No. A virtual phone number cannot reliably create unlimited online accounts: each service sets its own verification rules, and some explicitly limit how often a number can be used. A separate number can still be useful for privacy or account recovery, but it should be one you control and can keep.
Why a phone number may be required
Some services use phone verification to check that an account is being created by a person and to help secure access. The requirements vary by service, so a virtual or VoIP number may be accepted by one service and rejected by another. There is no universal acceptance rule. Check the current verification and recovery requirements for the specific service before relying on a number.

Google, for example, says verification requires a mobile device and limits both how many accounts a phone number can create and how many times it can be used for verification. Google Account Help explains: “To protect you from abuse, we limit the number of accounts each phone number can create.” These are Google’s rules, not a universal account-creation quota for every website. What to do if you see “This phone number has been used too many times for verification”
The message means the service has reached a limit for that number. Using additional numbers to get around the limit can conflict with the service’s controls and may not work. Follow the service’s stated recovery or support process instead, and use another verification method only if the service offers one.

Choose a number you can keep
If you want a separate number for legitimate privacy separation or account recovery, compare a carrier mobile number—including a prepaid SIM card—with a virtual or second-line service. Neither type guarantees acceptance by a particular website. Consider these practical checks before using one:
- Compatibility: Confirm the target service accepts that number type and your region.
- Continuity: Make sure you can retain the number and receive future verification or recovery codes. A disposable number can leave you locked out later.
- Availability and cost: Check coverage, geographic availability, and ongoing charges with the provider; these vary and are not established universally.
- Provider terms: Review how the provider permits the number to be used, including restrictions on automated account creation or messaging.
A number used for account access should remain under your control. Google Voice, for instance, says it may reclaim a number after three months if it appears unused. Its Voice Acceptable Use Policy says: “Do not create multiple user accounts, and do not create user accounts by automated means or under false or fraudulent pretenses.” Google Voice Acceptable Use Policy.

Verification tools do not override a website’s limits
Phone-verification products offered to developers are designed to verify a user’s claimed phone number or device. Their availability does not grant permission to bypass another service’s account limits. Trial products can also impose separate recipient restrictions: Twilio’s current documentation says a trial account can verify up to five recipients per account. That is a Twilio trial-account limit, not a general limit for online accounts. See Twilio Verify API documentation and Twilio’s free trial account documentation.
