Sometimes—but monitoring alone usually means visibility, not control. An AI agent can be stopped only when a check is wired into a point that can block a tool call, hold it for approval, or halt further execution. A trace or alert may tell you what happened without preventing it. Even an asynchronous stop may arrive after an action has already changed something.
What “stop” can mean for an AI agent
AI agents do not necessarily run as one indivisible process. They may call tools, hand work to other agents, or make changes through an application or external service. A monitor’s ability to stop one part of that workflow depends on where it sits and what authority the application gives it.

Four behaviors are worth separating when evaluating any agent-monitoring feature:
- Observe: record what the agent did, such as model generations, tool calls, handoffs, or errors.
- Alert: notify a person or another system about an event, threshold, or suspected problem.
- Gate: hold a sensitive action until a person or policy approves or rejects it.
- Enforce: reject a call or stop further execution before it proceeds, or halt the workflow when a condition is met.
These behaviors can work together, but one does not imply the next. A dashboard can show a risky tool call without blocking it; an alert can arrive while the agent continues. To prevent a side effect, a control must have both the right timing and a route to interrupt the relevant execution path.

Which monitoring mechanisms can actually stop execution?
| Mechanism | What it does | Can it stop execution? | Key boundary |
|---|---|---|---|
| Trace or logging | Records runs, events, tool calls, and related details. | No, not by itself. | It provides evidence for inspection; a separate control must act on the execution path. |
| Alerting | Notifies an operator or connected system when a condition is met. | Not inherently. | A webhook or dashboard alert is not proof that a tool call was blocked. |
| Tool guardrail | Checks an eligible tool call before or after it runs. | Yes, if an input check blocks the eligible call; a post-execution check cannot prevent that call’s side effect. | Coverage depends on the tool type and workflow path. |
| Human approval | Pauses a pending sensitive action for review. | Yes, while the action is held. | The application must pause, apply the decision to the right tool, and resume correctly. |
| Asynchronous safety monitor | Reviews behavior and may block further work in supported modes. | It can stop continuation under documented conditions. | Earlier actions may already have completed and are not reversed. |
The distinction matters because “monitoring” is an umbrella term, not a guarantee of a kill switch. For example, LangSmith describes traces, dashboards for metrics such as latency and errors, and threshold alerts through webhooks or PagerDuty. Those are observability and notification capabilities; the description does not establish that they intercept and block every agent action. OpenAI’s API documentation likewise states that configuring an alert webhook does not enable automatic stopping.
How a check in the tool path can block an action
A guardrail has a chance to prevent a side effect when it runs before the tool that performs it. In the OpenAI Agents SDK documentation, input tool guardrails for eligible function tools run before execution. They can skip the call, replace its output, or raise a tripwire; a tripwire halts agent execution. Output guardrails run after the tool has executed, so although they may replace the returned output or raise a tripwire, they cannot undo the side effect of that completed call.
This is a timing distinction, not merely a naming difference. If an agent is about to send a payment, delete a record, or publish content, a check after the tool returns can flag the event, but the action may already be done. A pre-call check can reject or hold the action before dispatch—provided that the action really passes through the guarded tool.

The SDK documentation describes tool guardrails for custom function tools. Local MCP servers can attach input and output guardrails to their tools. But the documented function-tool guardrail pipeline does not cover every execution route:

- Hosted tools, including hosted search, file search, hosted MCP, code interpreter, and image generation, are outside this pipeline.
- Built-in execution tools, including computer, shell, apply-patch, and local-shell tools, are also outside it.
- Handoffs use a different pipeline.
Agent.as_tool()does not directly expose tool-guardrail options.
So configuring a guardrail on one custom function does not establish that all tools, child agents, handoffs, or integrations are covered. A team needs to trace each route that can produce a side effect and confirm that the intended check intercepts it.
When asynchronous monitoring can stop an agent—and when it is too late
Some safety monitoring is not a synchronous preflight check. It can review activity asynchronously and block further work in certain request modes, but detection may happen after an earlier tool action has completed. OpenAI’s API documentation is explicit: a stopped request does not undo earlier actions.
The documented coverage depends on the API and request mode. For Responses API requests, the guide says monitoring can block further execution when requests use persisted reasoning, WebSockets, or OpenAI compaction. Responses API requests using none of those mechanisms may still be monitored with webhook alerts, but do not automatically stop the conversation. Chat Completions API requests are not covered by that monitoring system. These boundaries are specific to the documented feature, not a general rule about every monitoring product.

When to use human approval instead of an automatic check
Automatic guardrails and human review solve different problems. A guardrail applies a rule to input, output, or tool behavior; human approval supplies a decision where context or judgment is needed. OpenAI’s human-review guidance describes an interruption in which the run records a pending action rather than executing the tool, returns state for review, and resumes after approval.
For a sensitive custom tool call, the review boundary should correspond to the action that causes the side effect. The guidance recommends putting validation next to the tool that creates that side effect when checks are needed around every custom tool call in a manager-style workflow. That is safer than assuming a check on a parent agent automatically governs every tool it can reach.
Approval is useful when a person needs to inspect the specific pending action before it proceeds. It is not a substitute for mapping execution paths: if a sensitive operation can be reached through another unguarded tool or integration, that route may bypass the approval step.

- Where is the control? Does it observe after an event, inspect a request before dispatch, wrap a tool call, or interrupt the workflow for approval?
- What exactly passes through it? List model APIs, custom and built-in tools, hosted tools, handoffs, child agents, and external integrations that can change data or trigger an action.
- When does it decide? Establish whether the check runs before the side effect, during a call, or asynchronously afterward.
- What does the response do? Confirm whether the feature only logs or alerts, rejects one call, pauses for a person, or blocks further conversation execution.
- What remains after a stop? Identify which actions may already have completed and how operators will inspect or reconcile them.
- What happens on failure or retry? Determine whether the application fails closed, continues dispatching, or retries automatically. For the documented OpenAI blocked-request behavior, the guidance is not to retry the blocked workflow automatically.
- Can operators see enough to investigate? Check whether traces expose the tool calls, delegated work, timing, and alert conditions needed to understand the incident. LangSmith documents traces and dashboards for token use, latency, errors, cost, and feedback, as well as threshold alerts.
- Are there deployment or data constraints? OpenAI Agents SDK tracing documentation says tracing is unavailable to organizations using OpenAI APIs under a Zero Data Retention policy. Verify the applicable product and deployment constraints before making traces part of an operational control plan.
These questions separate three different outcomes: knowing that an action happened, being notified that something may be wrong, and preventing an action from happening. A system may support one, several, or all three, but the implementation and coverage determine which.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What to do after a monitor blocks a run
A block should trigger a controlled recovery process, not an automatic replay. Follow the product’s documented behavior, and make sure your application treats a blocked execution as a state transition rather than a transient error to retry.
- Stop dispatching actions for the affected conversation. Do not let another worker or retry path continue sending tool calls for the same blocked workflow.
- Do not automatically retry the blocked run. Retrying can repeat the same unsafe operation or bypass the intended intervention.
- Preserve the relevant records under your retention policy. Keep request and tool-call details needed to establish what was attempted and what completed.
- Review completed changes with an operator. Determine which side effects occurred before the block and whether a separate compensating action is appropriate.
- Resume only through an explicit recovery decision. The application should distinguish a human-approved continuation from an automatic restart.
The OpenAI API monitoring guide gives this recovery direction for its blocked-request behavior. Other products may expose different states and recovery mechanisms, so confirm their semantics rather than treating every “stop” notification as equivalent.

Traces and alerts still matter even when they do not block execution. OpenAI Agents SDK tracing records model generations, tool calls, handoffs, guardrails, and custom events; this can help explain what happened across a run. LangSmith’s documented observability features include end-to-end traces, metric dashboards, and alerts. These capabilities help teams find patterns, investigate failures, and decide where controls belong, but visibility alone does not grant authority to interrupt a tool.
Best Value
Keep the control and the evidence connected: a blocked tool call should be inspectable, and an alert should identify whether it represents a warning, a pending approval, or an enforced stop. At the same time, do not assume trace availability is universal; OpenAI’s tracing documentation notes the Zero Data Retention limitation described above.
What the documentation establishes—and what it does not
The OpenAI SDK and API documentation provides concrete examples of pre-execution function-tool guardrails, request-dependent asynchronous monitoring, and human-review interruptions. LangSmith documents observability and alerting capabilities. These are vendor descriptions of their own features, not an independent comparative test of how reliably different products stop agents in production.
For any deployment, verify the behavior for the precise API, tool types, request mode, and integration paths you use. Documentation accessed on October 13, 2026, describes the cited behavior at that time; product implementations and API details can change.
