There is no evidence-based universal winner for Indian SaaS startups choosing an HTML-to-PDF API. The right choice depends on how each provider bills, your peak workload, the documents you render, and the provider’s deployment, retention, security and service terms. The shortlist below compares published claims—not independently tested performance—and gives you a practical way to evaluate vendors before sending customer data.
What to compare before choosing
Start with the workload and requirements, not the headline price. Providers may charge per document, rendered page or successful conversion; these units make a multi-page PDF cost differently from a one-page file. Also account for minimum charges, monthly allowances, concurrency, taxes, failed jobs and retries.

- Volume: estimate monthly documents and pages, average and peak document size, and traffic bursts.
- Rendering: verify support for your HTML and CSS, print layout, page sizes, headers and footers, fonts, images and scripts.
- Operations: check concurrency, synchronous latency, batch limits, error responses, retry behavior and support commitments.
- Data handling: establish processing and storage locations, retention and deletion, subprocessors, security evidence and incident notification.
- Total cost: calculate your actual workload using the provider’s billing unit, minimums, plan limits and checkout taxes.
Vendor speed, uptime and security statements are not independent comparative results. Run your own representative tests and review written terms.

These candidates have different billing and deployment models; they are not ranked winners. Product pages and prices can change, so verify terms directly before procurement.

| Provider | Published model or feature | Potential fit | Verify before selection |
|---|---|---|---|
| KimiDoc | Hosted API and a self-hosted version of the same engine; document-based metering and a batch endpoint for up to 40,000 documents. | Teams evaluating batch processing or an in-network deployment. | Self-hosted licensing quote, retention, support, rendering quality and operational requirements. The 40,000-document figure is from the vendor page observed in 2026. |
| HTML2DocHub | REST API with rupee-denominated pay-per-use pricing based on rendered pages, plus a minimum charge per completed job. Checkout also lists payment gateway fees. | Variable or low-volume work where page-based metering may fit usage. | Final checkout cost, page counting, limits and service levels. Published latency and uptime are vendor claims, not independently verified. |
| SelectPdf | Hosted monthly tiers. Its undated pricing page, observed in 2026, lists Standard at $29/month for 5,000 conversions and Advanced at $59/month for 20,000. A successful API conversion counts once regardless of PDF page count; USD prices may have checkout taxes. | Teams that prefer a monthly conversion allowance and hosted REST access. | Forecast peak-month usage and concurrency; confirm taxes, overage behavior and data terms. |
| PDFCrowd | URL, HTML and template conversions; SDKs for several languages; output controls include PDF/A and tagged PDF. | Teams whose integration language or output controls match its documented features. | Current plan limits, security terms, output requirements and program status. |
| PDF API | The vendor advertises 500 free PDFs per month, EU hosting, temporary presigned URLs and deletion after expiry or API deletion. | Teams evaluating a free allowance and an EU-hosted service. | Confirm region, legal and security documentation, retention behavior, limits and current pricing. These are vendor statements. |
The cited provider pages do not establish that any of these services is hosted in India. A vendor’s deployment claim alone does not answer your contractual or compliance obligations.
How to estimate cost fairly
- Model a representative month. Record expected document count, page count, average and peak job size, and likely traffic spikes.
- Normalize each provider’s billing unit. Work out the total under per-document, per-page or per-successful-conversion billing. Include plan allowances and minimum job charges.
- Include failure and retry behavior. Ask whether failed renders are billed, how retries are counted, and how timeouts or partial outputs are handled.
- Use checkout totals. Include applicable taxes, payment fees, overages and currency conversion where relevant; confirm the final amount with the provider.
- Compare the same workload. Do not infer that a cheaper unit price means a cheaper service if the allowance, page count, concurrency or minimum differs.
For example, a provider that counts one successful conversion regardless of page count may suit long PDFs differently from a service that bills per rendered page. The effective cost cannot be compared without applying your own document mix to the actual plan terms.

Test rendering with real documents
Before committing, run a representative suite through trial accounts or a controlled evaluation. Include long tables, explicit page breaks, headers and footers, embedded and remote fonts, charts, non-Latin scripts and unusual page sizes. Compare content completeness, pagination, font fallback, image loading, timeouts, error responses and retries. The published material cited here does not provide independent comparative rendering results.
Can you send invoices or payslips to a cloud PDF API?
That depends on the data, purpose, provider terms and your organization’s responsibilities. Before transmitting personal or confidential information, identify what each document contains and establish where it is processed and stored, who can access it, how long it is retained, whether subprocessors are involved, and how deletion and incident notice work. Obtain suitable written contractual and security commitments rather than relying only on product-page claims.

India’s Press Information Bureau says the Digital Personal Data Protection Rules, 2025 were notified on 14 November 2025 and describes an eighteen-month phased implementation period. Its summary identifies data fiduciaries as entities deciding why and how personal data is processed, and data processors as entities processing it on a fiduciary’s behalf; the applicable roles depend on the actual workflow. The summary lists consent and transparency, purpose limitation, data minimisation, accuracy, storage limitation, security safeguards and accountability among the framework’s principles. See the Government of India’s DPDP Rules explainer, and check the Act, Rules, commencement timeline and legal advice for your use case. The cited material does not establish a general requirement that all such data be hosted in India.
Cross-border service purchases may also raise tax questions. CBIC’s GST Act page presents section 14, which concerns integrated tax for specified OIDAR services supplied from outside India to non-taxable online recipients. That provision does not determine the tax treatment of a particular API purchase; ask a qualified tax adviser about invoicing, GST registration, tax treatment and input-credit eligibility.

ScreenshotNeo is a separate tool for screenshots, not PDF rendering
If your requirement is to capture a webpage as an image or PDF rather than convert supplied HTML into a PDF, ScreenshotNeo is a distinct option: it is a website screenshot API and MCP server, not a like-for-like HTML-to-PDF API in this comparison. Its one-request endpoint returns a screenshot or PDF. It removes supported cookie and consent banners, newsletter popups and chat widgets before capture; bot checks, blank pages, timeouts and failed loads are not billed, and response headers identify the page verdict and billing status. AI agents can use its MCP tools for screenshots, page information and PDF capture.

Procurement checklist
- Confirm billing denominator, allowances, minimums, taxes, failed-job charges and overage rules in writing.
- Test your real templates, including fonts, long tables, charts, scripts and page-break behavior.
- Measure peak concurrency and response behavior under your expected traffic pattern.
- Ask for data-location, retention and deletion terms, subprocessors, security evidence, incident notice, support response and service commitments.
- For personal data, document the purpose, instructions, access, retention and contractual responsibilities for your specific workflow.
- Recheck published limits and pricing at procurement time; provider pages can change.
