The right WhatsApp Business API provider depends on where your support team works. Intercom and Zendesk can bring WhatsApp conversations into an existing help desk; Wati and respond.io offer WhatsApp-oriented shared inboxes and automation; Twilio and 360dialog suit teams building or connecting their own workflows. The available vendor documentation does not establish a universal winner or a neutral performance ranking, so the six options below are organized by practical fit rather than claimed superiority.
Prices, Meta usage charges, plan eligibility and number-migration rules can change. Figures below are vendor-published details, not a like-for-like cost comparison. Check the provider’s current terms for your country and intended setup.

WhatsApp Business API providers at a glance
| Provider | Best fit | Support workflow and channels | Pricing established here | Important qualification |
|---|---|---|---|---|
| Twilio | Engineering-led teams building a support experience | Programmable WhatsApp messaging and calling; two-way Conversations API for support | $0.005 per inbound or outbound message as Twilio’s handling fee, plus applicable Meta charges; pricing page current as of August 2026 | The handling fee is not the full WhatsApp cost. |
| 360dialog | Teams that need an API provider and will supply or connect an inbox | WhatsApp API access and setup documentation, including sandbox and send/receive guides | $59 USD/month Regular; $119 USD/month Premium; $299 USD/month Higher Throughput upgrade, per documentation accessed October 4, 2026 | Meta usage and call charges are separate; confirm current billing and currency. |
| respond.io | Teams seeking a centralized multi-user inbox and workflow automation | WhatsApp support, routing, AI agents, workflows, lifecycle tracking and CRM connections | Subscription cost applies; no setup fee or message markup stated by the vendor | Subscription pricing is not specified here; Meta message fees remain additional. |
| Wati | WhatsApp-centered teams needing shared inbox collaboration | Team Inbox, assignment, internal notes, history, routing and automation; multi-channel inbox is plan-dependent | Not stated in the cited vendor documentation summarized here | Some inbox features require Pro or Business; Coexistence has sync limitations. |
| Intercom | Teams already handling support in Intercom Inbox | WhatsApp conversations in Inbox | WhatsApp is a paid channel on Essential, Advanced and Expert plans; channel price not stated here | Connected WABA currency and mobile-app number constraints apply to the documented integration. |
| Zendesk | Teams already using Zendesk Agent Workspace | WhatsApp social messaging in Agent Workspace | Requires an appropriate Suite plan or Social Messaging add-on; specific price not stated here | Setup requires a business-owned Meta Business Manager; connected number loses WhatsApp calling and group messaging is unsupported. |
Meta’s applicable WhatsApp charges are distinct from a provider’s subscription or handling fee. The available figures do not support a total-cost ranking across these products because destination country, message category, volume and plan all affect the comparison.

Twilio is the most directly API-led option in this group. Its documentation describes WhatsApp Business API messaging and calling, programmable messaging, and a two-way Conversations API intended for support. This can suit a team that wants to integrate WhatsApp into its own agent experience or existing systems rather than adopt a provider’s ready-made shared inbox.

What stands out
- Programmable APIs give engineering teams control over how support conversations fit into their workflows.
- The documented Conversations API supports two-way support messaging, and Twilio also documents WhatsApp calling.
- Twilio presents onboarding and unified messaging as provider functions; those are vendor descriptions, not independent findings about service performance.
Pricing and trade-offs
Twilio’s pricing page, current as of August 2026, lists a handling fee of $0.005 per inbound or outbound message, plus applicable Meta template-message fees. That amount is Twilio’s fee, not the total WhatsApp cost. The applicable Meta charges depend on the destination market and category. Teams should also account for the work of creating or connecting an agent inbox, handling webhooks and retries, managing templates, monitoring delivery, and setting agent permissions.
Who it suits
Choose this route when developers will own the integration and the team values API-level control. It is less suitable when the priority is an out-of-the-box support inbox and there is no capacity to build or connect one.
2. 360dialog: API access with a separate inbox decision
360dialog’s documentation focuses on WhatsApp API access and setup, including an API sandbox and guides for sending and receiving messages and business verification. It is therefore a provider-layer option: the business still needs to decide how agents will work with conversations, whether through a separate help desk, shared inbox or custom application.

Published channel tiers
| Vendor-documented tier | Published price | What the figure represents |
|---|---|---|
| Regular | $59 USD/month | Recurring per-channel subscription, as documented October 4, 2026 |
| Premium | $119 USD/month | Recurring per-channel subscription, as documented October 4, 2026 |
| Higher Throughput upgrade | $299 USD/month | Vendor-listed upgrade, as documented October 4, 2026 |
These are vendor-published examples, not a guarantee of current price or the complete bill. 360dialog separates its subscription from WhatsApp usage and call charges determined by Meta. Its documentation also presents EUR amounts and notes activation and subscription billing terms; confirm the live price, currency and billing conditions for the account before committing.
Who it suits
Consider 360dialog when the team needs a WhatsApp API provider and already has, or plans to supply, its own inbox and integrations. Its documentation does not establish a bundled agent-helpdesk experience comparable to the documented inbox features of Wati or respond.io.
3. respond.io: shared inbox, routing and automation
respond.io describes a centralized multi-user inbox for customer conversations, with routing, workflows, AI agents, lifecycle tracking and CRM connections. Its stated WhatsApp support and broader messaging capabilities make it a candidate for teams that want agents and automation operating in a shared environment instead of building an experience directly on APIs.
What stands out
- The vendor describes shared team handling, routing and workflow automation alongside AI agents.
- Lifecycle tracking and CRM connections may help teams coordinate support with customer context.
- respond.io identifies itself as a WhatsApp Business Solution Provider and Meta Premier Partner; these are vendor-stated credentials.
Pricing and trade-offs
respond.io says it adds no setup fee or message markup, while its subscription is an additional cost to Meta’s message fees. A subscription amount is not established here, so the available information does not support a direct price comparison with the listed 360dialog tiers or Twilio’s per-message handling fee. Evaluate the subscription alongside Meta charges for the relevant markets and categories.

- Sold as 1 Each.
- Conference phone allows for multiple participants to converse simultaneously.
- Compatible with up to four lines for expanded calling capabilities.
- Reliable DECT 6.0 digital technology enhances audio quality for ultra-clear, buzz-free communication.
- Monochrome LCD display for clear viewing.
Who it suits
This option is worth considering when a team wants a shared inbox with routing and automation and values CRM connections. The features and pricing described here come from the vendor; they do not establish independent comparative performance or support quality.
4. Wati: WhatsApp-centered team collaboration
Wati describes a WhatsApp-centered customer engagement service with a Team Inbox for shared handling. Its documented collaboration features include conversation assignment, internal notes, conversation history and routing rules, with automation and multiple messaging channels also described. The exact availability of multi-channel inbox functionality depends on plan: Wati’s help documentation identifies Pro and Business for the specific feature it describes.
WhatsApp Coexistence and history sync
Wati documents Coexistence, which allows the WhatsApp Business App and Cloud API to be used on the same number in the described setup. The vendor says up to six months of chat history may sync. Group chats and some special message types do not sync, and eligibility and the exact plan or feature conditions should be confirmed with Wati before relying on Coexistence.
Pricing and trade-offs
A Wati price is not established in the cited documentation summarized here. Plan eligibility matters for the multi-channel inbox, and the history-sync statement is limited to the described Coexistence flow rather than a promise that all past conversations and message types will transfer.
Who it suits
Wati may suit teams that want WhatsApp to remain the center of their support workflow while agents share assignment, notes and conversation context. Teams that depend on group conversations or particular message types should account for the documented sync exclusions.
5. Intercom: WhatsApp inside an existing Intercom Inbox
Intercom documents WhatsApp conversations inside Intercom Inbox, making it a natural path to evaluate when agents already use Intercom to route and manage customer support. WhatsApp is listed as a paid channel on Essential, Advanced and Expert plans; the channel’s specific price is not stated here.
Setup constraints
Intercom’s setup documentation says the connected WhatsApp Business Account (WABA) must use USD currency for compatibility. It also says that, with the described integration, the same number cannot remain active simultaneously in the WhatsApp or WhatsApp Business mobile app. Those requirements can affect whether an existing number and account setup can be used as intended.

Who it suits
Consider Intercom when the team already operates its support inbox there and wants WhatsApp in that agent workflow. Compare the applicable plan and paid-channel cost with the operational cost of maintaining a separate inbox, while taking the documented currency and number restrictions into account.
6. Zendesk: WhatsApp social messaging in Agent Workspace
Zendesk documents WhatsApp social messaging in Agent Workspace. For a support team already working in Zendesk, this offers a way to bring WhatsApp into the existing agent environment, subject to plan, account and number setup requirements.
Requirements and limitations
- The documented setup requires an appropriate Zendesk Suite plan or Social Messaging add-on.
- The business needs a business-owned Meta Business Manager and must complete number setup or migration steps.
- Zendesk’s help page notes that WhatsApp calling is lost on the connected number and that group messaging is unsupported for this channel.
The specific plan or add-on price is not stated here. A team should include the applicable Zendesk entitlement in its cost comparison rather than treating WhatsApp support as automatically included.
Who it suits
Zendesk is relevant when agents already use Agent Workspace and the documented calling and group-message limitations fit the support operation. If those capabilities are needed on the same number, the integration constraints may make a separate WhatsApp inbox or another workflow more appropriate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to choose a WhatsApp API provider for customer support
1. Start with the agent workflow
Decide whether agents should work in the help desk they already use, a WhatsApp-oriented shared inbox, or a custom-built interface. For each route, establish how conversations are assigned and routed, how agents collaborate internally, how context is retained and how an issue is escalated to a person. Also determine what response and resolution reporting the team needs; the available vendor descriptions do not provide an independent, comparable measure of reporting quality.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →2. Map the existing stack and integration owner
Identify the help desk and CRM in use and whether the provider connects WhatsApp conversations to them or creates another queue. With an API-led approach, assign ownership for the inbox, webhook handling, retries, templates, monitoring and agent permissions. Twilio and 360dialog are the clearest API-provider paths in the documented options; they require a separate decision about the agent experience.
3. Calculate the full cost for the real traffic mix
Model provider or platform fees plus Meta charges using the business’s expected message volume, destination countries and template categories. A per-message handling fee, a recurring channel subscription and a helpdesk plan or add-on are different cost structures. They cannot be compared fairly without applying the same geography and volume assumptions.

The HD handset and speaker provide stable, professional-grade communication even in busy or noisy office environments.

- SEAMLESS CONNECTIVITY & POE SUPPORT: This T52P model supports 2 SIP accounts and features dual 100M Ethernet ports. It is powered via Power over Ethernet (PoE) for a clean setup, and unlike many competitors, it includes a dedicated 5V/1A power adapter for flexible installation.
4. Confirm number ownership, migration and app use
Establish which Meta Business Account owns the number, whether it can move from its current provider or app, and what conversation history can be retained. Check whether the chosen setup changes mobile-app use or calling. This is particularly important for Intercom’s documented app and currency constraints, Zendesk’s calling limitation, and Wati’s Coexistence sync qualifications.
5. Match channels, volume and plan gates
List any additional messaging channels the team needs, the number of numbers it operates, routing volume and API-control requirements. Confirm that the exact plan includes the required feature: for example, Wati’s documented multi-channel inbox availability is plan-dependent. Do not assume another provider shares a feature or plan rule simply because one provider documents it.

Frequently Asked Questions
Is a WhatsApp Business API provider the same thing as a customer support inbox?
No. Some providers document agent-facing inboxes and collaboration features, while API-led providers focus on access and programmable messaging. With an API provider, the business may need to connect or build the separate interface agents use.
Does Twilio’s $0.005 fee cover all WhatsApp messaging charges?
No. It is Twilio’s documented handling fee per inbound or outbound message, current as of August 2026. Applicable Meta template-message fees are additional.
Can a WhatsApp number remain in the mobile app when connected to a support platform?
It depends on the integration. Intercom’s described setup does not allow the same number to remain active simultaneously in the WhatsApp or WhatsApp Business mobile app. Wati separately documents a Coexistence flow, subject to its eligibility and sync limitations.
Recommended Free Tools
Which option has the lowest total cost?
The available prices are not sufficient to identify a lowest-cost option across all teams. Twilio’s handling fee, 360dialog’s channel subscriptions, respond.io’s subscription and the plan or add-on costs for helpdesk integrations use different billing structures, while Meta charges vary by applicable market and category.
Can Zendesk keep WhatsApp calling and group messaging on the connected number?
Zendesk’s documentation says WhatsApp calling is lost on the connected number and group messaging is unsupported for the channel.
