Tenable also documents a PCI ASV service and customer-run scan workflow, while Qualys is a useful incumbent reference. These options are not interchangeable: an internal vulnerability-management platform does not, by itself, satisfy PCI DSS’s quarterly external scan requirement. For that, verify that the exact ASV service and scanning solution are currently listed by the PCI Security Standards Council (PCI SSC).
First separate internal vulnerability management from the ASV scan
PCI DSS treats internal vulnerability scanning and external ASV scanning as distinct activities. Internal scan results help an entity identify and risk-rank vulnerabilities. The quarterly external scan under Requirement 11.3.2.1 must be performed by a PCI SSC Approved Scanning Vendor (ASV). An ASV report records scan results; it is not evidence that other PCI DSS requirements have been reviewed or met.

That distinction affects what to buy. You may need vulnerability-management software and an external ASV service, even if one vendor offers both. Confirm the external service, scope, report, and attestation separately from the software used to find and manage vulnerabilities inside your environment.
How the documented options compare
| Option | What the vendor documentation establishes | PCI DSS qualification to check |
|---|---|---|
| Rapid7 Vulnerability Management (InsightVM) | Rapid7 documents vulnerability scanning through its Security Console and Scan Engines, asset organization, prioritization, and PCI-oriented reports. | Rapid7’s documentation says legacy risk strategies, including PCI ASV 2.0, were deprecated on January 21, 2026. That does not establish whether a separate current ASV service is available. Verify directly with Rapid7 and check the live PCI SSC directory. |
| Tenable One Vulnerability Management / Tenable PCI ASV | Tenable describes scanning externally accessible cardholder data environment (CDE) systems and systems that provide a path to the CDE, using PCI and web application scanning templates. Its workflow includes merging scans into an attestation, remediation and rescanning, then submission of the final report. Tenable says customers run scans and submit reports to it for attestation. | Tenable states that it is qualified as an ASV. Confirm the current PCI SSC listing for the relevant service and scanning solution, and verify scope, reporting, and commercial terms. |
| Qualys (incumbent reference) | Qualys documentation describes PCI workflows for quarterly external scans, internal scans, PCI option profiles, pass/fail reports, remediation, and rescanning. Qualys says it is a certified ASV. | Check the current PCI SSC directory rather than treating a vendor statement or product label as proof of current ASV qualification. |
This is a criteria-led shortlist, not a complete market ranking or a claim that one platform performs better than another. The reviewed product documentation does not establish comparative pricing, minimum asset counts, scan-volume limits, detailed authenticated-scanning parity, or deployment costs.

What to require from internal vulnerability management
PCI SSC identifies internal scans under Requirements 11.3.1 and 11.3.1.1 as inputs to the entity’s Requirement 6.3.1 risk-ranking process. The entity assigns rankings based on impact and identifies at least high and critical risks. External ratings can inform that work, but an entity may evaluate them in the context of its own environment rather than accepting them uncritically.
High- and critical-risk vulnerabilities must be resolved. Lower-ranked findings are addressed according to the entity’s documented targeted risk analysis. PCI SSC states that critical security patches and updates must be resolved within one month of release; timing for other patches follows the entity’s risk-based assessment.

- EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.
When evaluating a platform, establish whether it supports the operating process your team needs, not just whether it can produce a PCI report:
- Coverage: map internal CDE assets, internet-facing systems, systems with a path to the CDE, cloud assets, segmentation boundaries, and remote endpoints to the scope you need to assess.
- Assessment depth: confirm how internal and authenticated assessments work, where scanners or engines must be placed, and how your team will verify that in-scope assets were reached.
- Remediation workflow: check how findings are prioritized, assigned, tracked through exceptions, tied to evidence, and rescanned after fixes.
- Audit evidence: confirm that reports and exports support the evidence your assessor or acquirer expects, and distinguish software-generated reports from an ASV attestation.
- Operations and cost: ask about deployment, credentials, scanner maintenance, included scan volume, asset-based or subscription pricing, service fees, and contract terms. The reviewed sources do not establish comparable values for these items.
What to verify before choosing an external ASV
PCI SSC describes ASV solutions as tested and approved and says vendors are re-approved annually; the directory can change frequently. Its approval indicates that the applicable ASV met PCI SSC requirements for PCI data security scanning. It is not an endorsement of a provider’s business or practices. Check the live directory when selecting a provider rather than relying on an old product page or past approval.

PCI SSC says quarterly external scans under Requirement 11.3.2.1 are performed by an ASV and use official report templates. Acquirers and payment brands may request reports and may have specific reporting expectations. Before contracting, confirm the precise assets and domains in scope, the report format, how failed findings are handled, the rescan and attestation process, and renewal dates.
Does an internal scan replace the quarterly external ASV scan?
No. An internal scan supports internal vulnerability management and risk ranking; it does not replace the external scan performed by an ASV under Requirement 11.3.2.1. Likewise, an ASV scan report does not establish that the rest of PCI DSS is satisfied.
Does the ASV scan apply to every SAQ A e-commerce merchant?
Not automatically. PCI SSC’s July 10, 2024 resource guide describes ASV scan applicability for SAQ A e-commerce merchants whose system hosts a page that redirects payment transactions to a compliant third party, or embeds that third party’s payment page or form. Applicability depends on the merchant’s circumstances and scope, so confirm the applicable SAQ and requirements with the acquirer or assessor.
Quick Recap
A practical selection sequence
- Map the work: define the internal scanning, prioritization, remediation, and reporting needs separately from the external ASV obligation.
- Shortlist on operational fit: assess InsightVM, Tenable, Qualys, or other candidates against asset coverage, assessment depth, remediation workflow, evidence, deployment, and commercial terms.
- Verify the ASV independently: search the current PCI SSC directory for the exact provider and applicable scanning solution; confirm scope and reporting expectations with your acquirer or assessor.
- Test the handoffs: document who runs scans, owns credentials and scope, resolves findings, requests rescans, and submits the final ASV report or attestation.
