“Blu-ray Tax”: The Frustrating Windows 7 Playback Problem Behind the Phrase

“Blu-ray tax” was a historical complaint about PC playback costs—and, separately, a reported Netflix rental add-on. Neither source establishes a current tax or universal fee.

“Blu-ray tax” was a complaint, not a documented government tax. In a 2009 Windows 7 support thread, an anonymous commenter used the phrase for the extra cost they believed was tied to Blu-ray playback software. The discussion also exposed a real inconvenience of that era: having a Blu-ray-capable drive did not mean Windows Media Player could play Blu-ray movies. The phrase had another historical use, too—a reported Netflix rental surcharge. Those are separate complaints, and neither establishes a current fee.

What did “Blu-ray tax” mean?

The phrase was used informally to criticize costs associated with watching or renting Blu-ray discs. It was not presented as the official name of a tax or fee. The clearest example in the available record is a comment in a Microsoft-hosted Windows 7 support thread: on December 27, 2010, an anonymous participant called the perceived cost of Blu-ray playback a “Blu-ray Tax.” That was the commenter’s characterization, not Microsoft terminology or proof of a standard charge. Why did Windows 7 Media Player fail to play Blu-ray discs?

The original support question, posted October 25, 2009, was titled “Windows 7 Media player will not play back BluRay disc’s.” In the accepted response, posted October 28, Microsoft Answers Support Engineer Amrita M said that Blu-ray was patented technology requiring codecs to be purchased, so Microsoft could not include them in its operating system. She advised users to use a non-Microsoft program that supported Blu-ray playback and a device capable of reading Blu-ray discs. Microsoft Answers thread

That answer describes the Windows 7 situation as Microsoft support represented it in 2009. It does not establish what current versions of Windows, media players, or computer drives support. A disc-reading drive and software capable of decoding and playing Blu-ray were distinct requirements in the scenario described.

Was there also a Blu-ray rental surcharge?

Yes, the expression appeared in a separate historical context. A July 12, 2009 Digital Digest roundup called a then-reported Netflix add-on of $1 per month for Blu-ray renters a “Blu-ray tax,” describing it as associated with procuring and replacing rental discs. This was a secondary roundup, not evidence of a current Netflix fee or a government levy. Digital Digest roundup

What should readers take away today?

  • “Blu-ray tax” is best understood here as historical, colloquial criticism—not an established statutory tax or formal industry fee name.
  • The Windows playback complaint is specifically about Windows 7-era support guidance from 2009; it should not be treated as current compatibility advice.
  • If you need to play discs on a computer, check that both the drive can read Blu-ray and the chosen software supports Blu-ray playback on your operating system. The historical thread does not verify current products or compatibility.
  • The available sources do not establish a reliable, named figure for a universal Blu-ray playback license fee.
