In construction, a BOQ is a bill of quantities: an itemized schedule of work and quantities used to estimate costs, prepare tenders, compare prices, and help value work for payment. A useful review checks whether the items are clear, the scope appears complete, the quantities have a traceable basis, and the pricing information supports the decision you need to make.
What a BOQ review can tell you
A BOQ organizes project work into measurable items, often with units and quantities that can be priced. It can help owners and contractors build estimates, prepare or compare tenders, and support contract administration and payment valuations. The schedule is only useful for those purposes when its descriptions, measurement basis, and relationship to the project documents are understood. JICA project-management guidance and IWMI technical guidance describe these roles.

A review is a structured check of the documents and assumptions available at a particular stage. It can identify unclear items, apparent omissions, quantity questions, and pricing-comparison problems. It does not, by itself, prove that every quantity is correct, establish what was built, or certify the BOQ.
What to check in the schedule
Descriptions and units
Read each line as if you had to price or measure it without asking what the author meant. Check whether the description identifies the work clearly enough, whether its unit is stated, and whether the same kind of work is measured consistently. Distinct classes of work or different conditions that affect cost may need separate items rather than one broad line.

Scope coverage
Compare the schedule with the stated project scope, drawings, and specifications. Note work that appears absent, unclear, or assigned to an uncertain party. An omission is a question to resolve, not evidence that the work is included elsewhere or carries no cost. Record the relevant document and ask for clarification before relying on the schedule to price or commit.
Quantity basis and traceability
For material quantities, identify where each figure comes from: a drawing, specification, calculation, measurement record, or another stated basis. Where you cannot trace a quantity, mark the gap and request supporting information rather than silently treating the figure as verified. JICA guidance calls for checking quantities against contract documents, specifications, drawings, and measurement records.

Rates and comparison basis
Check what the pricing fields mean and whether the basis is consistent across the estimate or bids being compared. Separate facts in the project documents from bidder assumptions, exclusions, and qualifications. If different parties have priced different interpretations or scopes, a total-price comparison alone can conceal the difference; resolve the basis or present the items as non-comparable until clarified.

A drawing-to-BOQ check is more specific than a general clarity review: it tests whether quantities can be supported by the relevant drawings and measurement basis. Gather the complete BOQ, the applicable drawings and specifications, any scope statement or measurement rules, and the project stage and intended use. These inputs determine whether the task is a basic document review, a scope check, or a quantity verification.

- Confirm the document set. Identify the drawing and specification revisions that govern the BOQ. Note missing, superseded, or conflicting documents before checking quantities.
- Trace each material quantity. Link the BOQ line to the drawing detail, calculation, or measurement record used to derive it. Record the reference and any assumptions needed to reproduce the quantity.
- Check the measurement definition. Confirm that the item description and unit match the way the work is shown and measured. Flag any boundary, allowance, or interpretation that could change the quantity.
- Log differences, not just revised figures. State the BOQ amount, the supporting evidence available, the nature of the discrepancy, and the question that needs an answer. Keep unresolved items visible for pricing or approval.
- For work underway, use current evidence. Approved shop drawings, site measurements, and measurement records may change estimated quantities. Preserve the supporting records and distinguish measured work from an earlier estimate.
JICA’s guidance notes that estimated BOQ quantities can change based on site measurement or contractor shop drawings. A pre-tender drawing check is therefore not an as-built measurement: actual work and payment valuation may require field measurement and supporting records. For the plain-language question “How do I check a BOQ against the drawings?”, the practical answer is to trace quantities to the governing documents, record assumptions and discrepancies, and keep field verification separate from document review.
What to include in a review record
A useful review output makes the reasoning auditable and helps the next person act on it. Organize observations by item number or drawing reference and distinguish confirmed information from interpretation.
- Documents reviewed, including drawing and specification revisions.
- BOQ item reference, description, unit, and stated quantity.
- Quantity source or measurement basis, where available.
- Unclear wording, apparent scope gaps, and differences between documents.
- Assumptions, exclusions, and unresolved questions that affect pricing or comparison.
- The review’s scope and limits, including whether it covered descriptions, scope, quantities, rates, or field measurements.
When to use a professional reviewer
Consider project-specific quantity-surveying or BOQ review support when the schedule is large or ambiguous, a drawing-to-quantity check is needed, bids cannot be compared on a common basis, or the consequences of a quantity error justify independent scrutiny. Before appointing a provider, confirm the reviewer’s qualifications and accountability, applicable measurement basis and geography, documents required, deliverables, revision process, confidentiality and document handling, fee, and turnaround.
Recommended Free Tools
Provider descriptions should be treated as descriptions of their own services, not independent proof of accuracy. For example, Build Axis Consultants’ BOQ Review Report page describes review inputs and limitations; its page says the evidence controls the conclusion, but that is the provider’s stated approach, not a formal standard. The provider also states that a review request is not automatically an order, certification, approval, valuation, or guaranteed outcome, and that scope, fee, and turnaround are confirmed after an initial review. Confirm those terms directly with any provider you consider.

BOQDecode describes a software-assisted workflow with quantity-surveyor review. That is vendor-provided information, not independent validation of its accuracy or service quality. Any sample report figures it labels illustrative should not be treated as typical costs, turnaround times, accuracy rates, savings, or market statistics.
Questions to resolve before pricing or commitment
- Which drawings, specifications, revisions, and measurement rules govern the quantities?
- Are any work items unclear, missing, or dependent on an unstated assumption?
- Can the important quantities be traced to calculations, drawings, or records?
- Are bidders pricing the same scope and using a comparable rate basis?
- Which open issues need a written clarification, and who is responsible for answering them?
- Does the review required involve document clarity, scope coverage, drawing-based quantity support, pricing, or actual site measurement?
Keep the answers with the BOQ and related documents. A well-documented clarification is more useful than silently changing a quantity or assuming that an unlisted item has been covered.
