There is no universally best VPN for activists. The right choice depends on what you need to protect, where you are, which blocks you face and what could happen if your VPN use is detected. A VPN shifts trust to its operator; it is not a guarantee of anonymity. Compare verifiable security and privacy evidence, and consider local law and your personal risk before connecting.
What a VPN can—and cannot—do for an activist
A VPN routes your connection through a VPN provider. Access Now cautions that the provider gets a direct look at your browsing activity while you use the service, so choosing one is a decision about whom to trust—not a way to make trust unnecessary. A provider’s no-logs policy is relevant, but it is a statement of practice, not proof by itself. A VPN also does not solve every security problem or make a person anonymous in every situation. The protection it offers depends on the threat and the way the service is used. EFF’s Surveillance Self-Defense guidance stresses that activists, journalists and other communities can face different risks, so a tool that fits one person may not fit another.
Can you use a VPN or Tor browser to bypass blocks?
Sometimes. A VPN may help with a geographic restriction or a platform-level block, but access is conditional: authorities can block VPN providers too. If a shutdown or restriction is foreseeable, Access Now advises preparing tools before it happens. Do not assume that a VPN will remain reachable during a disruption, or that using one is safe simply because it works.

Local circumstances matter. Access Now warns that circumvention tools may be illegal in some countries and that governments may monitor people who try to bypass censorship. Start with the specific problem you need to address, then compare evidence rather than relying on a general “best VPN” label. A useful assessment asks:

Does it address the block or shutdown you expect?
Be specific about whether you are dealing with a geographic restriction, a platform block or a broader connectivity disruption. A service’s general ability to connect does not establish that it will work in your location or during a shutdown. Consider whether you can obtain and prepare the tools before access is restricted.

Can you inspect its app code and independent reviews?
Access Now advises looking for publicly accessible open-source code and review by trusted independent auditors. For an audit, check what systems and claims it covered and when it was conducted. An audit of one part of a provider’s infrastructure should not be treated as an assessment of every app, account process or possible threat scenario.

What data does the provider say it handles?
Read the provider’s current privacy and logging policies. Distinguish activity and connection data from account and payment data: a claim about browsing logs does not, on its own, describe every kind of information a service may handle. Consider whether the provider’s stated practices and available independent evidence are sufficient for your circumstances.
What could happen if your VPN use is detected?
Assess local legality and the consequences of detection before connecting. The risk is not limited to whether a service can bypass a block: in some places, attempting circumvention may itself attract attention or carry legal consequences. For a high-risk situation, seek qualified digital-safety guidance rather than treating a provider comparison as a safety plan.

What current provider evidence shows
The examples below show two different kinds of evidence—a reported independent audit and a provider’s own policy. They are not a like-for-like product test or a universal ranking.

Proton VPN: a reported 2026 server-infrastructure review
Proton VPN’s announcement says Securitum’s 2026 review examined server-side logging. Proton reports that the review found no evidence that the examined infrastructure logged browsing activity, DNS queries, destination services, traffic contents or user-identifiable connection metadata. The announcement reproduces this conclusion attributed to Securitum’s report:

“The technical evidence reviewed during the engagement did not indicate that the examined Proton VPN server infrastructure logs users’ browsing activity, DNS queries, destination services, network traffic contents or user-identifiable connection metadata. Securitum also did not identify persistent records that would allow Proton to associate a specific user with activity performed through a reviewed VPN server.”

Mullvad: a published logging policy
Mullvad’s no-logging policy, last updated June 17, 2026, says the provider does not keep activity logs and describes limited operational and payment data handling. That is a provider policy statement; by itself, it is not a comparative independent audit of all providers. Mullvad’s no-logging policy
