California has enacted AB 2047, but it does not immediately require every 3D printer to block firearm-related prints. The law first depends on an ASTM International standard and a California Department of Justice finding that blocking technology is feasible; existing printers are not required to be retrofitted under the reported implementation.
What AB 2047 does now
Governor Gavin Newsom approved AB 2047 on September 26, 2026. It was filed as Chapter 461 of the 2026 Statutes and adds the California Firearm Printing Prevention Act to the Civil Code. It is an enacted law, not a pending bill—but its central sales restriction is conditional and has not taken effect simply because the bill became law.
The law sets up a process for the California Department of Justice (DOJ) to assess whether printer technology can screen 3D-printing files for firearm designs. Only after the statutory standards and feasibility conditions are met does the process advance toward regulations and, later, a restriction on certain printer sales and compensated transfers in California.
When the DOJ review and possible sales restriction could happen
- DOJ checks for an ASTM standard. No later than July 1, 2027, the DOJ must begin checking quarterly whether ASTM International has published or adopted an industry standard for equipping 3D printers with firearm-blocking technology.
- The standard must be paired with a feasibility finding. A qualifying ASTM standard alone does not automatically impose a sales restriction. The DOJ must also determine that the technology is feasible.
- The DOJ issues guidance or regulations. If both prerequisites are met, the DOJ must publish written guidance or regulations within 24 months. The chaptered law allows the DOJ to incorporate ASTM standards, add requirements, and potentially establish manufacturer self-attestation or self-certification.
- The sales restriction follows the rules. One year after those rules are published, manufacturers may not sell, offer for sale, or transfer for consideration in California a 3D printer that lacks technology meeting the DOJ’s minimum performance standards.
These are conditional stages, not a single deadline for all printers to be equipped. The law does not name a commercial algorithm, approved vendor, or compliant printer model, and it does not establish a date on which a qualifying standard will be published. As of October 3, 2026, the available reporting does not establish that ASTM has published or adopted the relevant standard.

What happens if ASTM does not publish a standard
If the DOJ determines as of July 1, 2029, that ASTM has not published the relevant standards, AB 2047 ends the DOJ’s obligation to make further determinations under this section. That is why the future sales mandate may never activate: the statute makes the ASTM standard a gateway to the later DOJ process, rather than imposing an unconditional printer requirement on a calendar date.
The law’s status as an enacted statute should therefore be distinguished from implementation. Until the required standard and DOJ feasibility finding exist, the downstream regulation and sales-restriction steps described in the law have not been triggered.

Does the law affect a 3D printer you already own?
Under the reported implementation, an existing printer does not have to be retrofitted. AB 2047’s stated restriction concerns future sales, offers for sale, and transfers for consideration by manufacturers in California after the rules take effect; ownership or use of a printer already sold is not itself prohibited by this title.
That is different from saying every future transaction or every other California firearm law is unaffected. AB 2047 addresses this specific printer technology and the later manufacturer sales restriction described above. It does not, by itself, establish a present requirement for owners to install blocking software or replace their machines.

What counts as firearm-blocking technology
The Civil Code defines the technology as “hardware, firmware, or other integrated technological measures” that prevent a printer from proceeding with any print job unless the underlying file has been evaluated by a firearms-blueprints detection algorithm and determined not to be a file that would produce a firearm or a machine gun conversion device.
In practical terms, the law targets the printer’s file-evaluation and job-release process. It does not prescribe a particular detection method or set accuracy thresholds in the statute itself. The later DOJ rules are expected to establish the minimum performance standards relevant to the sales restriction.

Why the standard and detection method matter
The statute leaves the technical baseline to the ASTM/DOJ process. Tom’s Hardware has described two broad approaches discussed for detecting firearm designs; neither should be treated as an implementation already selected by AB 2047.
- Database matching: A system could compare a submitted file with known firearm-blueprint files. The reporting notes that altering a file or splitting it into pieces may make database matching easier to evade.
- Trained-model analysis: A model could assess whether a design could be a firearm. The reported concern is that ordinary parts with firearm-like geometry could be flagged, creating false positives.
Those trade-offs help explain why the statute’s eventual performance standards matter: screening must distinguish prohibited designs without unnecessarily blocking legitimate prints, while the law itself does not yet settle questions such as how files are evaluated, how errors are handled, or what technology manufacturers must use.

Which printers are exempt
Printers used exclusively to manufacture entertainment-industry props are expressly exempt. The DOJ may also create additional exceptions by regulation. Until those regulations exist, the statute does not identify other specific exempt printer categories.
For now, California’s law does not amount to a general ban on buying or owning a 3D printer. Its possible future restriction is narrower: it applies to manufacturers’ California sales, offers, and compensated transfers of printers that do not meet DOJ standards, and only after the ASTM and DOJ conditions and timelines are satisfied.
