You can build a screenshot API with no monthly infrastructure charge only if the actual workload stays within the providers’ free allowances and the deployment uses resources that remain free. Cloudflare offers a simple browser-based screenshot path through Browser Run Quick Actions; Oracle’s Always Free compute is a separate option, not proof that a particular API uses Oracle or costs nothing. The title’s “I built” claim cannot be substantiated from the available implementation details, so this guide explains the documented choices and the checks needed to validate a real deployment.
Choose where the browser runs before designing the API
A screenshot API has at least two distinct jobs: accept and validate a request, then load a page in a browser and capture its output. The component that runs the browser determines much of the architecture. Cloudflare describes Browser Run as a way to programmatically control a headless browser for tasks including screenshots, PDFs, and automated browser work. Cloudflare Browser Run documentation (updated May 29, 2026) presents two approaches:

- Quick Actions: a single HTTP request for straightforward, stateless tasks such as a screenshot. Cloudflare recommends this path when a simple screenshot request is sufficient; it requires no code deployment for the browser action.
- Browser Sessions: a browser session with direct scripted control through tools such as Puppeteer, Playwright, CDP, or Stagehand. Choose this when the workflow needs more control than a simple action provides.
A plausible design is a Worker that validates the requested URL and options, delegates the browser work to a suitable runtime, then returns or stores the image. That is an architecture option, not a description of a verified deployment: available details do not establish which service runs Chromium, whether Oracle is involved, or where screenshots are stored.

Keep the free allowances separate
“Free” is not one shared quota. Worker executions, Browser Run activity, and Oracle compute have different limits and conditions. Cloudflare’s published figures below are plan limits, not a guarantee that a particular request pattern will fit.

The Workers Free request allowance does not increase Browser Run’s daily allowance. A service can remain under its Worker request limit and still exhaust its browser time. Do not convert browser minutes into a promised screenshot count: actual consumption depends on browser duration and retries.
What Oracle’s free tier does—and does not—establish
Oracle’s Always Free documentation describes an Ampere A1 allowance in the home region equivalent to 2 OCPUs and 12 GB of memory, subject to tenancy and resource-combination limits. The documented monthly allowance is the first 1,500 OCPU hours and 9,000 GB-hours; boot volumes count toward the storage allowance. Check that the selected shape, size, and region are eligible in the Oracle console before treating a VM as persistently free.

Always Free compute is not an uptime commitment. Oracle says it may reclaim an idle Always Free compute instance when, over a seven-day period, 95th-percentile CPU utilization is below 20%, network utilization is below 20%, and—on A1 shapes—memory utilization is below 20%. Oracle also notes that lack of host capacity can prevent provisioning in the home region. These are operational availability conditions to account for, not evidence that a particular instance will or will not be reclaimed.

Design for the limits and the failure cases
Before exposing a screenshot endpoint, define how it handles unsafe or expensive requests. These are implementation decisions to make and test; provider quota pages do not establish that any particular API has them.
- Validate destinations: accept only the URL schemes and destinations the service intends to support. Block localhost, private-network addresses, and other internal targets to reduce server-side request forgery risk.
- Bound work: set navigation and overall timeouts, cap page size or other resource-intensive options where possible, and limit concurrent browser work. Retries can consume additional browser time.
- Control access: add authentication, rate limits, and abuse monitoring if the endpoint is public or shared. A low published quota can be exhausted by unwanted traffic.
- Choose image handling explicitly: decide whether the response returns image bytes directly or stores the image, and document retention, cache behavior, and any storage service. No storage configuration is established here.
- Plan recovery: specify what the caller receives when navigation times out, the browser runtime is unavailable, the image cannot be stored, or a provider quota is exhausted.
Measure before calling the API free
A plan’s published allowance cannot establish an app’s monthly cost, latency, uptime, or successful screenshot rate. Verify those from the running deployment and account records. A useful validation checklist is:

- Record the actual architecture: where Chromium runs, how the Worker invokes it, and what Oracle does, if anything.
- Confirm the Oracle instance’s Always Free eligibility, home region, shape, and storage configuration in the console.
- Measure browser duration across representative pages, including failures and retries, rather than estimating a screenshot allowance from the daily quota.
- Track request volume, concurrent work, errors, and image handling over a defined period.
- Review Cloudflare usage and billing records and Oracle account usage and billing records for that same period before claiming a zero bill.
