There is no single VPN established as the best for Signal. Signal works over Wi-Fi or mobile data without a VPN, and Signal’s own documented option when access is blocked in a country is its TLS proxy. A VPN may change the route your device uses, but the available comparisons do not show that any named service reliably connects Signal on a particular country’s network.
Do you need a VPN to use Signal?
No. Signal says Signal-to-Signal messages use an internet connection, including Wi-Fi or mobile data; it does not make a VPN a requirement for ordinary use. A VPN may be useful for a broader privacy or network-routing goal, but buying one is not a prerequisite for Signal’s messaging privacy. See Signal’s installation guidance.

What to use if Signal is blocked
Signal’s support documentation recommends its proxy option when Signal is blocked in a country. It provides setup instructions for Android and iOS. Its Desktop section says the phone setup method is not currently available for Desktop, so check Signal’s current instructions for your device before relying on it. Signal advises sharing proxy addresses privately where possible: publicly announcing an address can make it easier to block.
Signal says a proxy that has been blocked will appear disconnected and stop sending and receiving messages. In that situation, the documented remedy is to switch to an address that is not blocked. Signal says users can seek an address from trusted contacts or configure a proxy using a server with ports 80 and 443 available and a domain or subdomain pointed to it. What the proxy can and cannot see
Signal says its TLS proxy forwards traffic to Signal while blocking non-Signal traffic, and that the client still negotiates its standard TLS connection with Signal endpoints through the tunnel. Signal’s documentation describes the traffic as opaque to the proxy operator. This is an explanation of Signal’s proxy design, not a guarantee about every proxy or VPN service. Signal’s 2021 technical post about its TLS proxy provides further detail; use the current support page for setup availability.
When a VPN might help—and when it might be the problem
A VPN routes a device’s network traffic through a VPN provider. That route change could help in some network situations, but the available evidence does not establish that a particular VPN will get Signal working through censorship in a particular country. A general VPN ranking is not a country-specific Signal connectivity test.

A VPN can also be the cause of a connection problem. Signal’s troubleshooting guidance says that a VPN, firewall, or third-party app may restrict Signal’s internet access, and advises disabling or modifying the setting that is limiting the connection. That is a possible cause, not a claim that VPNs are universally incompatible with Signal. Signal also lists network requirements including TCP port 443 and UDP, and notes that calling requirements vary; consult its firewall and internet settings guidance when troubleshooting a restrictive network.

Quick troubleshooting sequence
- Check whether the connection works without the VPN. If it does, the VPN route or its settings may be interfering.
- Temporarily disable or adjust the VPN, firewall, or other network-filtering app. Signal recommends this when one of them is limiting connectivity.
- If Signal is blocked on the network rather than merely failing on your device, use Signal’s proxy instructions. Choose the Android or iOS steps for the device in use; the documented phone method is not currently available for Desktop.
- If a configured proxy shows disconnected, try a different proxy address. Signal says a blocked address cannot send or receive messages.
What current VPN reviews can tell you
Two recent general VPN reviews offer context about editorial preferences, not proof of Signal access behind censorship. WIRED’s September 19, 2026 review names Proton VPN Plus its overall pick, NordVPN Plus its upgrade pick, Windscribe its free pick, and Mullvad its no-logs pick. Those are WIRED’s general categories, not results from a Signal-specific test.

TechRadar’s September 24, 2026 review names NordVPN its best general VPN and says Proton VPN may be a better choice in countries with high levels of censorship. That assessment does not establish whether Signal connects through either service on a specific country’s network.

How to choose a VPN if you have a separate reason to use one
If your goal is broader than simply making Signal work, evaluate a VPN on that goal rather than treating a “best VPN” label as a Signal recommendation. Consider:

- Your specific use: separate routine network privacy needs from access to Signal on a blocked network. For the latter, start with Signal’s own proxy guidance.
- Evidence for privacy claims: examine the provider’s independent audits and what they cover. A generic no-logs claim or an editorial ranking is not, by itself, proof of Signal access.
- Device support and usability: make sure the service supports the devices and operating systems you actually use.
- Current terms: verify the price, renewal rate, plan limits, and any offer directly before subscribing. VPN prices, audits, and plan terms change; the cited reviews are dated September 2026.
There is no country-specific, controlled comparison here that can establish which VPN connects Signal most reliably. Treat provider lists as general VPN guidance, not a tested answer for access to Signal under censorship.
