Choose a bitrate from YouTube’s regular encoder settings for your codec, resolution, and frame rate, then test your actual picture and connection. For H.264 at 1080p30, YouTube lists 14 Mbps as recommended; at 720p30, it lists 8 Mbps.
YouTube’s recommended live bitrates
The figures below are YouTube Help’s H.264 live-ingestion settings. A minimum is not a quality guarantee; the recommended value is the conservative starting point when you do not have a reason to choose otherwise. YouTube’s page does not state a publication date.

| Resolution and frame rate | H.264 minimum | H.264 recommended |
|---|---|---|
| 1080p60 | 6 Mbps | 17 Mbps |
| 1080p30 | 5 Mbps | 14 Mbps |
| 720p60 | 3 Mbps | 8 Mbps |
| 720p30 | 3 Mbps | 8 Mbps |
| 480p30 | 0.4 Mbps | 4 Mbps |
| 360p30 | 0.4 Mbps | 4 Mbps |
These are general settings by resolution and frame rate, not artwork-specific targets. YouTube also lists AV1 and H.265/HEVC. At 1080p30, its table gives those codecs a 4 Mbps minimum and 10 Mbps recommended; at 720p30, 2 Mbps minimum and 6 Mbps recommended. Use those values only if your encoder supports the selected codec. The settings describe live ingestion, not a guarantee of the quality each viewer will receive.

What to use for static artwork or slow video
For a 1080p30 H.264 stream
Start at YouTube’s recommended 14 Mbps. If your upload connection cannot sustain that reliably, consider reducing the resolution or frame rate to a suitable table row rather than assuming a still image makes the connection requirement disappear.
For a 720p30 H.264 stream
Use 8 Mbps as the recommended starting point. This can be a practical alternative if 1080p is not essential or your connection has less available headroom.

Can you try a lower bitrate?
Yes, but YouTube does not publish a special reduced target or safe lower threshold for static scenes. Treat any below-recommendation setting as your own test, not as a YouTube recommendation. Examine fine text, linework, gradients, overlays, and transitions: little motion does not prevent compression artifacts from appearing in detailed artwork.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsSettings that matter beyond bitrate
- Protocol: RTMP or RTMPS is listed; YouTube recommends RTMPS.
- Rate control: use constant bitrate (CBR), as recommended by YouTube.
- Keyframes: target a 2-second interval; YouTube says not to exceed 4 seconds.
- Frame rate: YouTube lists support up to 60 fps. Choose 30 fps for a scene that does not need smoother motion unless your content or production requires more.
- SDR color: YouTube lists Rec. 709 and 8-bit video.
- Audio: YouTube recommends stereo at 128 kbps and lists AAC or MP3 as supported audio codecs.
Latency is a separate choice from bitrate. YouTube notes that 4K/2160 streams use normal latency and cannot use its low-latency optimization option.

How to test your bitrate before going live
- Choose the output you need. Set the resolution and frame rate based on the artwork’s readability and the amount of actual motion, rather than selecting the highest option automatically.
- Match the official row and codec. For ordinary H.264, begin with the corresponding recommended value in the table. Use AV1 or H.265 settings only when your encoder supports that codec.
- Check sustained upload capacity. YouTube advises checking upload speed and choosing a reliable quality for the connection. Leave practical headroom for variation and other network use; a single speed test does not establish long-session stability.
- Run a representative test. Include the same artwork, small text, overlays, transitions, audio, and motion planned for the real stream. YouTube’s guidance is to test before streaming and include similar audio and movement.
- Inspect the result and stream health. Check text edges, gradients, and transitions in the viewer output, and watch YouTube’s stream-health indicators and messages during the test and event.
- Adjust one setting at a time. If picture quality is poor, try a higher bitrate within the limits of a stable connection or reduce output resolution. If the stream is unstable, lower the load or select a more reliable connection-friendly setting. Keep a below-recommendation bitrate only when both the image and connection hold up in representative tests.
Common problems and what to check
- Artwork looks blocky despite little motion: Fine details, text, and gradients can still expose encoding artifacts. Compare against the table’s recommended bitrate and test with the real artwork rather than judging from a blank or simple scene.
- The stream buffers or reports poor health: The upload connection may be varying or carrying competing traffic. Recheck upload capacity, leave more headroom, and choose a bitrate the connection can sustain over time.
- Changing codecs did not improve the picture: Confirm the encoder actually supports and is sending the selected codec. YouTube’s codec-specific values are not interchangeable.
- Motion looks uneven or delayed: Check that the chosen frame rate suits the source and that keyframes are set near the recommended 2-second interval, never beyond 4 seconds.
- A 4K stream cannot use low latency: This is a YouTube latency limitation for 2160 streams; use normal latency or choose a lower resolution if low-latency operation matters more than 4K.
Keep a pre-recorded YouTube stream running without a home encoder
If the goal is a 24/7 YouTube stream built from uploaded videos rather than a live camera feed, StreamNeo can loop those videos from the cloud. Upload your recording or build a playlist, add your YouTube stream key, and go live. The stream continues with your computer off, uses the uploaded quality up to 4K 60fps at one flat price per slot, and automatically recovers if YouTube drops the stream. The first day is free with no card. Monthly service is $9.99 per month. See StreamNeo or start the free first day.
