No VPN is established as the best way to bypass Ohio age verification. A VPN can change the IP address and apparent IP-based location a service sees, but the available evidence does not show that any VPN defeats Ohio’s separate geolocation requirements or a particular website’s age checks. Ohio’s law took effect September 30, 2025; covered organizations must verify age and use a licensed location-based technology provider to monitor location.
What Ohio’s age-verification law requires
Ohio Revised Code § 1349.10 applies to organizations that provide online material or performances deemed obscene or harmful to juveniles. It defines reasonable age-verification methods as verifying that a person is at least 18 using a commercial age-verification system based on photo identification or public or private transactional data, or using third-party and government databases with such a commercial system.

- A covered organization must verify age before allowing access and when a person creates an account or subscription.
- It must reverify account or subscription holders every two years.
- It must use a geofence system maintained and monitored by a licensed location-based technology provider, which dynamically monitors a person’s location.
If that provider determines that someone is in Ohio, the organization must block access until the person’s age is verified. The statute also requires a way to notify people when a geolocation check fails. This process is not described as relying only on the website’s reading of a public IP address.

A VPN routes a device’s network traffic through a VPN server. Services may therefore see the server’s IP address instead of the device’s usual public IP address, which can change the location inferred from that IP. Vendor documentation from TP-Link and Google Fi describes this limited effect on IP-based location.

That does not establish that a VPN defeats Ohio’s geolocation process, which the law assigns to a licensed provider, or a site’s age-verification system. The available sources do not identify how a particular licensed provider determines location or test any VPN against Ohio websites. They therefore support no claim that a VPN reliably bypasses verification or makes access available.
Does the law cover every website or service?
No. The statute concerns organizations providing online material or performances that are obscene or harmful to juveniles, and it specifies exemptions. These include interactive computer services, mobile services, internet providers, cable and satellite providers, video service providers, cloud service providers, and certain media activity. A site, platform, or intermediary’s role matters; the law should not be assumed to apply identically to every online service.

What the law says about verification data
For covered organizations, Ohio law requires information collected for age verification to be deleted immediately after verification is complete, subject to stated exceptions for account access and billing records. It also requires a compliant privacy policy, reasonably secure handling, and limits on transferring information. Recipients must delete age-verification information after the verification is complete. Account and billing information has separate deletion terms, including a two-year rule unless the account or subscription is renewed.
A separate FTC policy statement issued February 25, 2026, addresses age determination under COPPA. It says operators within the policy should limit use of personal information to determining age, delete it promptly when no longer needed, provide clear notice, use safeguards, and take reasonable steps to ensure accuracy. That federal policy and Ohio’s statute are distinct frameworks; the FTC statement does not replace Ohio law.

When a VPN-capable router is relevant
A router with VPN-client support can route traffic for compatible devices through a VPN connection, rather than requiring a separate VPN app on each device. It is an optional networking setup, not a way to guarantee access to age-restricted material. The router itself does not provide a VPN subscription.
Support for VPN clients and protocols, firmware requirements, and regional availability vary by router model. TP-Link’s documentation cautions that compatibility with custom VPN services is not guaranteed; ExpressVPN’s router guidance describes location selection on compatible setups, including its Aircove products. Neither source establishes compatibility with Ohio age-verification systems.

What enforcement provision applies
Ohio Revised Code § 1349.101 allows the attorney general to bring a civil action in specified circumstances if a minor gains access because an organization failed to comply. The statute calls for written notice identifying the alleged violation. In the circumstances it describes, the organization has 45 days to cure and provide a written statement before the attorney general may commence enforcement.

For a person who encounters a location-check failure or age prompt, the practical distinction is that changing an IP address is not evidence that the site’s required checks are satisfied. The law requires a mechanism to notify users about a geolocation-check failure; it does not establish that using a VPN will resolve one.
