. Record how much staff time it currently takes, its volume, delays, error and rework rates, and the service outcome people receive. Set ownership and risk controls before building or buying
Identify who is accountable for the service, data, system decisions, and ongoing oversight. Check whether the data are fit for purpose and decide how staff will review outputs, handle errors, and escalate uncertain cases. Audit Vlaanderen emphasizes mature management and risk attention throughout the AI lifecycle.

Calculate the full lifecycle cost
Include integration, data preparation, security, staff training, human oversight, monitoring, maintenance, and vendor or infrastructure costs—not just the purchase or development price. Separate one-time setup costs from recurring costs so a short pilot does not make the long-term economics look better than they are.

Prepare staff and the organisation
Plan how tasks, responsibilities, and workflows will change, and train the staff who will use or supervise the system. The Flemish AI support centre includes training, people and organisation, and shared learning among its resources. Explore the Flemish AI support centre.

Pilot and measure against the baseline
Compare the pilot with the documented starting point. Track net cost alongside processing time, error and rework rates, service quality, and how often staff must intervene. Include the effects on citizens and staff; faster processing alone does not establish a better or less costly service.

Scale only when the results hold
Expand only if measured benefits remain positive after oversight and operating costs, and service outcomes remain acceptable. If a solution is reused across authorities, account for local adaptation rather than assuming the first deployment’s economics will transfer unchanged.

Generative AI and legal checks
Flemish guidance for publicly accessible generative AI advises evaluating risks first and limiting use to situations where those risks can be managed; the guidance page points to a February 2025 version. That makes a public-facing generative AI service a poor candidate for a cost-saving claim based only on reduced staff workload: its risks, human support needs, and service effects must also be assessed. The Belgian FPS Economy says the EU AI Act entered into force on 1 August 2024 and that obligations apply gradually. Its page, last updated 3 September 2026, reports targeted amendments introduced by the Digital Omnibus on AI of 8 July 2026. Authorities should check the current authoritative legal text and current Flemish guidance before making compliance decisions; those dates alone do not determine which obligations apply to a particular system.
