Oakland, San Jose and San Francisco took the first, second and third spots, respectively, in WalletHub’s 2026 Greenest Cities in America ranking. That is the top three overall in one weighted index—not a claim that California leads every environmental measure or that the ranking captures every part of sustainability.
Which California cities rank as the greenest?
WalletHub’s 2026 ranking places three California cities at the top. Its score is an index total, not a percentage of how “green” a city is.
| City | Overall rank | Total score | Environment | Transportation | Energy sources | Lifestyle and policy |
|---|---|---|---|---|---|---|
| Oakland | 1 | 70.83 | 9 | 17 | 8 | 8 |
| San Jose | 2 | 70.20 | 7 | 16 | 9 | 22 |
| San Francisco | 3 | 69.94 | 10 | 4 | 22 | 4 |
Scores and category placements are from WalletHub’s 2026 ranking. Category numbers are each city’s position in that dimension within WalletHub’s comparison, not scores. Washington, D.C. ranks fourth overall. A California City News report dated October 1, 2026 says six California cities made the top ten, but the table above focuses on the top three.
What the ranking measures
WalletHub compared the 100 most populated U.S. cities across four dimensions: environment, transportation, energy sources, and lifestyle and policy. It assessed 28 metrics, scored each on a 100-point scale, then combined them into a weighted average for each city’s total score and overall rank. The sample covers each city proper, not its surrounding metropolitan area.

| Dimension | Weight in overall ranking |
|---|---|
| Environment | 40 points |
| Transportation | 20 points |
| Energy sources | 20 points |
| Lifestyle and policy | 20 points |
The indicators span air quality, greenhouse-gas emissions per capita, urban heat-island effect, parkland, water quality and consumption, green hotels, light pollution, commuting, commute time, walkability, bike access and infrastructure, transit access to jobs, alternative-fuel stations, renewable electricity, solar installations, smart-energy policies, farmers markets and community-supported agriculture, organic farms, community gardens, green jobs, local green-energy programs, and plastic-bag bans. The share of commuters who drive alone and the share of electricity from renewable sources receive double weight; the 28 metrics do not all count equally.
Why the category rankings differ
The composite score blends all four dimensions, so an overall placement does not mean a city leads each category. Oakland is first overall despite an environment rank of ninth. San Francisco places third overall while ranking fourth in transportation and lifestyle and policy, but 22nd in energy sources. These contrasts are why the total and category placements should be read together.

WalletHub’s own account points to different indicators for each city: it highlights Oakland’s air quality and greenhouse-gas emissions per capita, along with measures involving bike-sharing, bicycle routes, gardens, farmers markets and green jobs. For San Jose, it calls attention to solar installations per capita, renewable-electricity share, its heat-island measure and listed policies. For San Francisco, it emphasizes category performance as well as community-supported agriculture and gardens, renewable electricity, water use and commuters driving alone. These are explanations tied to WalletHub’s measures, not proof that any one factor alone caused a city’s rank.

WalletHub says it excluded recycling-program availability and recycling volume because comparable city-level data were unavailable. The result is best understood as a comparison based on WalletHub’s selected and weighted indicators—not an exhaustive sustainability audit.

The unit of comparison also matters: a city-proper result should not be extended to the full Bay Area or another metropolitan region. WalletHub says its data were collected as of September 2, 2026. The ranking is an annual, time-sensitive comparison, so later editions or updated data may produce different results.
