No confirmed sale has been established. An October 2024 report said Boeing was exploring whether to sell parts of its space business, potentially including the Starliner spacecraft program and International Space Station support work. The discussions were described as early-stage, with no definite scope, buyer or transaction announced.
That historical report should not be read as proof that Boeing is currently selling Starliner. NASA and Boeing continued working toward certification and future crew flights through 2026, while NASA oversight reports still described the spacecraft as uncertified and its next flight as uncertain.
What the 2024 sale report actually said
Space.com reported on October 28, 2024, citing a Wall Street Journal report, that Boeing was considering selling portions of its space business. The possible scope reportedly included Starliner and Boeing’s work supporting the International Space Station.
The report did not describe a signed agreement. It said discussions were at an early stage and that it was unclear what assets, contracts or operations might ultimately be included. The available reporting identifies neither a buyer nor a completed transaction, and it was not an official Boeing announcement.

Did Boeing actually sell Starliner?
There is no established sale in the cited material. The most supportable answer is that Boeing was reported to be exploring strategic options in October 2024, not that it decided to sell Starliner or completed a deal.
That distinction matters because a spacecraft program is more than a vehicle. A potential transaction could involve intellectual property, production work, support contracts, facilities or a broader business unit, and the 2024 report did not determine which of those would change hands.

Why Starliner’s program came under pressure
The 2024 crew test lasted 93 days
NASA planned the Crew Flight Test for eight to 14 days. Propulsion-system anomalies extended the mission to 93 days, and Starliner returned to Earth without astronauts in September 2024. NASA astronauts Butch Wilmore and Suni Williams later returned on SpaceX’s Crew-9 mission in March 2025.
NASA classified the flight as a Type A mishap
In its February 19, 2026 investigation release, NASA said investigators found interacting hardware failures, qualification gaps, leadership missteps and cultural breakdowns. NASA described those combined conditions as inconsistent with its human-spaceflight safety standards and classified the flight as a Type A mishap.

The classification is NASA’s formal safety finding; it is more precise than calling the mission simply “disastrous.” NASA said corrective actions would have to be addressed before future Starliner crew flights.
Starliner’s certification and flight status
As of the NASA Office of Inspector General’s June 30, 2026 program-status page, Starliner had not received NASA human-rating certification. The OIG said unexpected issues had emerged across all three Starliner flight tests.

Coverage of that audit reported unresolved helium-leak and propulsion-system concerns as of March 2026, along with parachute anomalies. The audit material left the completion date for testing and certification uncertain; Space.com’s July 1 report said certification might not occur before 2027. That is an audit-era forecast, not a guaranteed schedule.
| Program question | Starliner status in the cited 2026 material | What the evidence does not establish |
|---|---|---|
| NASA human-rating | Not certified as of the June 30, 2026 OIG status page | A final certification date |
| Technical work | Helium-leak, propulsion and parachute issues were still part of oversight coverage | That every corrective action was complete or that a flight was approved |
| Next crew flight | Uncertain in September 2026 OIG coverage | A particular launch month or firm mission date |
| NASA contract plan | Focus on safe certification in 2026 and a first crew rotation when ready | Proof that certification or the rotation had occurred |
NASA and Boeing were still planning future missions
NASA’s November 24, 2025 contract modification said the agency and Boeing would focus on safely certifying Starliner in 2026, execute the first crew rotation “when ready,” and plan later missions around station needs through 2030. The phrase “when ready” made the statement a conditional plan rather than a flight commitment.

NASA also announced on September 25, 2026 that NASA and Boeing leaders would brief the media at 3 p.m. EDT on September 28 about Starliner development and plans for regular crew flights. The available record for this article predates that briefing, so its outcome cannot be treated as established here.
Why the International Space Station deadline matters
NASA’s Office of Inspector General said the ISS is planned for decommissioning in 2031 and that Starliner’s next flights remained uncertain in its September 10, 2026 article. That creates a finite window for NASA to obtain operational value from the spacecraft and for Boeing to complete the work needed for regular crew service.
The deadline does not by itself determine whether Starliner will fly, be restructured or be sold. It does explain why certification timing and reliable crew transportation remain central to NASA’s planning.
How Starliner compares with NASA’s other commercial crew option
This is a dated program-status comparison, not a prediction of long-term performance. The OIG said SpaceX’s Crew Dragon was certified in 2020 and had completed 12 crewed missions by June 2026, while Starliner remained uncertified. The figures describe the programs at that reporting date and should not be treated as a current fleet total after later missions.

The Bottom Line
Bottom line: Boeing was reported in October 2024 to be considering a possible sale involving Starliner and ISS-support work, but the cited evidence shows neither a completed transaction nor a named buyer. Starliner remained uncertified and without a firm next-flight date in the latest pre-briefing material available here, even as NASA and Boeing continued pursuing certification.
