Building One Open-Source AI Agent for CLI, Windows, and Android

A cross-platform AI agent needs shared behavior, not necessarily one identical app. Learn how to design its interfaces, state handoffs, build paths, and permissions.

You can build one open-source AI agent for command-line, Windows, and Android use without forcing every platform into the same binary or interface. Share the agent’s core behavior—its tool definitions, task logic, and state model—then connect each environment through platform-specific adapters and packaging. The hard part is not just making the agent run; it is preserving context safely and reliably as it moves between devices.

What “one agent” should mean

For a cross-platform agent, “one” is best understood as a shared runtime and tool model, not necessarily one application that looks or installs identically everywhere. A command-line entry point, a Windows desktop shell, and an Android interface can each invoke the same agent behavior while handling their own input methods, file access, permissions, and distribution.

This separation avoids two common traps: maintaining three divergent agents that behave differently, or trying to make a desktop-oriented design work unchanged on a phone. Treat the shared core as the place for task planning and tool behavior; treat each platform integration as a separate boundary that translates user actions and system capabilities into the core’s expected inputs.

Choose an architecture pattern

Existing open-source projects illustrate several ways to divide the work. These are project-documented capabilities, not independent validation of performance or security.

Pattern Documented example What it means for your design
Shared tool layer, multiple interfaces agentcli says its tools work through CLI, desktop GUI, web UI, VS Code, and A2A. One tool model can serve several entry points. Each interface still needs its own integration and testing.
Platform-targeted CLI Android Codex documents Android-native CLI execution and deployment, plus a Windows development path using WSL2 and the Android NDK. Supporting Android and Windows may mean distinct runtime and build procedures rather than a single universal setup.
Platform-specific desktop host, shared runtime Microsoft ArgusAgent describes a Windows x64 Tauri/Rust host that supervises a frozen copy of the same runtime and opens the existing web cockpit. A native desktop shell can reuse an existing manager and web interface instead of becoming a separate agent fork.
Desktop, terminal, and API entry points Pan-Agent documents Windows, macOS, and Linux desktop distributions, terminal binaries, a local HTTP API, and an approval/security model. More entry points broaden access, but make permission boundaries and network exposure important parts of the design.

Compare implementations by what they actually share, not by a cross-platform label. Check the runtime, tool definitions, state handling, interface coverage, permissions, supported model providers, and the build and update path for each target.

Design a shared core with platform adapters

Keep tool behavior independent of the interface

Define tools in terms of capabilities the core can request, such as reading an approved file or proposing a command. Then let a platform adapter implement or expose those capabilities according to what that environment can safely do. The CLI might collect confirmation in the terminal; a desktop interface might use a dialog; Android may expose a narrower set of actions. The user-facing interaction can differ while the core’s understanding of a tool remains consistent.

Do not assume that an interface listed in a project’s documentation automatically supports every tool on every operating system. Verify which operations are available on each target and whether they behave the same way.

Make state and artifacts explicit

A shared agent needs a defined way to carry forward the task, decisions already made, relevant files, and intermediate outputs. Avoid relying on an implicit assumption that a process running on one device can see another device’s current workspace. Decide which state is portable, where it is stored, how an interface retrieves it, and what happens when an artifact is missing or stale.

This is a reliability requirement, not just a convenience feature. The September 2026 JarvisGUI paper studies GUI-agent workflows spanning Android, Windows, and Ubuntu virtual environments. It reports that the evaluated open-source GUI agents struggled with state-transfer awareness, cross-platform contextual reasoning, and long-horizon dependencies. Those findings apply to the GUI-agent workflows in the paper’s scope; they do not establish that every command-line coding agent has the same limitations.

Separate shared logic from platform capabilities

Keep platform-specific code behind adapters for tasks such as file selection, device deployment, or launching a system command. This makes it clearer when a capability is unavailable rather than letting an agent silently assume that Windows, Android, and a terminal have equivalent access. It also gives you a place to validate inputs before they reach the operating system.

Plan for different Windows and Android build paths

Cross-platform support does not guarantee a common installation procedure. Android Codex documents native execution on Android devices, with Termux/ADB deployment, while its Windows development path calls for WSL2 and Android NDK setup. These are that project’s documented routes, not general guarantees about Android development or compatibility.

For your own project, write down a separate supported path for each target: prerequisites, build or install steps, permissions requested, update method, and known limitations. If Windows is a development host for an Android target, distinguish that from running the agent as a native Windows application. A build environment and a user-facing runtime are not the same promise.

Set a security boundary before enabling tools

An agent that can execute commands or edit files needs an explicit policy for what it may do, where it may act, and when it must ask first. “Open source” makes code inspectable; it does not by itself make a particular configuration or tool safe.

  • File access: define which directories are in scope and whether edits require approval.
  • Command execution: decide which commands are allowed, which require confirmation, and what isolation or OS permissions apply.
  • Network and model calls: document which providers are used and whether prompts, files, or other selected data leave the device.
  • Local services: identify what interfaces bind to, whether authentication is enabled, and who can reach them.

For example, agentcli describes local-first execution and provider choice, while also noting that selected API calls leave the machine. “Local-first” therefore should not be presented as a guarantee that all data stays local. Pan-Agent says its local HTTP API binds to 127.0.0.1 and has no authentication; its README also places defense against arbitrary local code execution out of scope. That is a project-specific boundary, not a safe default to generalize to other agents or deployments.

Implement and validate in deliberate stages

  1. Define the shared contract. Specify the tools, inputs, outputs, and state the core expects without tying them to a particular screen or operating system.
  2. Build one narrow entry point first. Use a CLI or another environment where you can exercise the core directly. Confirm that tool calls, approvals, errors, and saved state behave as intended before adding more interfaces.
  3. Add platform adapters. Map each interface to the shared contract, exposing only the capabilities that platform and permission model support.
  4. Test interrupted and resumed tasks. Check that an agent can recover when a device changes, a process ends, an intermediate result is unavailable, or the user declines an action.
  5. Document each distribution path. Keep build, install, update, and permission instructions specific to their target rather than implying one package works everywhere.
  6. Review data and execution boundaries. Trace what runs locally, what reaches a provider or API, and what operations require user confirmation.

Cross-platform validation should include more than a successful launch. Test whether the same task produces understandable outcomes through each interface, whether state survives handoffs, and whether unavailable tools fail clearly. Treat project READMEs as support claims to verify for your use case, not as a substitute for testing your chosen builds and configuration.

How to judge whether an existing project fits

  • Runtime reuse: does each interface invoke the same agent behavior, or are there separate implementations?
  • Platform coverage: are Windows and Android actual supported targets, or is one only a development host?
  • State continuity: can tasks and intermediate artifacts move between devices in a defined way?
  • Permission controls: are file edits, command execution, and API access controlled and explained?
  • Provider and deployment options: are the model providers, local runtimes, and build steps compatible with your constraints?
  • Recovery and maintenance: can users understand failures, resume work, and update each platform-specific package?

The best fit is the project whose documented boundaries match your intended workflow. A broad list of interfaces is useful only if the tools and state users need are available and the security model is acceptable on each target.
