1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesTo keep an AI project estimator from making up prices, do not let the model set them. Use AI to interpret a request, identify missing details, and return structured work items; retrieve rates from an application-controlled catalog, then calculate costs with ordinary code. A valid JSON response can still contain a false or stale rate, so price authority must live outside the model.
Why a valid AI response can still contain a made-up price
Schema validation checks whether a response has the expected structure and types. It does not prove that a quantity, unit, source, or rate is accurate or current. OpenAI describes model behavior as inherently non-deterministic; its Structured Outputs feature improves adherence to a response schema, not the truth of the values inside it. OpenAI’s Structured Outputs announcement explains the distinction.

Define what the estimate is meant to cover
Before estimating, establish the project’s purpose and scope, technical baseline, work breakdown, assumptions, data sources, estimation method, uncertainty, and documentation. Also decide how estimates will be revisited against actual costs. These are core practices in the U.S. Government Accountability Office’s Cost Estimating and Assessment Guide, published March 12, 2020.

Because this estimator is not tied to a particular industry, its intake and catalog must be configured for the domain, geography, units, and scope it will serve. Do not assume that one rate source or pricing method applies to every project.
Build the estimator as a price-controlled pipeline
1. Ask for the details needed to estimate
Collect the project type, scope, quantity, location, timing, quality level, and exclusions. Define which fields are required for each kind of work. If a required detail is missing, ask a follow-up question or return a range tied to clearly stated assumptions; do not silently fill the gap with a model-generated price.

2. Extract scope into a schema
Have the model return candidate work items with quantities, units, and uncertainty notes in a schema your application validates. Reject malformed or incomplete output, and route unresolved fields back to clarification. Structured Outputs can help keep the response machine-readable, but it is not a price-validation mechanism.

3. Resolve each item against an approved rate catalog
For every rate, keep an inspectable record containing the amount, unit, currency, geography, source URL or document identifier, effective date, and relevant scope or qualifications. These fields are an implementation of GAO’s emphasis on traceable sources, documented assumptions, and data limitations. Do not let free-form model text create or update a rate record.
When matching a requested item to a catalog entry, check that the source is appropriate, the rate is current for the estimate date, the geography and unit match, and the catalog covers the work described. If no defensible match exists, flag the item for human review or clarification instead of substituting a plausible-sounding figure.
4. Calculate with deterministic application code
Once a quantity and approved rate have been matched, calculate line costs and subtotals in ordinary code. Keep adjustments such as markup, tax, contingency, and overhead separate, with explicit rules and assumptions. Their formula depends on the estimator’s domain and business rules; GAO’s guidance supports transparent methods and documented assumptions but does not prescribe a universal formula for a particular application.
Rank #4
Show line items, quantities, units, applied rates, and assumptions so a reviewer can trace and revise the result. Do not return only a grand total: a total without its inputs is difficult to audit when scope or rates change.

Identify the inputs that have the greatest effect on the estimate and test how changing them alters the result. GAO’s guide describes sensitivity analysis and risk and uncertainty analysis as estimating practices. Where the available data supports a range, show the range and the assumptions behind it; do not present an unsupported confidence score as evidence.

6. Maintain freshness and compare estimates with actual costs
Display the source and effective date associated with each applied rate. Set an owner and process for refreshing the catalog, and flag expired, geographically mismatched, or otherwise inapplicable records. Revisit an estimate when scope changes, then compare estimates with actual costs to identify where assumptions or data need improvement. GAO’s guide provides the broader process for documenting and managing estimates.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Keep AI operating costs separate from the project estimate
The cost of running the estimator is an operating expense, not a project rate. OpenAI’s production best practices identify traffic, interaction frequency, and data volume as useful inputs when projecting usage. Estimate those workloads for the service you select, then check the live API pricing page for current rates. API prices can change, so a stored operating-cost assumption should also have a date and a refresh process.
Quick Recap
What to review before showing an estimate
- Every priced line item resolves to a catalog record with a source, unit, currency, geography, and effective date.
- Missing scope details are asked about or disclosed as assumptions rather than silently invented.
- Totals and adjustments are reproducible from displayed quantities, rates, and explicit rules.
- Expired or mismatched rates are blocked or clearly flagged for review.
- Important assumptions can be varied to show their effect on the result.
- The estimate is documented and can be revisited against actual costs.
