A web application firewall (WAF) can block some known cross-site scripting (XSS) patterns in HTTP traffic, but it cannot make unsafe application output safe. Treat it as an extra barrier: prevent XSS where data is rendered, and use browser policies to reduce the impact of mistakes.
What a WAF can—and cannot—do against XSS
A WAF typically sits in front of, or is integrated with, a web server. It inspects HTTP traffic and applies rules to requests or responses. A generic ruleset can recognize and block some known attack patterns before they reach an application.

For example, the OWASP Core Rule Set (CRS) is a generic detection ruleset for ModSecurity-compatible WAFs that includes XSS among the attack categories it addresses. ModSecurity is the WAF engine; CRS is a separate set of rules that can be deployed with it. OWASP CRS
That filtering is not the same as fixing the code that renders user-controlled data. A WAF has to apply generalized rules across different applications and browser parsing contexts, so it cannot reliably determine whether every value is safe in the specific place the application uses it. OWASP warns that “WAFs are unreliable and new bypass techniques are being discovered regularly,” and that a WAF does not address the root cause of XSS. Prevent XSS where data becomes browser-interpreted output
The core defense is to handle data according to the context in which the browser will interpret it. Use your framework’s escaping protections for ordinary text, or a context-specific encoder when working outside those protections. HTML text, quoted attributes, JavaScript strings, CSS values, and URL components have different parsing rules; a single generic escaping step does not cover every context.
- Keep element names and attribute names fixed rather than building them from untrusted input.
- Quote attribute values, and validate URL schemes when data is used as a URL.
- Use the framework’s safe rendering features for ordinary text, and avoid disabling automatic escaping without a specific, safe reason.
If users must be able to submit formatting markup, encoding it as text would prevent the browser from displaying that formatting. Use a maintained HTML sanitizer to allow only the markup and attributes the feature needs. Do not modify the sanitized result afterward in a way that undermines the sanitizer’s policy. OWASP’s cheat sheet covers output encoding and HTML sanitization by context. OWASP Cross Site Scripting Prevention Cheat Sheet

Why a WAF may miss DOM-based XSS
DOM-based XSS can happen entirely in the browser. For instance, client-side code might take data from a URL fragment and pass it to a DOM operation that interprets it as HTML. If the dangerous source-to-sink flow never appears in an HTTP request or response, a network WAF may not see it.
Prefer DOM APIs that treat untrusted values as text, such as textContent, and avoid passing untrusted strings to HTML-interpreting sinks such as innerHTML. Review client-side flows from data sources to DOM sinks as part of application security work. OWASP DOM based XSS Prevention Cheat Sheet

How the defenses complement one another
| Control | Where it operates | What it contributes | What it does not fix |
|---|---|---|---|
| WAF with a ruleset such as CRS | HTTP traffic at or near the server | Can detect and block some known incoming attack patterns | Does not establish that application output is safe or reliably catch browser-only DOM flows |
| Contextual encoding and framework escaping | Server templates and output-rendering code | Helps ensure data is interpreted as data in its particular output context | Requires using the right protection for the actual context; does not preserve user-authored HTML formatting |
| HTML sanitization | Content that must retain permitted HTML markup | Removes or restricts markup and attributes outside an allowed policy | Is not a substitute for safe handling in other output contexts or DOM flows |
| Content Security Policy (CSP) | Browser script-execution policy | Can restrict inline scripts and the sources from which scripts may load | Does not correct unsafe rendering logic |
| Trusted Types | Supported browser DOM sinks | Can require selected sinks to receive values handled through a vetted policy | Does not replace safe application code and is described by OWASP for Chromium-based browsers |
These are complementary controls, not interchangeable choices. Apply encoding or sanitization at the rendering point; use a WAF to filter some HTTP attack traffic; and consider browser policies as additional safeguards. OWASP describes nonce-based or hash-based strict CSP approaches and recommends evaluating a policy in report-only mode where appropriate. Trusted Types can help protect selected DOM sinks in Chromium-based browsers. OWASP Content Security Policy Cheat Sheet

A dashboard showing blocked payloads demonstrates that the WAF is detecting some traffic; it does not prove that every rendering path is protected. Check the application’s templates, user-generated content, and client-side DOM flows, and verify that the deployed WAF engine and ruleset are configured for the application. Tune rules while checking legitimate behavior so that protection does not unnecessarily block valid use.
