Bluetooth Core 5.4 adds four feature areas over Core 5.3: Periodic Advertising with Responses (PAwR), Encrypted Advertising Data, the LE GATT Security Levels Characteristic, and Advertising Coding Selection. The practical difference depends on whether a device implements the features you need—not simply on the version number printed on its packaging.

What Bluetooth 5.3 added
Bluetooth SIG lists four feature areas in Core 5.3. AdvDataInfo helps a receiver identify periodic advertising data it has already processed, so the controller can discard repeated data rather than passing it on to the host. The specification also added host-to-controller encryption key control enhancements, including an optional command that lets the host specify a minimum acceptable encryption key size when establishing a connection.

The other two named areas are LE Enhanced Connection Update and LE Channel Classification. They address connection-update and channel-classification capabilities; their presence in the specification does not guarantee a particular real-world improvement across all 5.3 devices. What Bluetooth 5.4 added
Periodic Advertising with Responses (PAwR)
PAwR extends periodic advertising with a way for receivers to respond. Its grouping approach allows devices to listen for selected transmissions, making it relevant to networks with many low-power nodes. Bluetooth SIG describes PAwR, together with Encrypted Advertising Data, as enabling secure, bidirectional communication between an access point and many very-low-power end nodes. Electronic shelf labels are one useful example of the kind of setting where communicating with many small endpoints may matter. That example describes an application context, not a guarantee that a particular shelf-label product supports PAwR.
Encrypted Advertising Data
This feature provides a standardized approach to securing data carried in advertising packets. It is distinct from a blanket claim that every 5.4 device has stronger security: devices must implement and use the feature for it to apply.

Choosing a phone, headphones, or adapter
There is no universal reason established here to pay more for a consumer device solely because it says Bluetooth 5.4. The feature set matters only when the device implements a feature relevant to your use, and when the other device in the connection supports the required functionality too. Bluetooth SIG cautions that using a Core version label in product promotion can create incorrect assumptions about a product’s features. Check the product’s stated profiles, supported features, and qualified functionality rather than treating “5.4” as a complete feature checklist. Bluetooth SIG qualification information.
Building a low-power network
For engineers and product teams designing networks with many low-power LE endpoints, PAwR and Encrypted Advertising Data give Core 5.4 clear areas to investigate. Confirm that the controllers, hosts, and end products in the intended system support the specific features and are qualified as needed; the specification alone does not establish product support.

Which specification should technical teams consult?
Bluetooth SIG says amended Core 5.3 and amended Core 5.4 replaced their original versions. Both amendments have an effective date of July 1, 2024. For current technical work, consult the amended specification and its listed mandatory updates:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteIs Bluetooth 5.4 faster, longer-range, or more power-efficient?
The feature materials cited here do not establish a general performance winner or a universal speed, range, battery-life, or adoption advantage for 5.4 over 5.3. The versions add and revise capabilities; actual results depend on the particular implementation and use case. Compare the supported features of the specific devices, not just their Core version numbers.
