1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteA frozen account, a delayed withdrawal, and a disputed payment are different problems—and the right place to act depends on which one you have. In the United States, Cash App’s terms describe error-reporting and account-closure procedures; Venmo’s cited guidance focuses on chargebacks; and PayPal’s help pages distinguish account limitations from several kinds of payment or withdrawal holds. Start with the notice in the provider’s official app or website, identify how the payment was funded, and use the process that matches the issue.
First identify what is being held
“My money is frozen” can describe several distinct situations. A provider might restrict features across an account, delay one payment, review a withdrawal, or respond to a chargeback initiated through a bank or card issuer. Those cases do not necessarily have the same decision-maker, evidence requirements, or release timeline.

- Account limitation or suspension: Some account features may be unavailable, potentially including sending or withdrawing money. Look for an account-level alert and any requested steps.
- Payment hold: A particular incoming or outgoing payment may be unavailable while it is reviewed. That does not by itself establish that the whole account is limited.
- Withdrawal review: A transfer from an app balance to a bank may be delayed separately from the availability of the balance itself.
- Chargeback or payment dispute: A payer may challenge a transaction through a card issuer or bank. The provider may request information from the other party, but the issuer or bank may make the chargeback decision.
- Unauthorized transfer or billing error: The route depends in part on which funding source paid the disputed amount. A card-funded portion and a balance-funded portion may require different reporting channels.
Before contacting support, note the transaction date and amount, its status, the funding source, and whether the alert refers to a transaction or the account. Do not assume that a pending payment is proof of account suspension, or that an account limitation means every individual payment is disputed.
How the three services differ
| Service | What the cited guidance covers | Where to start | Who handles or decides the issue | Published timing examples |
|---|---|---|---|---|
| Cash App (Block) | Covered account errors, certain card and peer-to-peer disputes, and funds at account closure | Cash App app or in-app support; the terms also list a phone number and a written dispute address | Block handles reports under its terms; the applicable process depends on the error or transaction type | For covered errors, report within 60 days after the first statement reflecting the issue. Investigation periods vary by case. |
| Venmo | Chargebacks, related information requests, and certain unauthorized-activity or billing-error disputes | Card issuer or bank for a chargeback filed there; Venmo for specified disputes involving the Venmo-balance-funded portion | The card-issuing bank decides the chargeback described in Venmo’s guidance; Venmo handles the specified balance-funded dispute | Recipients have 10 days to provide requested chargeback information; Venmo says a chargeback typically takes around 30 days and may take up to 75 days for a final decision. |
| PayPal | Account limitations, transaction problems, some payment holds, and withdrawal reviews | Resolution Center or account dashboard, following the notice for the specific case | PayPal reviews limitations and cases brought to it; a separate card-issuer process may apply when the dispute is filed with the issuer | A limitation review usually takes three business days after required steps are complete. Other hold examples have separate durations. |
The figures above are provider-published terms or guidance, not a head-to-head measure of support quality or the odds of recovering money. They describe different kinds of cases, so they should not be compared as if each service had one standard hold period.

Cash App (Block): reporting errors and dealing with closure
Cash App’s U.S. Terms of Service give more detail about reporting covered account errors than about a universal appeal path for every restriction. They distinguish among Regulation E transfers, remittances, Cash App Card and peer-to-peer products, and other inquiries. The applicable protections and investigation steps therefore depend on what happened; not every complaint follows the same schedule.
Report a covered error promptly
The terms say to report a covered error within 60 days after the first statement reflecting it. They list contacting Cash App through the app, calling 1-800-969-1940, or writing to Block’s Cash Disputes address. Some Cash App Card and peer-to-peer products have an in-app dispute flow, while other issues may be reported through in-app chat. Use the channel and instructions that fit the transaction and the account notice rather than treating every support inquiry as a formal error claim.
For covered Regulation E account errors, the terms describe an initial determination period of 10 business days. They also describe possible extensions: up to 45 days in specified cases, and up to 90 days for certain new-account or point-of-sale cases. Eligible investigations may include provisional credit, but the terms do not say that every complaint qualifies or receives it. Keep any case number, copies of notices, transaction details, and records requested in the specific investigation.

If Cash App closes the account
Cash App’s U.S. Terms of Service say pending transactions will be settled and remaining funds may be made available for withdrawal at the company’s discretion, subject to the terms. A new bank account not previously associated with the Cash App account may be required. The terms also reserve the ability to hold funds against reversal, chargeback, claim, or other liability risks; an investigation still pending at closure may result in a hold until it is resolved. This contractual description does not establish a release date for a particular person’s funds.
The terms state: “When your Cash App account is closed, we’ll settle any pending transactions and return remaining funds in your account to you. We may need to hold your funds if there is an investigation at the time your Account is closed.” Read that alongside the qualification that funds can be held while an investigation or liability issue remains unresolved.
Use verified support channels
Cash App’s terms warn that its representatives will never ask for a password, PIN, or full debit-card number. Start in the official app or use the contact details in the terms; do not rely on unsolicited calls or messages claiming they can unlock an account in exchange for credentials.

Venmo: distinguish an issuer chargeback from a Venmo dispute
Venmo’s cited guidance is specifically about chargebacks. It does not establish one general appeal process or release timetable for every Venmo account hold or limitation, so a chargeback procedure should not be assumed to govern unrelated account restrictions.

If a card issuer or bank is handling the chargeback
A sender may file a chargeback directly with the card issuer or bank. If Venmo asks the recipient for information to contest the chargeback, Venmo says to provide it within 10 days. The company describes these cases as typically taking around 30 days and potentially up to 75 days for a final decision; the card-issuing bank makes that decision. These are stated expectations, not guaranteed deadlines.
For status updates on a chargeback filed through a card issuer, Venmo directs users to contact that issuer. Keep the issuer’s case reference and respond by the deadline in Venmo’s request. A response to Venmo and a status inquiry to the issuer serve different purposes.

If the dispute concerns a Venmo-balance-funded amount
For unauthorized activity or a billing error involving the portion paid from a Venmo balance, Venmo says to file the dispute directly with Venmo. If a payment used more than one funding source, identify which portion is at issue rather than treating the transaction as having a single dispute route.
If a chargeback leaves a negative balance
Venmo says a negative balance caused by a chargeback may lead to temporary account suspension. Its guidance instructs the user to repay the balance; after the payment posts, contact Venmo Support to have the account unfrozen. The article says posting can take 3–5 business days. That is a posting estimate, not a promise that the account will be restored immediately or that unrelated restrictions will be removed.
PayPal: use the Resolution Center for the case shown
PayPal separates account limitations from transaction-level and withdrawal holds. Its U.S. help page says a limited account may be unable to send or withdraw money. Examples of reasons include regulatory requirements, suspected unauthorized use, policy concerns, seller risk, and inactivity. The reason and required steps are account-specific, so follow the notice rather than applying a timeline from a different kind of hold.

Work through a limitation
- Open the Resolution Center or account dashboard. PayPal directs users there to see the limitation and the steps required for review.
- Complete the requested steps and provide the requested information. Check the case itself for what is missing; do not substitute documents or explanations from an unrelated transaction.
- Check the case status in the same account area. PayPal says a limitation review usually takes three business days after the required steps are complete. “Usually” is not a guaranteed resolution date.
PayPal describes the Resolution Center as a place to report certain problems, including an item not delivered or not as described, unauthorized transactions, and billing issues. Users can communicate with the other party, escalate a dispute to a claim for PayPal review, check case status, and resolve an account limitation there. Use the route that matches the notice: a purchase dispute is not automatically an account-limitation appeal.
Do not confuse PayPal’s different hold examples
PayPal’s U.S. Balance Terms say risk-based payment holds generally remain for up to 21 days and may last longer, potentially up to 180 days. Separately, a PayPal help page says a sent payment may be held for 24 hours as a security precaution, and another says some withdrawals may be held for review for up to 72 hours. These durations refer to different situations and are not interchangeable. The case notice is the useful reference for the transaction in question.
A practical sequence for any hold or dispute
- Open the official account. Use the provider’s app or type its known website address yourself. Find the account alert, transaction record, or case rather than following an unsolicited message.
- Classify the problem. Decide whether it is an account limitation, payment hold, withdrawal review, chargeback, unauthorized transaction, or billing error. If unclear, describe the specific transaction and ask support which process applies.
- Trace the funding source. Record whether the payment came from an app balance, linked bank account, debit card, or credit card, and which portion is disputed. This is especially important when an issuer and the payment app have different roles.
- Use the named channel and meet its deadline. Follow the case notice or official help procedure. For Cash App covered errors, the terms specify 60 days from the first statement reflecting the issue; for Venmo chargebacks, provide information within 10 days if requested.
- Keep a clear record. Save relevant transaction details, case numbers, notices, support messages, documents submitted, and dates. Send only what the official case requests and retain a copy.
- Track the process without assuming a result. Check the original case or contact the institution that actually handles the decision. A published estimate does not guarantee release, a successful dispute, or restoration of every account feature.
What the published timelines do—and do not—tell you
Cash App’s 10-business-day initial determination period and possible 45- or 90-day extensions concern specified covered error investigations, not all holds. Venmo’s around-30-day typical period and possible 75-day final decision concern chargebacks, with the card issuer deciding. PayPal’s usual three-business-day review period applies after the steps for a limitation have been completed; its 24-hour, 72-hour, and up-to-21-day-or-potentially-180-day examples refer to separate payment or withdrawal scenarios.

None of these numbers establishes which provider is faster overall. They do not measure average support response times, comparative dispute success, or the likelihood that a particular balance will become available. For a live case, the provider’s account notice and the institution responsible for the decision are more relevant than a timeline from a different process.
Protect your account while seeking help
- Do not share a password, PIN, or full card number with someone who contacts you unexpectedly. Cash App specifically says its representatives will never request those details.
- Do not pay a third party promising to remove a restriction or speed up a dispute. Use only the app, account dashboard, or official contact route described in the provider’s own terms or help pages.
- Do not open parallel disputes without understanding the route. A bank or card-issuer chargeback may be handled by that institution, while a balance-funded billing error may need to go directly to the payment provider.
- Do not treat an estimate as permission to wait past a response deadline. If a case requests documents or information, respond by the date in that case.
Choosing the next step
If the whole account is restricted, follow its account-specific alert: PayPal directs users to the Resolution Center or dashboard, while Cash App and Venmo users should begin in the official account and use the route specified for their issue. If one payment or withdrawal is delayed, identify that transaction and consult its notice rather than borrowing another service’s hold period. If a bank or card issuer is handling a chargeback, contact that institution for the decision or status; if the dispute concerns the Venmo-balance-funded portion, Venmo says to report it to Venmo. Across all three services, the available guidance supports process-specific steps—not a ranking of support quality or a guarantee that funds will be released by a particular date.
