With self-custody, you control the private keys that authorize bitcoin transactions and must protect the keys and recovery information yourself. With exchange custody, a company controls the keys or the process that authorizes transactions, so access depends on its systems, policies, and continued operation. Neither option removes risk: the choice is between personal responsibility for access and security, and reliance on a custodian.
What changes when you choose self-custody or exchange custody?
The decisive difference is who can authorize a spend. A self-custody wallet puts the private keys under your control; an exchange or other custodian holds the keys, or controls the authorization process, on your behalf. An exchange account may show a bitcoin balance, but account access is not the same as direct control of the keys.

| Consideration | Self-custody | Exchange or third-party custody |
|---|---|---|
| Who controls spending? | You control the private keys. | The custodian controls the keys or key-based transaction authorization. |
| Main security responsibility | You protect the wallet, devices, recovery material, and backups. | You rely on the service’s safeguards and policies. |
| Access and recovery | You can transact without custodian approval, but lost keys or recovery information may permanently prevent access. | Account access and withdrawals depend on provider systems, policies, and continued operation. |
| Counterparty exposure | You do not need an exchange as an intermediary to spend, but still face device, backup, theft, and human-error risks. | You rely on the custodian’s security and solvency, as well as applicable terms and law. |
| Operational effort | You need to understand setup, backups, recovery, and planning for access if you die or become incapacitated. | Account-based access is often simpler, but the provider remains part of the custody arrangement. |
Is self-custody safer than keeping bitcoin on an exchange?
There is no universally safer choice. Self-custody removes dependence on an exchange for spending, but places the security and recovery work on you. A lost recovery phrase, compromised device, stolen backup, or mistaken transaction can cause serious problems; Bitcoin.org warns that permanently losing access can mean the funds cannot be recovered. Exchange custody may reduce the personal work of managing keys, but leaves you reliant on the provider’s security, solvency, withdrawal policies, and legal arrangements.
The saying “not your keys, not your coins” captures that dependence: a customer whose bitcoin is held by a custodian does not personally control the private keys. The phrase does not, by itself, settle the customer’s legal rights to assets in every jurisdiction or insolvency. Bitcoin.org describes the tradeoff this way: “When you hold your own private keys, you control your bitcoin—but you are also responsible for keeping it secure.” See Bitcoin.org’s explanation of what to know about bitcoin.
#1 Best Overall
- BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
- SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
- NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
- 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
- BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.
What self-custody requires in practice
Protect the recovery phrase and wallet backup
A recovery phrase is not just a backup: someone who obtains it may be able to control the corresponding bitcoin. Keep it private and offline. Do not enter or disclose it to a support person, website, app, or assistant; Bitcoin.org says legitimate support will not ask for it.
Backup needs vary by wallet. Some wallets manage many keys behind the scenes, so a backup limited to keys currently visible in the app may not restore everything. Follow the chosen wallet’s instructions and test recovery carefully before relying on the setup. When appropriate, keep copies in more than one secure physical location, balancing resilience against the risk that someone finds a copy.

Consider a hardware wallet without treating it as a guarantee
A hardware wallet can keep keys offline and reduce exposure to some online threats. It does not protect a recovery phrase that is copied, photographed, shared, or stolen, and it cannot prevent every user or supply-chain mistake. Bitcoin.org advises buying hardware wallets from the manufacturer or an authorized reseller, checking the packaging, and generating the seed phrase yourself during initial setup.
Plan how access will be restored
Think through how you would regain access if a device is lost or damaged, and how a trusted heir could access the wallet if you die or become incapacitated. Keep any plan secure: instructions that make recovery possible for an heir can also create a path for an attacker if they are exposed.

What exchange custody does—and does not—mean for insurance
In the United States, FDIC deposit insurance does not insure bitcoin itself. The FDIC’s July 28, 2022 fact sheet also says it does not protect against the default, insolvency, or bankruptcy of non-bank entities, including crypto custodians and exchanges. This describes the scope of FDIC insurance; it does not determine whether a customer might have other protections or legal claims under a contract, trust structure, private insurance policy, or insolvency law. Read the platform’s current custody terms if asset treatment matters to your decision.
Regulatory statements about bank safekeeping should not be mistaken for a guarantee on an ordinary exchange balance. On July 14, 2025, the FDIC, Federal Reserve Board, and OCC issued a joint statement about risk-management considerations for banks providing or considering crypto-asset safekeeping; the agencies said it created no new supervisory expectations. That bank-focused statement does not establish that every retail exchange is a bank or that exchange-held bitcoin has bank-deposit protections. See the interagency statement announcement.

The SEC announced a proposal on October 1, 2026, concerning custody rules for registered investment advisers and regulated funds. It is a proposal, not a final rule for ordinary retail exchange accounts. Whether a customer has a property interest, segregated assets, or a particular priority in an insolvency depends on the platform’s structure and terms, as well as the applicable jurisdiction. The sources cited here do not resolve the treatment of every platform; consult its current terms and jurisdiction-specific advice when that legal question is important.

Which custody option fits your needs?
- Self-custody may fit if you are willing and able to manage secure backups, protect your devices and recovery phrase, test recovery, and plan for future access.
- Exchange custody may fit if you value service-mediated, account-based access and accept dependence on the provider for security and withdrawals.
- Either choice needs safeguards: self-custody needs a recovery plan; an exchange account benefits from strong multifactor authentication where available. Multifactor authentication can help protect account access, but it does not give you control of the exchange’s private keys.
