Boiler Replacement Cost: Are These DC–Baltimore Quotes Too High?

A $17,000 boiler quote and a $20,000 combi-conversion quote are two reported bids for one home—not a DC–Baltimore price guide. Here’s how to compare the options and assess the trade-offs.

A DC–Baltimore homeowner reported receiving a $17,000 quote for a like-for-like boiler replacement and a $20,000 quote to remove the boiler and water heater and install a combination (combi) unit. Those are two bids for one home—not a reliable measure of local prices, proof that either bid is unfair, or evidence that the combi will repay its higher upfront cost. The homeowner said they had not yet obtained other quotes. The Cool Down’s October 4, 2026 report links to the original homeowner discussion.

What the two quotes cover—and what they do not tell you

The reported $17,000 proposal was for a similar replacement boiler. The $20,000 proposal included removing both the existing boiler and water heater and installing a combi, which handles space heating and domestic hot water in one appliance. The difference is $3,000, but the proposals do not describe identical work: one is a like-for-like replacement, while the other changes the system and removes a second appliance.

The original poster asked whether the quotes seemed high “even given the DC-Baltimore metro area cost of living.” That is a reasonable question, but the available account does not include a set of competing bids, a verified invoice, or enough project detail to establish a fair local price. The figures should be treated as reported bids for this particular home, not a market benchmark. The report and the post do not establish whether either contractor’s price is justified.

What a combi changes in the home

One appliance supplies heat and hot water

A combi combines a boiler and domestic water-heating function, which can reduce equipment footprint and may simplify the arrangement of appliances. It also makes the project a conversion rather than a straightforward boiler swap. Venting, piping, controls, equipment location, and the home’s hot-water demand all affect what installation entails. A contractor should explain how the proposed unit will serve the home’s space-heating system and how much hot water it can deliver when fixtures are used at the same time.

Combined function creates a resilience question

The homeowner’s stated concern was: “If one thing breaks, then you don’t have heat or hot water.” That describes a possible consequence of an outage in a combined system; it does not show that combi units fail more often. The available sources do not establish comparative repair frequency, repair costs, or service life for combi and separate systems. Ask what the warranty covers, who can service the equipment locally, and what the household would do if the unit were unavailable.

Hot-water performance must fit actual demand

Ask the contractor to document the proposed unit’s domestic-hot-water capacity and explain whether it can meet the household’s likely simultaneous demand. The information available about this home does not establish its fixture use or the proposed equipment sizing, so no conclusion can be drawn about whether the quoted combi is appropriately sized.

Why efficiency figures do not settle the payback question

Efficiency can reduce fuel use, but an efficiency rating alone does not tell you whether a conversion premium will pay back. The U.S. Department of Energy’s Federal Energy Management Program (DOE FEMP) modeled a 90% AFUE residential gas boiler against an 84% AFUE model. In its 2024 example, the higher-efficiency boiler would save enough in modeled energy costs to justify a premium of up to $1,150. That calculation assumes a 20-year product life, specified operating hours, and natural gas at $0.961 per therm at federal facilities in July 2024; it is not a household forecast or a combi payback estimate. DOE FEMP explains the assumptions.

For context, ENERGY STAR’s gas boiler specification effective January 2024 sets a 90% AFUE threshold for certified gas boilers and an 87% threshold for oil boilers. A certification threshold is useful for identifying equipment that meets that specification, but it does not predict a particular home’s annual bill. See the boiler specification.

Combi systems also involve different efficiency measures and operating conditions from separate heating and water-heating equipment. A DOE Building America report cautions: “These metrics cannot be compared directly; detailed laboratory and field monitoring is necessary to determine actual savings.” Its analysis discusses possible footprint and venting advantages, but does not provide a current DC–Baltimore installed-price benchmark or a savings estimate for this homeowner. Read the DOE Building America report.

Compare the replacement paths on equal terms

Before deciding whether the $3,000 difference is worthwhile, ask for bids that make the scope visible. A lower quote may omit work included in another, while a conversion can require changes beyond equipment removal and installation.

Option What the reported quote says What remains to verify
Like-for-like boiler replacement $17,000 reported for a similar boiler in this homeowner’s case; not a market average. Boiler model and AFUE; removal and disposal; venting; piping; controls; permits; commissioning; warranty; and whether the existing water heater remains in service.
Combi conversion $20,000 reported to remove the boiler and water heater and install a combination unit in this homeowner’s case; not a market average. Combi model and heating/hot-water capacity; venting and piping changes; controls; permits; commissioning; warranty; local service availability; and the plan for heat and hot water during an outage.
Separate boiler and water heater No separate-system alternative price is stated in the reported case. Price retaining or replacing the water heater, and whether a heat pump water heater is suitable for the home and installation conditions.

For a separate water-heating alternative, DOE FEMP’s 2024 guidance models $2,500 in lifetime energy-cost savings for an ENERGY STAR residential heat pump water heater compared with a less efficient electric storage model. The estimate assumes typical usage, a 13-year life, and federal electricity-price assumptions; it is not a prediction of local utility-bill savings and does not establish that a heat pump water heater fits this particular home. DOE FEMP describes the model and assumptions.

What to request before choosing a contractor

  1. Get multiple written bids based on the same requested scope, and ask each contractor to identify any assumptions or exclusions.
  2. Request an itemized price for equipment, removal, venting, piping, controls, permits, commissioning, and warranty.
  3. Ask for the equipment model, efficiency rating, sizing rationale, and the assumptions behind any projected annual fuel use or savings.
  4. For a combi proposal, ask how the unit’s heating output and hot-water capacity match the home, including simultaneous fixture use.
  5. Have the contractor assess existing emitters and piping, combustion air, venting route, and equipment location before treating the conversion as a simple swap.
  6. Ask about maintenance, warranty terms, local service, and what happens to heating and hot water during a repair.
  7. Compare the total installed scope and expected operating costs—not just the equipment price or efficiency label.

Does an old but working boiler need immediate replacement?

Age alone does not establish that the reported homeowner’s boiler must be replaced immediately; the account describes it as old but still working. ENERGY STAR advises considering replacement when a boiler is more than 15 years old, or when frequent repairs accompany rising energy bills. That guidance is a prompt to evaluate condition and operating costs, not a finding about this home’s urgency. See ENERGY STAR’s replacement guidance.
