You can add speech transcription, image understanding, and image generation to an app with on-device APIs or models, but they are separate capabilities with different device support and setup requirements. “Offline” usually means a feature can run locally once its required OS capability or model is available; it does not mean every device supports it or that the first use needs no download.
What “offline” means for an app
For an on-device feature, the input is processed on the phone or tablet rather than sent to a remote inference service. Google describes ML Kit GenAI this way: “Input, inference, and output data is processed locally.” Its documentation also says the APIs retain functionality without a reliable internet connection. Those statements apply to the documented ML Kit APIs, not every Android model or every part of an app’s data flow. Google ML Kit GenAI overview

Separate inference from provisioning. A model may run without a connection after it is installed, while downloading that model, checking for updates, or using other app services may still require network access. For each feature, decide how users get the capability and what the app does if it is unavailable, not yet downloaded, or removed.

- Speech recognition turns spoken audio into text. Availability can depend on the operating system, hardware, model, and language.
- Image understanding analyzes an image or video—for example, to read text, identify visual content, or answer a prompt about an image.
- Image generation creates an image from a text prompt, sometimes with a condition image. It requires a generative model and a plan for distributing and storing that model.
Which implementation path fits your app?
Choose separately for each task. Native platform APIs can reduce the amount of model infrastructure you manage, while a custom model gives you more control over the model and delivery path. Neither choice makes support universal across devices.

Analyze images with Vision
Start with Vision when the job is image or video analysis. Apple lists uses such as optical character recognition, barcode scanning, segmentation, and integration with custom models. Its developer overview also describes passing Vision tools to Apple Foundation Models for LLM-powered visual understanding. Pick the specific operation your feature needs; OCR, object analysis, and visual question answering are different jobs, even when they all begin with an image.
Use Core ML for custom models
Use Core ML when you need to run a custom or converted model on Apple hardware. Confirm that your model can be packaged and executed on the devices you support, and measure resource use on those devices before choosing a default experience. Core ML is a model runtime, not a turnkey speech, vision, or text-to-image feature by itself.

Build speech and image understanding on Android
ML Kit GenAI’s documented tasks include image description, speech recognition, and text or multimodal prompting, alongside text tasks such as summarization and rewriting. These APIs use Gemini Nano through Android AICore. Start with the feature-specific ML Kit API that matches the job, then verify that the exact devices you intend to support appear on that API’s support list. Google maintains separate support information for feature APIs and Prompt API, and its documentation notes that language availability can depend on device configuration and downloaded models. The overview was last updated September 28, 2026. Check the current ML Kit GenAI documentation and support lists
Choose the appropriate speech mode
| ML Kit speech mode | Documented availability | What to account for |
|---|---|---|
| Basic Mode | Described as available on most Android devices with API level 31 or higher | Uses the traditional on-device speech-recognition model. “Most” is not a guarantee for a specific device; check support and test the languages your app needs. |
| Advanced Mode | Current documentation lists Pixel 10 and Pixel 11 devices | Uses a GenAI model for higher quality and broader language coverage. Treat device coverage as specific to the current documentation, not as a general Android capability. |
These availability descriptions are from Google’s ML Kit GenAI documentation. The documented mode and device support may change, so confirm the list when setting your app’s compatibility policy.

Design around AICore’s operating constraints
Google states that ML Kit GenAI inference is permitted only while the app is the top foreground application. AICore may also return per-app inference or battery-use quota errors. Keep the relevant screen in the foreground while a request runs, handle failures without losing the user’s input, and provide a retry path with backoff rather than repeatedly resubmitting immediately. Avoid designing a workflow that depends on background inference continuing indefinitely.
Image generation needs a separate model and maintenance decision
Do not treat image generation as an automatic extension of image understanding. Google’s Android Image Generator guide describes a MediaPipe task for generating images from text prompts using diffusion, with optional condition images and a compatible Stable Diffusion 1.5 model. The guide’s status notice is explicit: “Deprecated: MediaPipe Image Generator task is still available, but is no longer actively maintained.” That makes it a legacy or experimental option to assess, not a default production dependency without a fresh maintenance review. Plan model delivery before promising offline use
The guide says the converted foundation model is too large to bundle in an APK and recommends hosting it for runtime download in production. Decide where the model will be hosted, how users will download it, how much local storage it needs, and what happens if a download is interrupted or storage is unavailable. The feature can be offline for inference after provisioning, but a user who has not received the model cannot use it offline merely because the app is installed.
If you obtain a model from an external repository, check its license and usage obligations. The Image Generator guide assigns compliance with the model’s license to the developer. Also check the task’s maintenance status and compatibility against your current release requirements before shipping.
Do not infer an Apple image-generation API from the other Apple tools
Apple’s current AI and machine learning overview describes Core AI as its on-device model technology, Vision tools for visual reasoning, and MLX as a framework for experimentation and model training on Apple Silicon. That overview does not provide enough implementation detail to establish a specific production-ready offline image-generation API. Verify the chosen Apple implementation independently rather than assuming Core ML or Vision supplies text-to-image generation.

- Define the task and fallback. Specify whether the feature transcribes speech, describes an image, answers a question about an image, or creates a new image. Decide what the app will show when the device or model cannot provide it.
- Set a real support floor. For Apple, record the minimum OS and hardware requirements of the exact API and model. For Android, check the support list for each ML Kit GenAI API rather than assuming one API’s device list applies to another.
- Separate readiness from connectivity. Check whether the model or OS capability is ready before enabling the feature. If a model must be downloaded, show provisioning progress and an understandable offline state.
- Test both first use and repeat use. Test a fresh installation without a network connection, an interrupted model download, and a later run after the model is available. These cases distinguish setup failures from inference failures.
- Test realistic inputs and failures. Use the languages, accents, lighting, image types, and audio conditions your app will encounter. On Android, exercise foreground-only behavior and quota errors; on both platforms, test memory, battery, and storage behavior on supported hardware.
- Review the complete data flow. Local inference can reduce network transmission and server-call requirements for the documented paths, but inspect analytics, crash reports, backups, model delivery, and any other service your app uses. Apply the relevant platform and model terms to the whole implementation.
For a separate mobile deployment reference, Google documents Gemma with MediaPipe LLM Inference on Android and iOS for text tasks. That resource does not claim to provide image generation. Deploy Gemma on mobile
