If you need a free VPN with no data cap, Proton VPN’s free plan is the only one of the three providers covered here that says so outright. Windscribe and PrivadoVPN both cap free use at 10 GB, which can cover light browsing and messaging but runs out quickly with video. None of the three is a free trial, and none of them is a paid plan with a refund, so “risk-free” needs a narrower meaning than the title suggests.
This guide covers three free plans whose current terms could be checked against provider pages. Those pages were checked in early October 2026. Every figure below is a provider’s own published term, not an independent speed or security test.

Free VPN plan terms at a glance
| Provider | Data allowance | Reset | Free locations | Signup requirements | Device access |
|---|---|---|---|---|---|
| Proton VPN Free | No data or time limit (provider statement) | Not applicable | Connects automatically to a server from a set of countries the provider lists | Not stated in the provider pages reviewed | Not stated in the provider pages reviewed |
| Windscribe Free | 10 GB with confirmed email; 2 GB without email | Monthly | 10 countries (provider statement) | Email confirmation needed for the 10 GB allowance; no credit card required | Not stated in the provider pages reviewed |
| PrivadoVPN Free | 10 GB | Every 30 days | Limited selection; number of locations not stated | Not stated in the provider pages reviewed | Conflicting: one provider page advertises unlimited devices, while a provider FAQ says one device at a time on free accounts |
Which free VPN has no data cap?
Proton VPN’s free plan is the clearest match if data volume is your main concern. Proton states on its free-plan page that the plan has no data or time limit, no ads, and no logs. The page also lists a kill switch and Stealth VPN among its core features. Proton’s own wording is: “Our unlimited free plan has no data or time limits, and will be free forever.” That is a statement from the provider, not a finding from independent testing.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →The limits are on the other side of the plan. Proton’s download FAQ says free users are connected automatically to a server from a provider-listed set of countries, and that streaming access is guaranteed only on paid plans. If you need a specific streaming library or a particular country, the free plan may not give you that, even though the data is unlimited. Proton VPN’s free-plan page and its download FAQ set out these terms.

When a 10 GB cap is enough
Windscribe and PrivadoVPN both publish 10 GB allowances. The difference is how the allowance resets and what you give up to get it. Windscribe’s 10 GB is tied to a confirmed email address, and its monthly reset means the allowance renews every calendar month. Without email, Windscribe drops to 2 GB, which is useful for a quick trial of the app before you decide to sign up. PrivadoVPN’s 10 GB renews every 30 days, which gives a rolling window rather than a calendar-month reset.
Ten gigabytes is enough for email, search, social media, and occasional web browsing. A single session of HD video can use a large share of it, so a capped plan works best when you use the VPN for short, specific tasks rather than as an always-on connection. Check the country list before you commit. Windscribe’s free tier lists 10 countries, while PrivadoVPN offers a limited selection of locations without a stated count.

Free plan, free trial, or money-back guarantee?
The title’s phrase “truly risk-free” blends three different offers. Each one has different terms, and only one of them matches what the title promises.

A permanent free plan
This is a free tier with no payment and no time limit. Windscribe says its free plan has no trial clock and no credit card, stating in its own words: “Windscribe’s free plan has no trial clock and no credit card.” Proton and PrivadoVPN also offer ongoing free tiers. Because the plan does not expire, there is nothing to cancel, but the data cap or feature limits continue for as long as you use the plan.

A time-limited free trial
A free trial gives temporary access to a paid tier, and the trial ends unless you pay. PrivadoVPN states on its pricing page that it does not offer a free trial and offers a free plan instead. Do not treat PrivadoVPN’s free plan as a trial. Trial availability changes over time, so check the provider’s current pricing page before you rely on one. TechRadar’s list of VPNs with free trials can point you to providers worth checking, but the provider’s own terms govern.
A paid plan with a money-back guarantee
None of the three free plans involves a paid purchase, so none of them has a refund to claim. For a paid plan with a guarantee, the risk-free claim holds only if you verify each of the following on the provider’s official pages:

- The refund window and its deadline, counted from which date
- Whether a credit card or other payment method is required at signup
- The renewal price after any introductory rate
- Any conditions that exclude a refund, such as usage thresholds
Before you sign up
- Confirm the device limit on the signup or pricing screen. PrivadoVPN’s pages describe device access in conflicting ways, so do not assume you can run it on every device you own.
- Read the location list in the app before you rely on a specific country. Free plans can change their locations.
- If you need a streaming service, test it during the free period and do not count on the free plan to reach it. Proton states that streaming access is guaranteed only on paid plans.
- If you plan to use Windscribe’s 10 GB allowance, confirm the email address so the higher cap applies.
What these terms do not prove
None of the three providers’ free-plan pages establishes a speed ranking, and this guide does not claim that any of these services is the fastest. The no-logs, encryption, and privacy statements on each provider’s site are the provider’s own claims. Those claims need attribution, and they do not show that a VPN makes you anonymous or protects you from every threat. A VPN changes the network path your traffic takes. It does not replace passwords, software updates, or other security practices.
How to choose
- You want no data cap and do not need a streaming service: Proton VPN’s free plan fits, provided the automatic server connection works for you.
- You need only occasional use and will share an email address: Windscribe’s 10 GB monthly allowance is a reasonable match, and its 2 GB no-email tier is useful for testing the app first.
- You need a rolling 30-day allowance and the location list suits you: PrivadoVPN’s 10 GB plan fits, after you confirm device access.
- You need a guaranteed refund on a paid plan: none of these free plans is that offer. Check the paid plan’s refund terms on the provider’s official site before you pay.
Provider terms change, so check the current page for each service before you install an app.
