“Best” depends on the server you are operating. A public server that needs moderation has different requirements from a private server running a zombie or role-play ruleset. The safest general recommendation is a layered installation rather than one giant mod package.

Keep the layers separate. Metamod is not itself an administration mod, and AMX Mod X is not a single gameplay mode. Treat AMX Mod X as the platform, then select plugins that match your server’s rules and audience.
How to choose plugins instead of collecting features
Plugin lists often emphasize feature counts, but a reliable server needs a more disciplined selection process. Evaluate each candidate on six questions before installing it.

1. What changes for players?
Classify the plugin as administration, moderation, map management, statistics, quality of life or a major ruleset conversion. Administration and map-voting tools usually fit an ordinary public server. A zombie, deathmatch, role-play or Warcraft-style conversion changes the core game and should be treated as its own ruleset, not as a harmless add-on.
2. Which modules and dependencies are required?
Some plugins run with the basic AMX Mod X installation; others require additional AMX Mod X modules or companion plugins. Read the plugin’s installation notes before copying its file. A missing dependency commonly appears as a “bad load” rather than a problem with the server executable.
3. What is the operational cost?
There is no single authoritative performance figure for the entire CS 1.6 plugin ecosystem. Measure risk instead: avoid installing many overlapping plugins at once, watch server behavior after each change, and remove features that duplicate one another. A small, purposeful set is easier to diagnose than a large collection installed simultaneously.
4. How much control does an administrator get?
Prefer plugins with clear configuration files, permission controls and documented commands. A feature that cannot be disabled cleanly can become a liability when players object to it or when it conflicts with another plugin.
5. Does it fit player consent and expectations?
Tell players when a server uses a substantial ruleset conversion. A custom mode can be excellent when the audience expects it, but confusing when it is introduced on a conventional public server without warning.

6. Is it maintained well enough for your server?
Check the plugin’s documentation, required versions and recent maintenance before making it central to the server. The available documentation does not establish a universal compatibility matrix for every third-party plugin, so test combinations on a copy of the server rather than assuming that two popular plugins will coexist.

Prepare the CS 1.6 dedicated server
You need a working HLDS installation with the Counter-Strike 1.6 game files. The Counter-Strike mod directory is named cstrike; the paths below are relative to the server root.
A current Windows setup procedure described by AlliedModders on July 8, 2024 uses SteamCMD to obtain the server files and starts HLDS in console mode with 32 player slots on de_dust2:
hlds.exe -console -game cstrike +maxplayers 32 +map de_dust2The map and player count are examples of startup parameters, not requirements for every server. Choose values appropriate for your machine, connection and intended audience. Start the unmodified server once and confirm that it reaches the map before adding extensions; otherwise, a later failure will be difficult to attribute.
- Record the server root so you can distinguish it from the SteamCMD download directory.
- Make a backup of the working
cstrikedirectory before installing frameworks. - Stop the server before replacing framework files or editing startup arguments.
- Use the Windows or Linux package that matches the operating system; shared libraries are not interchangeable.
Install Metamod or Metamod-P
Metamod is the loader layer. Install it before AMX Mod X so you can verify the foundation independently.

Windows procedure
- Copy the Metamod files into the server’s
cstrike/addonstree, preserving the package’s directory structure. - Configure HLDS to load Metamod at startup. The AMX documentation shows the Windows launch argument in this form:
-dll addonsmetamoddllsmetamod.dll- Append that argument to the command you use to start HLDS, then launch the server.
- From the server console, run
meta list. Do not continue to AMX Mod X until Metamod appears in the result.
Linux procedure
- Extract the Linux Metamod package under the server’s
cstrike/addonsdirectory, retaining the supplied shared-library layout. - Use the Linux startup configuration and the platform-appropriate Metamod shared-library path supplied with the package.
- Start HLDS and run
meta listin the server console. - If the command is unavailable or no Metamod entry appears, stop and correct the loader path before installing any plugin.
The exact library filename differs by platform. Do not copy a Windows DLL into a Linux installation or substitute a guessed path for the one included with your Metamod package.
Install AMX Mod X
Once Metamod is visible, install AMX Mod X with its installer or by extracting the framework into the Counter-Strike mod directory. The older AMX guide identifies cstrike as the mod folder, so the resulting framework should live below that directory rather than beside it.
- Stop HLDS.
- Run the AMX Mod X installer, or extract the release files into the server’s
cstrikedirectory. - Open
cstrike/addons/metamod/plugins.ini. - Add the platform-appropriate AMX Mod X binary entry supplied by the AMX Mod X installation for Windows or Linux.
- Save the file and restart HLDS.
- Run
meta list. Metamod and AMX Mod X should both be listed before you add third-party plugins.
The binary entry is platform-specific. Use the line provided by your AMX Mod X package instead of copying a Windows entry into Linux or vice versa. If AMX Mod X does not appear, the problem is normally the plugins.ini entry, the library name or the path—not an individual gameplay plugin.
Add an AMX Mod X plugin
Compiled AMX Mod X plugins use the .amxx extension. A hosting guide from XGamingServer summarizes the essential operation: download the plugin, upload the .amxx file to the AMX Mod X plugins directory and confirm it with amx_plugins.
- Obtain a compiled plugin from its documentation or the AMX Mod X ecosystem. If the download contains source code only, it is not yet a ready-to-load
.amxxfile. - Copy the compiled file to:
cstrike/addons/amxmodx/plugins- Open:
cstrike/addons/amxmodx/configs/plugins.ini- Add the exact filename on its own line, including the
.amxxextension. For example, if the file is namedexample.amxx, the line must be exactly:
example.amxx- Save the configuration. Keep comments and unrelated entries intact.
- Restart the server or change the map so AMX Mod X reloads the plugin list.
- Run
amx_pluginsand confirm that the plugin is listed as running.
The filename is case-sensitive on Linux and must match the actual file. A correct upload with a misspelled or differently capitalized configuration entry is still a failed installation.

What to install first on common server types

Install one functional group at a time. For example, establish administration and map voting, restart and verify them, then add statistics. If you install ten unrelated plugins before the first restart, you cannot tell which file, dependency or configuration line caused a failure.

meta list
Run this in the HLDS server console after Metamod installation and again after adding AMX Mod X. The output should show Metamod’s loaded extensions and an AMX Mod X entry. If the command itself is not recognized, Metamod is not loaded through the startup configuration.
amx_plugins
Run this after AMX Mod X is present and a plugin has been registered. The output should include the plugin filename and a running or loaded status. A plugin absent from the list has not been registered, is in the wrong directory, or failed before AMX Mod X could load it.
Use a controlled restart
Restart after framework changes. For plugin-only changes, either restart or change the map to reload plugins.ini. Test one change at a time and retain the previous working configuration so you can roll back quickly.
Troubleshooting failed installations
“meta list” is unavailable
- Confirm that the Metamod files are under the server’s
cstrike/addonstree. - Check the startup configuration for the correct platform-specific loader path.
- On Windows, verify that the documented
-dll addonsmetamoddllsmetamod.dllargument is present in the command that actually starts HLDS. - Restart the server after correcting the command; editing a shortcut or script that is not used by the running service will have no effect.
Metamod loads but AMX Mod X is missing
- Open
cstrike/addons/metamod/plugins.iniand confirm that the AMX Mod X binary entry is present. - Use the Windows or Linux library line supplied by the AMX Mod X package; do not mix platform names.
- Check that AMX Mod X was extracted into the
cstrikemod directory rather than the server root or a nested duplicate directory. - Restart and run
meta listagain.
The plugin does not appear in amx_plugins
- Confirm that the compiled file ends in
.amxx. - Check that it is physically located at
cstrike/addons/amxmodx/plugins. - Compare the filename in that directory with the line in
cstrike/addons/amxmodx/configs/plugins.ini, character for character. - Ensure the entry is on its own line and is not commented out.
- Restart or change the map after saving the file.
The plugin reports “bad load”
Start with dependencies, not unrelated server settings. Read the plugin’s installation notes for required AMX Mod X modules, companion plugins and version assumptions. Confirm that those requirements are installed and enabled, then reload the server. The available setup documentation establishes the configuration locations and verification commands but does not provide a universal compatibility matrix for every third-party plugin, so a bad load may require testing that plugin on a clean server with only its documented dependencies.
The server starts but behaves unpredictably
- Disable the most recently added plugin and restart.
- If the problem disappears, re-enable plugins one at a time to identify a conflict.
- Look for two plugins changing the same command, map vote, round event or player variable.
- Keep the known-good
plugins.iniand Metamod configuration as a rollback copy.
Maintenance practices that prevent repeat failures
Keep a change log
Record the plugin filename, installation date, required modules, configuration edits and the server build on which it was tested. This turns a future “bad load” into a traceable change instead of guesswork.

Back up before framework updates
Back up the entire cstrike/addons directory and the server’s startup script before changing Metamod or AMX Mod X. Preserve the old files until the new stack has survived a restart and a map change.
Separate test and public configurations
Test major modes and unfamiliar plugins on a private instance first. A role-play, zombie, deathmatch or Warcraft-style mode can be appropriate for a dedicated audience, but combining it with many unrelated plugins makes both balancing and troubleshooting harder.
Review permissions and player communication
After installation, test administrator commands with the intended permission levels and join as a normal player to check what ordinary users can see and do. Explain substantial rule changes in the server name, welcome message or community documentation.
A repeatable installation checklist
- HLDS starts normally with
-console -game cstrikeand a test map. - The server root and
cstrikemod directory are identified and backed up. - Metamod or Metamod-P files are under
cstrike/addons. - The platform-specific loader configuration is active.

Bottom line for a stable CS 1.6 server
Build the server in layers: a working HLDS installation, Metamod or Metamod-P, AMX Mod X, and then a short list of plugins selected for a specific purpose. The two commands that matter most are meta list for the loader and framework layers and amx_plugins for individual AMX Mod X plugins. Exact paths, exact filenames and platform-matched libraries matter more than the size of the plugin collection. Add major gameplay conversions only when the audience expects that ruleset, and isolate them until their dependencies and interactions are proven.
