Can a YouTube Live Encoder Send 29.97 fps Video?

YouTube’s published live-encoder ceiling includes 29.97 fps, but your encoder must support the rate. Here’s how to configure and test a stream before an event.

Yes. YouTube’s published live-encoder limit is up to 60 fps, so 29.97 fps is within that limit. YouTube does not list 29.97 fps as a separate named option, however, and the limit does not guarantee that every encoder supports that rate. Check your encoder’s output settings and test the stream in YouTube Live Control Room before your event.

What YouTube’s settings establish

YouTube’s live encoder guidance specifies a frame rate of up to 60 fps. That published ceiling includes 29.97 fps, but this is an inference from the limit—not a separate YouTube-listed 29.97 fps setting or a fractional-frame-rate test result.

The guidance lists RTMP/RTMPS and the H.264, H.265 (HEVC), and AV1 video codecs. It also recommends constant bitrate (CBR) encoding and a two-second keyframe interval, and says not to exceed four seconds. These are general encoder recommendations; they do not establish that a particular encoder can produce 29.97 fps.

How to confirm your encoder can send 29.97 fps

  1. Check the encoder’s output rate. In its video or stream-output settings, look for an explicit 29.97 fps option. Do not assume that a setting labelled 30 fps means 29.97; check the encoder’s documentation or output information if the distinction matters to your production.
  2. Use a YouTube-listed protocol and codec. Configure RTMP or RTMPS and a video codec listed in YouTube’s live encoder guidance: H.264, H.265 (HEVC), or AV1. Confirm that your encoder supports the chosen combination.
  3. Set the other recommended encoder parameters. Use CBR and a two-second keyframe interval; do not set the interval above four seconds. Choose a resolution and bitrate that your encoder and upload connection can sustain.
  4. Connect to YouTube and inspect the incoming stream. YouTube detects encoder settings in Live Control Room. Automatic resolution and frame-rate detection is the default recommendation; a custom stream key allows manual resolution settings.
  5. Run a representative test before the event. Include audio and movement like those planned for the real stream. Preview it in Live Control Room before selecting Start Streaming, and watch stream health and any messages during the test.

YouTube recommends leaving 20% upload-bandwidth headroom: the total stream bitrate should fit within your available upload bandwidth with that margin. A connection that is just fast enough on paper may not be stable enough in practice.

What viewers will see—and what the frame-rate limit does not promise

The encoder’s input rate and the playback versions YouTube delivers are separate stages. YouTube transcodes live streams to provide output formats for different devices and network conditions. The published encoder ceiling therefore does not promise that every viewer will receive playback at exactly 29.97 fps.

If the rate is important—for example, to preserve the cadence of a production—verify the signal your encoder is actually sending and check YouTube’s incoming preview and stream-health messages. The cited YouTube guidance does not report a specific test of 29.97 fps or guarantee a particular playback rate for each viewer.

Do you need a dedicated hardware encoder?

No special hardware requirement for 29.97 fps is established by YouTube’s guidance. YouTube identifies software encoders as an option and recommends professional-grade hardware encoders for higher-production-value events. Choose based on whether the device or software can output your required frame rate and remain stable at your chosen resolution and bitrate, as well as your familiarity with operating it. YouTube’s guidance does not compare specific encoder products.

Troubleshooting a 29.97 fps stream

  • Your encoder does not offer 29.97 fps: Check its documentation and output information to see whether it supports the fractional rate. The YouTube ceiling does not add a setting that the encoder lacks.
  • The Live Control Room preview or health messages indicate a problem: Recheck the encoder’s selected output, protocol, codec, bitrate mode, and keyframe interval. Test again with representative audio and motion before the event.
  • The stream is unstable despite a suitable configured bitrate: Check actual available upload bandwidth and reduce the total bitrate if needed to preserve the recommended 20% headroom.
  • The incoming stream looks right, but playback differs across viewers: YouTube transcodes live streams for different devices and network conditions. The encoder input rate alone does not determine every viewer’s playback variant.

Or let it run in the cloud

If your goal is to keep uploaded videos looping on a YouTube channel around the clock, rather than send a live camera or event feed, StreamNeo runs the stream from the cloud: upload a recording or build a playlist, add your YouTube stream key, and go live. It is not a way to send a live camera feed or a substitute for confirming that an event encoder outputs 29.97 fps.
