If you need AI meeting notes that stay on your device, the strongest matches in this group are Open Granola, Strandweave, and Anarlog when their local modes are used. Muesli is an option if you can operate and secure your own server. Granola is a useful bot-free comparison, but its transcription, AI, and note storage use cloud services, so it does not fit a strict no-cloud requirement.
What “local-first” means for meeting notes
A meeting note can pass through several different places: the device capturing audio, the service transcribing it, the model summarizing it, and the system storing or syncing the transcript and notes. A product may keep some of those steps local and send others to a provider. Bot-free capture is a separate question: an app can record without adding a meeting bot and still use cloud processing.

Choose Open Granola for a local desktop notebook across major desktop systems
Open Granola’s README describes support for macOS, Windows, and Linux, plus local transcription and local note generation. It also describes Markdown and Obsidian export, which may suit people who want files they can manage outside a hosted notes account. The project says the first launch offers to download roughly 4 GB of models and that this model download is the only network request; it also labels the app a development preview. The Airlock build is described as removing network access. If you are relying on that property, check the project’s build instructions and the exact build you install rather than assuming every version or configuration behaves the same way.
Choose Strandweave for a Mac workflow with transcript review before export
Strandweave describes local recording or audio import, offline Whisper transcription, and transcript editing. Its workflow puts review and approval before summaries or records are exported, giving you a chance to correct the transcript before those downstream notes are created. The product page says the free tier includes unlimited local recording, import, and transcription with core exports. Local Pro adds features such as speaker separation, reviewable AI summaries, Obsidian support, and semantic search; no prices are stated here. [Strandweave product page]

Optional cloud AI is presented as user-controlled, and the product page says audio is not sent to that provider for transcription. Confirm the selected workflow and settings if you enable cloud features, since “local transcription” does not by itself establish where every later AI request goes.
Choose Anarlog if you want explicit local and cloud modes
Anarlog’s privacy policy distinguishes local processing from cloud options: “Recording happens on your device.” The same policy says notes, transcripts, and meeting data are stored locally and describes offline use with local transcription and a local language model. Cloud transcription sends the audio needed for transcription through Anarlog’s servers to speech-to-text providers, and the transcript is stored for device retrieval. Cloud AI sends relevant text and instructions to selected model providers. The policy says users are responsible for providing legally required notice and obtaining consent when recording others. Recording rules differ by location, so check the requirements that apply to your meeting rather than treating local processing as a substitute for notice or consent.

Choose Muesli if you can run and maintain the server yourself
Muesli is self-hosted, not a single-device-only notebook: its desktop client uploads recordings to a server, where audio and notes are stored and plugins can transcribe and summarize them. That may give an organization control over its deployment, but privacy then depends on the server’s access controls, network security, backups, updates, and retention practices. [Muesli repository]

Use Granola as a convenience comparison, not a strict local-first alternative
Granola’s security page says capture is manually started and no video-call bot joins. It also describes third-party transcription and AI providers, cloud-hosted transcripts and notes, and a policy under which anonymized data may be used to improve the product unless users opt out. That may suit someone who values bot-free convenience and hosted features, but it is not equivalent to keeping transcription and summarization on-device. [Granola security page]

- Check the capture method. Find out whether the app records system audio, a microphone, an imported file, or a bot joining the call. Confirm when capture starts and what participants can see or hear.
- Identify where transcription runs. Look for an explicit local or offline mode, and check whether cloud transcription is enabled. A local recording does not prove that transcription is local.
- Check summarization separately. A transcript may stay on-device while a summary request sends text or instructions to a model provider. Review the app’s AI settings and provider disclosures.
- Inspect storage, sync, and sharing. Determine where audio, transcripts, notes, recovery keys, and shared copies reside. Treat shared-note links and hosted sync as separate from local storage.
- Review before exporting or sharing. Correct errors in names, decisions, and action items before sending notes elsewhere. A transcript-review step can reduce avoidable mistakes, but it does not establish transcription accuracy.
- For self-hosting, secure the whole deployment. Replace development secrets, restrict access, configure transport security, and set backup, upgrade, and retention practices appropriate to the data.
Do not treat labels such as “private,” “secure,” or “local-first” as substitutes for understanding those settings. Product descriptions establish what their publishers claim; they do not by themselves prove how a particular installed version behaves.
