Build vs. Buy .NET Software: Licensing Costs and Trade-Offs in 2026

The .NET platform is free for commercial use, but IDEs, production entitlements, third-party components, and support may cost extra. Here’s what to check before building or buying.

.NET itself is free for commercial use, but that does not make every tool or component used to build a .NET application free. The real build-versus-buy decision is usually about developer licenses, production rights, third-party components, support, and the ongoing cost of maintaining an in-house alternative. Microsoft says the .NET languages, compilers, libraries, and runtimes have no licensing costs; Visual Studio and commercial component products have separate terms.

What does “free .NET” cover?

Microsoft describes .NET’s languages, compilers, libraries, and runtimes as free for commercial use. That covers the platform itself, not every adjacent product or service: an IDE, editor extension, package, hosted service, commercial library, or support arrangement can carry separate terms or fees. Microsoft also notes that some enterprise customers choose paid commercial support. Microsoft’s .NET platform overview

When does a .NET team need Visual Studio licenses?

Microsoft’s licensing guidance describes Visual Studio as licensed per user. Each person using it for development-related purposes needs an appropriate license. A licensed user may install it on multiple devices for design, development, testing, and demonstration; that is not the same as licensing one seat for every machine or sharing one user’s entitlement across a team. Community edition use is conditional on its license requirements. Microsoft Visual Studio licensing guidance

Visual Studio and subscriptions are available through different purchase channels, and subscription levels may include different software, services, and support. Check the current terms and pricing for the applicable geography, edition, and channel rather than treating a subscription as a universal bundle. Visual Studio pricing

Can a Visual Studio subscription be used for production?

Do not assume that an IDE or subscription benefit grants production rights. Microsoft’s Product Terms state that subscription software is not licensed for a production environment; subscription software is generally intended for evaluation, development, testing, and demonstration. Included products and services can have their own terms, so verify each entitlement and obtain separate production rights where required. Microsoft Product Terms

Microsoft describes its licensing guidance as informational and directs customers to the relevant Product Terms, license agreement, or retail terms for definitive conditions. For a purchase or compliance decision, confirm the exact product, agreement, user count, geography, and deployment model. Visual Studio product terms

What should you compare when building versus buying?

Decision area Build in-house Buy a license or subscription
Rights Confirm the licenses for the runtime, packages, and tools used. Check developer-seat rules, permitted use, redistribution, deployment, and production rights.
Capability Estimate how much feature depth and polish the team can deliver. Verify the product supports the required frameworks and specific features.
Lifecycle Budget for maintenance, security updates, compatibility work, and eventual replacement. Check support duration, update entitlement, renewal terms, and what happens when a subscription expires.
Cost Count initial engineering and continuing maintenance effort. Calculate the number of licensed developers, recurring fees, and any support or deployment costs.
Dependency Your team owns the implementation and must keep it working. The vendor’s terms, roadmap, pricing, and support become dependencies.

Neither route is inherently cheaper. The result depends on team size, existing entitlements, required feature set, expected useful life, and delivery risk. Compare the cost of maintaining a feature over its support life, not only the cost of its first implementation.

How do component licenses affect the decision?

Buying a commercial library can provide a selected capability—such as UI controls, reporting, or document processing—without requiring the team to create and maintain the equivalent in-house. That convenience has a price and license boundary: confirm framework fit, who must hold a developer seat, what redistribution and deployment are allowed, what updates and support include, and what happens at renewal or expiration.

Example: Telerik DevCraft UI

Progress Telerik displayed DevCraft UI at $1,149 per developer per year when accessed in 2026. The product page describes .NET and JavaScript components for multiple application frameworks; the displayed amount is a vendor price, not a market average, and may change. Telerik says product licenses include 12 months of product updates and technical support. Its FAQ describes licensed developers as people who use the software. Confirm the specific product terms, seat rules, and renewal model before relying on that general explanation. Progress Telerik licensing FAQ

Other vendor terms require their own checks

DevExpress publishes product EULAs and subscription information; review the terms for the exact product rather than assuming a generic library license. DevExpress product EULAs Syncfusion advertises a community license for eligible small businesses and individual developers, but eligibility must be checked against its current terms; the available listing does not establish complete current thresholds. How do support lifecycles change the total cost?

Both choices have lifecycle costs. An in-house component needs internal owners for fixes, security updates, compatibility, and replacement. A purchased component depends on the vendor’s update and support periods, renewal requirements, and product roadmap. The same applies to the platform and development environment: .NET and Visual Studio have independent lifecycle policies.

Microsoft’s .NET support policy was last updated September 8, 2026 and says support length and degree depend on the release and qualifications. Visual Studio 2026 lifecycle documentation specifies two years of support for each annual release and notes that .NET and .NET Framework follow separate lifecycles. Check the applicable release policy when planning a project rather than assuming one schedule governs all layers. .NET support policy Visual Studio 2026 lifecycle and servicing

A practical decision process

  1. Define the feature. List the exact UI, reporting, document, or other capability the application needs, including required frameworks and deployment targets.
  2. Map licenses and users. Identify the license for each platform, tool, package, and service; count the people who will use per-user or developer-seat products.
  3. Separate development from production. Confirm whether each entitlement covers development and testing, production deployment, or both. Do not infer production rights from a subscription benefit.
  4. Estimate lifecycle cost. For an in-house build, include implementation and ongoing maintenance. For a purchase, include recurring fees, support, renewals, and the consequences of vendor or product changes.
  5. Check the governing terms. Verify the exact edition, agreement, geography, redistribution and deployment rights, and current prices before committing.

Choose the option that fits the actual feature and rights needed, not an assumed license bundle. Licensing terms and prices can change, so validate current vendor documentation at the point of purchase.
