Sometimes, for specific tasks—but AI and robotics are not a dependable instant fix for workforce shortages. They can take on selected, repeatable work, improve consistency or help a business increase output with its existing staff. But deployment takes time, can initially disrupt performance and often creates new training needs. Whether it helps quickly depends on the task, the site and the people available to install, operate and maintain the system.
What AI and robotics can—and cannot—do for a staffing gap
Automation can reduce the amount of human time needed for a particular task without eliminating the role around it. A robot might move materials or perform a predictable operation; software might support analysis or handle part of a workflow. Workers may then shift toward supervision, exception handling, maintenance or other production work.

That distinction matters when a shift is short-staffed. A system helps only if it can perform the missing work safely and reliably, and if it becomes productive on the needed timeline. Automating one task does not necessarily cover a whole shift, occupation or vacancy.

Why installation does not mean immediate capacity
A U.S. Census Bureau Center for Economic Studies working paper published in April 2025 examined industrial AI in manufacturing using detailed data from 2017 and 2021. It found a J-curve pattern: short-run performance losses could precede longer-run gains. The authors connected early losses with costly production adjustments, more work-in-progress inventory, investment in industrial robots and labor shedding. Effects varied between businesses; older establishments were more exposed to short-run losses, while growth-oriented strategies and within-firm spillovers helped mitigate them. Among older establishments, abandoning structured production-management practices accounted for roughly one-third of losses. These findings show why adoption should not be treated as an immediate staffing solution. Read the Census Bureau paper on the industrial AI productivity J-curve.
Before a system adds useful capacity, a business may need to redesign a process, integrate equipment or software, validate performance, train workers and resolve reliability problems. The U.S. Government Accountability Office also identified reliability and working with new technology developers as risks affecting firms’ expected returns. A purchase or installation date is not the same as a date when dependable production begins.

What the employment evidence says
Automation can change staffing in more than one direction. The GAO’s 2019 review found that federal workforce data could not systematically identify technology’s role in employment shifts. In interviews with 16 firms using advanced technologies and seven technology developers, the agency heard about fewer workers needed in some positions—often alongside redeployment or attrition—as well as cases where technology supported expansion and added production jobs. GAO explicitly cautioned that the interviews were not generalizable, so they should not be read as a forecast for other employers. See GAO-19-257 on workforce automation and data limitations.

One medical center interviewed by GAO said autonomous mobile robots transporting linens and waste eliminated 17 positions, while affected workers shifted to other positions. That is a single case example, not a typical result or a basis for estimating what a different employer will save.

In a separate April 2022 analysis of the 2019 Annual Business Survey, Census researchers found that firms adopting the studied technologies reported higher skill requirements and greater demand for skilled labor, while employment effects remained limited or ambiguous. The study covered AI, robotics, dedicated equipment, specialized software and cloud computing, with adoption especially low for AI and robotics and concentrated among large and young firms. Read the Census Bureau firm-level analysis of automation and workforce effects.
How to interpret productivity and exposure figures
The same 2022 Census working paper reported labor productivity 11.4% higher among firms adopting the studied advanced technologies. That is an association in the study, not a causal guarantee for a new deployment or a forecast of a business’s return. The paper says the association accounts for 20–30% of the productivity difference between large firms and the industry median.

Its estimated exposure ranges—12–64% of U.S. workers and 22–72% of manufacturing workers—refer to exposure to the five technologies studied. They are not estimates of jobs eliminated or fully automated. Exposure can mean that work is affected or changed; it does not mean that a machine can perform the entire job.

Training and new roles are part of the implementation
Automation does not remove the need for people who can configure, supervise, repair and improve systems. The ARM Institute’s June 2024 Future of Work release identified programming, CAD/CAM, virtual reality, robotics, machining, welding and CNC among skills employers found difficult to source. It also described efforts by employers and training centers to build worker pipelines.
Lisa Masciantonio, the institute’s chief workforce officer, said robotics and AI integration offers an opportunity to strengthen U.S. manufacturing, but added that a collective effort is needed to prepare workers for new roles. In practice, that means identifying who will operate and maintain a system—and providing time to develop those skills—before relying on it to cover a staffing gap. Read the ARM Institute’s Future of Work announcement.
A December 2025 ARM Institute training-gap announcement describes a U.S. advanced-manufacturing analysis, conducted with Deloitte Consulting and Valdos Consulting and supported by the DoD Manufacturing Technology Program. It examines future skill needs and regional training providers. It can help readers understand the training landscape, but does not establish that a particular provider can resolve a specific employer’s vacancy. See the ARM Institute’s workforce training-gap announcement.

Before counting automation as available labor, evaluate the proposed system against the work and the time available:
- Task fit: Is the work repetitive and predictable, or does it rely on judgment, dexterity, social interaction or frequently changing conditions?
- Time to useful capacity: Include integration, process redesign, validation, staff training and ramp-up—not just purchase and installation.
- Reliability and operating risk: Plan for downtime, safety, maintenance, data quality and vendor support.
- Workforce transition: Decide who will supervise, operate, maintain and improve the system, and plan training or redeployment before launch.
- Total economics: Compare capital and integration costs with ongoing support, throughput, quality, potential injury reduction and labor availability. The evidence cited here provides no universal return-on-investment figure.
- Evidence quality: Distinguish a single employer example, a survey association, an experimental estimate and a causal finding; keep the source’s date and geography attached to each figure.
Do not confuse AI-industry hiring with automation’s labor effects
Some organizations also struggle to hire people who build or deploy AI. A UK Department for Science, Innovation and Technology executive summary published January 28, 2026, reported that 35% of surveyed organizations had difficulty filling AI roles in its 2025 survey; lack of work experience and insufficient technical skills were common barriers. This describes the UK AI labor market, not general staffing shortages, U.S. manufacturing vacancies or the effect of automation on other occupations.
