Unlike solar panels, which turn sunlight into electricity, these systems aim to store solar energy in chemical bonds. A 2010 U.S. funding announcement put the idea in the headlines; later research has advanced components and laboratory devices, but DOE still describes major barriers to commercial use.
What are solar fuels?
Solar fuels are energy-rich chemicals produced with sunlight. Their energy is stored in chemical bonds, so they can potentially be stored and transported for use when the sun is not shining. Water and carbon dioxide are common feedstocks. Candidate products include hydrogen, methanol and ethanol; the U.S. Department of Energy (DOE) also lists ammonia and hydrazine among possible solar-fuel pathways.

This is different from conventional photovoltaics. A photovoltaic panel converts sunlight into electricity, which can be used immediately, stored in a battery, or supplied to other equipment. A solar-fuel system uses sunlight to drive chemical reactions and produce a fuel. The two approaches can complement one another, but a solar-fuel device is not simply a solar panel connected to a fuel tank.
How can sunlight be turned into fuel?
Artificial photosynthesis is one way to do it. Like natural photosynthesis, it uses light to drive chemical change, but engineered systems are designed to produce fuels such as hydrogen or carbon-based products. A complete system must bring together several functions:

- Solar Hydrogen Education Kit generates clean energy using the sun
- Renewable hydrogen is created using only solar energy and water

- Includes fuel cell, small electric motor, propeller blade, experiment manual and assembly guide
- Capture light: a light-absorbing material, often a semiconductor, absorbs photons and creates charge carriers.
- Move charges: the system transfers those charges to reaction sites before they recombine and waste the captured energy.
- Drive chemical reactions: catalysts promote the oxidation and reduction reactions that convert feedstocks into products.
- Separate and protect products: the architecture must keep products from recombining or undergoing unwanted reactions, while protecting active materials during operation.
Some designs combine a semiconductor photoelectrode with a molecular catalyst. In these hybrid systems, the semiconductor absorbs light and the catalyst helps carry out a chemical conversion. The performance of the full device depends on how these parts work together, not just on whether one absorber or catalyst looks promising in isolation.
Can solar energy make liquid fuels?
Yes, research aims to produce liquid fuels as well as hydrogen, but the pathways differ. In water splitting, light-driven reactions separate water to make hydrogen. In carbon-dioxide reduction, a system uses CO2 as a feedstock to make carbon-containing products such as methanol or ethanol. Product choice depends on the materials, catalysts and reaction conditions.

Making a fuel from CO2 does not by itself make the process carbon-neutral. The lifecycle result depends on where the carbon dioxide comes from and on the energy and materials used to operate the system and prepare its feedstocks. Solar-fuel claims should therefore be judged by the complete process, not just by the fact that sunlight powers a reaction.

Chemistry World reported on July 27, 2010, that U.S. researchers had received $122 million to develop techniques for imitating nature and generating fuel directly from sunlight. The announcement was a research-funding milestone, not evidence that solar fuels had reached commercial production. Its ambition was to make sunlight a direct input to fuel creation rather than relying only on solar electricity and separate fuel-manufacturing steps.

How has DOE research developed since 2010?
Later announcements mark separate stages of the U.S. research effort; their amounts should not be treated as annual spending or added together as a current budget.
- 2015: DOE announced $75 million to renew the Joint Center for Artificial Photosynthesis (JCAP). The center’s stated goal was to develop liquid transportation fuels from sunlight, water and carbon dioxide using artificial photosynthesis.
- 2020: DOE planned up to $100 million over five years for artificial-photosynthesis research through the Fuels from Sunlight Energy Innovation Hub program, subject to appropriations. DOE said JCAP funding was concluding and that the Liquid Sunlight Alliance (LiSA) and the Center for Hybrid Approaches in Solar Energy to Liquid Fuels (CHASE) would succeed it.
- Current program description: DOE’s Office of Science describes Fuels from Sunlight as comprising two multidisciplinary centers working on liquid solar fuels via artificial photosynthesis. DOE also lists JCAP research accomplishments including methods to protect light-absorbing semiconductors from corrosion, earth-abundant catalysts, improved understanding of CO2 reduction, and integrated test beds and prototypes for solar-to-hydrogen conversion. These accomplishments describe research progress, not proof of commercial-scale production.
In a September 6, 2024, account, DOE reported laboratory research on high-surface-area silicon photoelectrodes. One cobalt-catalyst system reduced CO2 to methanol; a rhenium-catalyst system reduced it to carbon monoxide. These were laboratory results, not commercially available fuel-making products.

What still prevents commercial solar fuels?
DOE identifies three central challenges. First, a system must steer reactions toward a chosen fuel selectively and efficiently. Second, its materials must keep the desired activity over a long operating life. Third, researchers need better ways to understand and control the interactions among components in an integrated device. A strong result from a single material or reaction is not enough if the full system cannot reliably make and separate the intended product.

Material abundance, toxicity, cost, product separation and lifecycle inputs also matter. Because the available reported figures do not provide a like-for-like current efficiency dataset, it is not possible to rank the routes numerically on that basis.

The policy case for the work is clear, but it is not a technical result. In DOE’s February 19, 2020 announcement, then-U.S. Under Secretary for Science Paul Dabbar said: “Sunlight is our most basic energy source, and the ability to generate fuels directly from sunlight has the potential to transform our energy economy and vastly enhance U.S. energy security.” The distinction remains important: solar fuels offer a research path to storing sunlight in chemical form, while commercial performance depends on solving the integrated system’s scientific and engineering challenges.
