An enterprise climate intelligence OS is a practical operating model for turning climate-risk and opportunity information into governed decisions, scenario analysis, enterprise risk management, and reporting. It is not a standardized product category or an official software architecture: IFRS S2 and related guidance set disclosure expectations and data practices, not a universal technology stack. The useful design goal is a traceable cycle that connects accountable people, reliable inputs, analysis, decisions, and disclosures.
What an enterprise climate intelligence OS should do
Climate information becomes useful when an organization can explain what it is exposed to, how those exposures or opportunities could affect its prospects, who is responsible for evaluating them, and how the assessment informs decisions. A system that only collects climate data or produces a report does not, by itself, complete that job.

IFRS S2 addresses climate-related physical risks, transition risks, and opportunities that could reasonably be expected to affect an entity’s prospects. Its disclosure domains are governance, strategy, risk management, and metrics and targets. The standard is effective for annual reporting periods beginning on or after 1 January 2024. Whether and how it applies to a particular organization depends on jurisdictional adoption and other applicable rules.
A practical operating cycle can organize the work across six connected capabilities. This is an implementation synthesis, not an official six-layer architecture; organizations can adapt it to their size, exposure, systems, and reporting obligations.

How to organize the operating cycle
1. Governance and accountability
Identify which board or management bodies oversee climate-related risks and opportunities, what controls and procedures support that oversight, and where climate information enters existing decisions. Assign operational ownership as well: a board committee may oversee a topic, while finance, risk, operations, procurement, or sustainability teams produce or validate parts of the assessment.
Document the route from evidence to decision. For each material assessment, a usable record should show who supplied the input, who reviewed it, which assumptions were applied, and which forum considered the result. This helps connect the governance disclosure to the underlying work rather than treating governance as a box on a reporting checklist.
2. A risk and opportunity register
Maintain a register that captures physical risks, transition risks, and opportunities, together with the business activities and value-chain locations they may affect. The register should make clear how a topic could influence the business model or financial prospects, rather than merely naming a climate hazard or trend.

Where it helps explain effects, assess the topic over short, medium, and long-term horizons. The purpose is not to impose a single time-period convention across all organizations; it is to make the timing of potential effects intelligible, including possible implications for cash flows, access to finance, or cost of capital. Record why the organization chose its horizons and how they relate to planning and risk-management cycles.
Keep opportunities in the same disciplined process as risks. For each item, capture the basis for inclusion, the affected entity or value-chain segment, the relevant horizon, the accountable owner, and the next assessment or decision point. Avoid implying that every climate topic is material to every company.

3. A traceable data foundation
Inventory the inputs needed to assess the register, then map them to the entities, activities, and value-chain locations they describe. The information may already sit in different teams rather than in one climate database. The UK Government Actuary’s Department’s practical guidance, published 7 September 2026, identifies risk, finance, operations, estates, procurement, HR, and sustainability as potential internal sources.
For each input, keep a record of its source, scope, organizational coverage, owner, date or period, checks performed, and assumptions. This gives analysts and reviewers a way to distinguish a measured value from an estimate or proxy, and to see whether the information is suitable for the decision at hand.

Use climate-related scenario analysis to inform the assessment of climate resilience and to test how strategy and the business model may hold up under plausible climate-related changes and uncertainty. It is not a forecast that one particular future will occur. The purpose is to surface dependencies, vulnerabilities, options, and questions that matter to strategic decisions.
IFRS S2 calls for scenario analysis but does not prescribe one universal scenario set for every company. The IFRS Foundation’s implementation materials describe an approach commensurate with the entity’s circumstances, including its exposure and available skills, capabilities, and resources. Choose a level of analytical depth the organization can explain and use; document the scenarios, assumptions, limitations, and how the results informed the resilience assessment.
5. Enterprise risk integration
Connect climate-related identification, assessment, prioritization, and monitoring to the organization’s wider risk-management routines. That makes it possible to discuss climate-related matters alongside existing risk categories, escalation routes, controls, and planning decisions, while preserving the climate-specific assumptions and time horizons needed to interpret them.

For banks, Basel supervisory guidance specifically addresses group-wide collection and aggregation of climate-related financial-risk data as part of data governance and IT infrastructure. It also calls for scenario-analysis objectives to reflect the board’s and senior management’s risk objectives. These are sector-specific expectations; do not present them as a universal rule for every enterprise.

Choose metrics and targets that relate to the risks and opportunities the organization is managing, and track progress in a way that can be explained. Keep the lineage from a reported figure back to its source, organizational scope, owner, checks, and assumptions. That makes reporting more reviewable and helps decision-makers understand what a figure does—and does not—represent.
How to start with imperfect data
Do not make a flawless enterprise data lake a prerequisite for beginning. The Government Actuary’s Department guidance offers a practical four-step workflow for internal climate-scenario-analysis data collection. It is UK government guidance, not an IFRS requirement or a universal legal obligation.
- Define data needs. Start from the decisions and assessments the organization needs to support. Specify the information, organizational coverage, and time period needed; avoid collecting data simply because it is available.
- Identify sources. Ask relevant teams where the information currently lives and who understands its meaning. Potential sources include risk, finance, operations, estates, procurement, HR, and sustainability.
- Map existing information. Record what is available, the source and scope, which entity or value-chain location it covers, who owns it, and what checks or assumptions apply.
- Address gaps. Keep a controlled gap log that names the missing information, its impact on the assessment, an owner, and a next action. Where appropriate, use a clearly identified proxy and document its assumptions instead of presenting it as a measured value.
Basic checks can identify missing fields, inconsistent units or periods, unexpected values, and mismatches in organizational coverage. The right checks depend on the data and its intended use. A proxy or incomplete input should remain visible as such, so that users can judge its limitations and improve it over time.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose a proportionate scenario-analysis approach
Proportionality is about matching the approach to the organization’s circumstances, not skipping the resilience assessment. Consider the organization’s exposure, the decisions the analysis needs to inform, and the skills, capabilities, and resources available. An approach should be sufficiently useful and explainable for those purposes, without suggesting that a single analytical method or scenario set is required for all entities.

Before analysis begins, state the question it is intended to answer. Examples include whether a strategic plan remains resilient under plausible climate-related changes, where the business model depends on exposed locations or value-chain links, or which assumptions deserve closer review. These are illustrative questions, not prescribed IFRS scenarios.
- Record the scenarios and assumptions used, and why they fit the assessment.
- Show the relevant organizational and value-chain scope.
- Explain important data limitations, proxies, and analytical judgments.
- Connect findings to the resilience assessment and the decisions or follow-up work they inform.
The IFRS Foundation’s March 2026 implementation webcast describes the requirement this way: “IFRS S2 Climate-related Disclosures requires an entity to disclose information about its assessment of its climate resilience and that the entity uses climate-related scenario analysis to inform that assessment.” This is wording from the Foundation’s webcast page, not a personal quotation from an individual speaker.
How to evaluate an internal build, service, or platform
There is no evidence-based universal software stack or product scorecard in the standards and guidance described here. An organization can build workflows with existing systems, use external climate-risk data or scenario-analysis services, adopt software, or combine approaches. The choice should follow the required capabilities and implementation capacity, not a claim that a particular tool makes an organization compliant.
Use the following editorial evaluation axes when assessing a proposed approach. They reflect the disclosure and data-management needs described above; they are not a vendor ranking or a performance benchmark.

|---|---|
| Risk and opportunity coverage | Whether the workflow can represent physical risks, transition risks, and opportunities relevant to the organization. |
| Internal and value-chain data | How the approach maps information to entities, activities, and value-chain locations, including gaps in internal source coverage. |
| Scenario analysis and resilience | How scenarios, assumptions, and analysis support the organization’s climate-resilience assessment, with depth suited to its circumstances. |
| Traceability | Whether source, scope, ownership, checks, proxies, and assumptions can be retained and reviewed. |
| Enterprise risk integration | How climate-related processes connect to existing risk-management routines; for banks, how group-wide data collection and aggregation fit data governance and IT infrastructure. |
| Implementation capacity | Whether the organization has the skills, capabilities, and resources to operate and maintain the approach it selects. |
Before committing, make clear which responsibilities remain with the organization even if a service or platform supplies data or analysis. The organization still needs to understand its scope, assess relevance, govern assumptions, connect results to decisions, and stand behind its disclosures.
What the operating model should not imply
- There is no standardized product category called a climate intelligence OS in the cited standards and guidance.
- IFRS S2 does not establish a universal software architecture or a fixed set of scenarios for every company.
- A data workflow or tool is not, by itself, proof of compliance; applicability and legal obligations depend on the relevant jurisdiction and circumstances.
- Bank-specific Basel guidance should not be generalized into a requirement for every organization.
A sound implementation is therefore less about buying a single system than about maintaining a governed, traceable path from climate-related information to analysis, risk decisions, metrics, and disclosures.
